供應(yīng)鏈環(huán)境下中小制造企業(yè)安全生產(chǎn)敗德行為的規(guī)避機(jī)制研究

【摘要】:中小制造企業(yè)在我國(guó)企業(yè)的供應(yīng)鏈中占有重要位置,然而我國(guó)中小制造企業(yè)存在安全生產(chǎn)事故多發(fā)、職業(yè)傷害嚴(yán)重、安全生產(chǎn)績(jī)效差等問(wèn)題。中小制造企業(yè)較低的安全生產(chǎn)水平不僅會(huì)對(duì)供應(yīng)鏈內(nèi)核心企業(yè)的聲譽(yù)形象以及供貨的穩(wěn)定性產(chǎn)生不利影響,而且會(huì)危害整個(gè)供應(yīng)鏈的業(yè)績(jī)和效率。目前,政府管制為主,輔以利益相關(guān)者共同治理已成為安全生產(chǎn)管理的新模式。核心企業(yè)作為中小制造企業(yè)的關(guān)鍵利益相關(guān)者,在供應(yīng)鏈中處于主導(dǎo)地位,發(fā)揮核心企業(yè)的話語(yǔ)權(quán)作用以規(guī)范中小制造企業(yè)安全生產(chǎn)行為的治理模式日益受到關(guān)注。然而,目前鮮見(jiàn)基于我國(guó)制造大國(guó)的現(xiàn)實(shí)背景,從供應(yīng)鏈角度考慮供應(yīng)鏈上核心企業(yè)(包括大型跨國(guó)公司)對(duì)我國(guó)中小制造企業(yè)安全生產(chǎn)行為激勵(lì)約束的理論與實(shí)踐研究。基于如上背景,本文以二級(jí)供應(yīng)鏈上核心企業(yè)與中小制造企業(yè)作為研究對(duì)象,對(duì)如何發(fā)揮核心企業(yè)主導(dǎo)作用規(guī)范供應(yīng)鏈內(nèi)中小制造企業(yè)安全生產(chǎn)行為展開(kāi)研究。首先,運(yùn)用文獻(xiàn)調(diào)研法,剖析核心企業(yè)規(guī)范供應(yīng)鏈上中小制造企業(yè)安全生產(chǎn)行為的具體做法以及存在的現(xiàn)實(shí)問(wèn)題。然后,借助信號(hào)博弈模型以及激勵(lì)契約模型方法探究走出困境的解決思路。最后,結(jié)合蘋(píng)果公司供應(yīng)鏈安全生產(chǎn)管理的案例分析,提出有效發(fā)揮核心企業(yè)的主導(dǎo)作用,規(guī)范供應(yīng)鏈上中小制造企業(yè)安全生產(chǎn)行為的對(duì)策建議。主要的研究結(jié)論有:(1)核心企業(yè)規(guī)范供應(yīng)鏈內(nèi)中小制造企業(yè)安全生產(chǎn)行為時(shí),中小制造企業(yè)存在兩類(lèi)安全生產(chǎn)敗德行為。(2)通過(guò)調(diào)節(jié)信號(hào)傳遞成本參數(shù),可有效規(guī)避中小制造企業(yè)第一類(lèi)安全生產(chǎn)敗德行為。(3)調(diào)節(jié)激勵(lì)契約參數(shù)促使中小制造企業(yè)自覺(jué)付出約定的努力水平,可有效規(guī)避中小制造企業(yè)第二類(lèi)安全生產(chǎn)敗德行為。(4)蘋(píng)果公司在供應(yīng)鏈安全生產(chǎn)管理歷史進(jìn)程中經(jīng)歷了三次演變,蘋(píng)果公司實(shí)施“標(biāo)準(zhǔn)+驗(yàn)廠+審核”的供應(yīng)鏈安全生產(chǎn)管理模式值得借鑒。(5)基于模型結(jié)論與案例分析,提出規(guī)避中小制造企業(yè)安全生產(chǎn)敗德行為的具體策略。
[Abstract]:Small and medium-sized manufacturing enterprises play an important role in the supply chain of Chinese enterprises. However, there are many problems such as frequent accidents in production safety, serious occupational injury and poor safety production performance in small and medium-sized manufacturing enterprises in China. The low level of production safety in small and medium-sized manufacturing enterprises will not only adversely affect the reputation image of core enterprises and the stability of supply in the supply chain, but also endanger the performance and efficiency of the whole supply chain. At present, the government regulation mainly, assisted by the stakeholders joint governance has become a new mode of production safety management. As the key stakeholders of small and medium-sized manufacturing enterprises, core enterprises are in the leading position in the supply chain. The governance mode of regulating the safe production behavior of small and medium-sized manufacturing enterprises is paid more and more attention to by giving play to the role of the core enterprises' voice in order to regulate the safe production behavior of small and medium-sized manufacturing enterprises. However, at present, based on the realistic background of large manufacturing countries in China, the theoretical and practical research on the incentive and restriction of core enterprises (including large multinational corporations) on the safe production behavior of small and medium-sized manufacturing enterprises in the supply chain is considered from the point of view of supply chain. Based on the above background, this paper takes the core enterprises and small and medium-sized manufacturing enterprises in the secondary supply chain as the research object, and studies how to exert the leading role of the core enterprises to standardize the safe production behavior of the small and medium-sized manufacturing enterprises in the supply chain. Firstly, by using the method of literature investigation, this paper analyzes the concrete practice and existing problems of the core enterprises in standardizing the production safety behavior of the small and medium-sized manufacturing enterprises in the supply chain. Then, with the help of signal game model and incentive contract model to explore the solution to the dilemma. Finally, based on the case study of the supply chain safety management of Apple Company, the paper puts forward the countermeasures and suggestions to bring the leading role of the core enterprises into full play and standardize the safe production behavior of the small and medium-sized manufacturing enterprises in the supply chain. The main conclusions are as follows: (1) when the core enterprise standardizes the production safety behavior of the small and medium-sized manufacturing enterprises in the supply chain, there are two kinds of safety production ethics behavior in the small and medium-sized manufacturing enterprises. It can effectively circumvent the first kind of safety behavior of small and medium-sized manufacturing enterprises. It can adjust the incentive contract parameters to promote the small and medium-sized manufacturing enterprises to pay the agreed level of effort consciously. Apple has experienced three changes in the history of supply chain safety production management. Based on the conclusion of the model and the case analysis, the author puts forward the concrete strategy to avoid the behavior of safety in production of small and medium-sized manufacturing enterprises.
