【摘要】：災(zāi)害風(fēng)險(xiǎn)管理模式對(duì)災(zāi)害風(fēng)險(xiǎn)治理績(jī)效起著關(guān)鍵作用。近年來(lái),美國(guó)、日本推進(jìn)向基于社區(qū)的災(zāi)害風(fēng)險(xiǎn)治理模式轉(zhuǎn)型,取得了良好的效果,其中的先進(jìn)經(jīng)驗(yàn)亟待剖析和總結(jié)�；趯�(duì)美、日、中社區(qū)應(yīng)急管理模式梳理和概述,針對(duì)應(yīng)急管理理念、組織機(jī)構(gòu)、管理機(jī)制進(jìn)行橫向比較研究,總結(jié)出美、日、中應(yīng)急管理模式在以上幾方面的經(jīng)驗(yàn)與特點(diǎn),并得出對(duì)中國(guó)災(zāi)害風(fēng)險(xiǎn)治理的啟示。
[Abstract]:Disaster risk management model plays a key role in disaster risk management performance. In recent years, the United States and Japan promoted the transformation to community-based disaster risk management model, and achieved good results, among which the advanced experience needs to be analyzed and summarized. On the basis of combing and summarizing the emergency management mode of American, Japanese and Chinese communities, and aiming at the concept, organization and mechanism of emergency management, this paper summarizes the experience and characteristics of the emergency management mode in the United States, Japan and China. And draw the enlightenment to the disaster risk management of China.
