【摘要】：當前中國正處于水權交易制度建設與推進的關鍵期,在此背景下剖析和借鑒澳大利亞等發(fā)達國家的水資源市場化發(fā)展歷程和經驗具有十分重要的意義。本文在分析澳大利亞水資源市場化背景的基礎上,分析了澳大利亞水權交易現狀及其績效。20世紀80年代以來,澳大利亞水資源市場化實踐表明:通過建立與市場相匹配的規(guī)則和制度,水權交易能夠帶來顯著的經濟、社會和環(huán)境效應。水權市場的存在,不僅可以動態(tài)靈敏地反映水資源的供求狀況,而且可以緩解干旱、增加經濟和產業(yè)彈性,以及提高微觀經濟主體的抗風險能力等。
[Abstract]:At present, China is in the key period of the construction and promotion of water rights trading system. Under this background, it is of great significance to analyze and learn from the development process and experience of water resources marketization in developed countries such as Australia. Based on the analysis of the background of water resources marketization in Australia, this paper analyzes the current situation and performance of water rights trading in Australia since the 1980s. The practice of water resources marketization in Australia shows that water rights trading can bring significant economic, social and environmental effects by establishing rules and systems that match the market. The existence of water right market can not only reflect the supply and demand of water resources dynamically and sensitively, but also alleviate drought, increase the elasticity of economy and industry, and improve the ability of microeconomic main body to resist risks and so on.
