鄭州市典型產(chǎn)業(yè)碳排放綜合績(jī)效評(píng)估及碳配額分配研究

【摘要】:人類活動(dòng)釋放的二氧化碳是城市的主要碳排放源。企業(yè)是社會(huì)經(jīng)濟(jì)的基本單元,企業(yè)層面的碳排放研究對(duì)于完善碳核查制度、建設(shè)全國(guó)統(tǒng)一碳交易市場(chǎng)及發(fā)展低碳經(jīng)濟(jì)都具有重要意義。在對(duì)鄭州市181家典型企業(yè)調(diào)研的基礎(chǔ)上,本文分析了典型產(chǎn)業(yè)碳排放特征及其效率,采用LMDI因素分解分析方法探討了典型產(chǎn)業(yè)碳排放變化的驅(qū)動(dòng)機(jī)制,基于熵權(quán)法開(kāi)展了典型產(chǎn)業(yè)碳排放綜合績(jī)效評(píng)估,提出了基于碳排放綜合績(jī)效的典型企業(yè)碳配額分配方案,并提出了鄭州市低碳產(chǎn)業(yè)發(fā)展的政策建議。鄭州市典型產(chǎn)業(yè)碳排放及碳排放強(qiáng)度均下降。研究期內(nèi)碳排放由337.40萬(wàn)噸下降到321.54萬(wàn)噸,碳排放強(qiáng)度由2012年的0.61噸/萬(wàn)元下降到2013年的0.51噸/萬(wàn)元。單位用地能源消耗及勞動(dòng)力投入是引起產(chǎn)業(yè)碳排放變化的主要原因,二者對(duì)碳排放變化的貢獻(xiàn)值分別為179.97萬(wàn)噸和-165.96萬(wàn)噸,貢獻(xiàn)率分別為172.72%和60.41%。鄭州市典型產(chǎn)業(yè)碳排放綜合績(jī)效水平不高,多數(shù)產(chǎn)業(yè)碳排放綜合績(jī)效評(píng)價(jià)值小于0.4,且逐年下降。開(kāi)展碳配額分配工作有助于碳減排;跉v史法、基準(zhǔn)線法和熵權(quán)法的典型產(chǎn)業(yè)碳配額分別為321.54萬(wàn)噸、292.77萬(wàn)噸、300.21萬(wàn)噸,與原始排放相比分別減少了0.00萬(wàn)噸、28.77萬(wàn)噸、21.53萬(wàn)噸;陟貦(quán)法的碳配額分配有助于壓縮低績(jī)效地區(qū)及產(chǎn)業(yè)的碳排放空間,登封市以及電力熱力生產(chǎn)與供應(yīng)業(yè)的碳配額均在原始排放的基礎(chǔ)上下降了約10%的比例;陟貦(quán)法的碳配額分配方案更利于企業(yè)碳減排。對(duì)比分析不同的碳配額分配方法,基于熵權(quán)法的典型企業(yè)碳配額最少為61.87萬(wàn)噸,且各企業(yè)的碳配額都低于原始排放。鄭州市低碳產(chǎn)業(yè)發(fā)展中應(yīng)重點(diǎn)考慮如下策略:(1)優(yōu)化能源結(jié)構(gòu),降低發(fā)電等產(chǎn)業(yè)的化石消耗;(2)調(diào)整產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展汽車、計(jì)算機(jī)等產(chǎn)業(yè),加快低碳化進(jìn)程;(3)完善碳核查制度,開(kāi)展典型企業(yè)碳排放綜合績(jī)效評(píng)估研究,將碳排放績(jī)效評(píng)估納入企業(yè)生產(chǎn)效率評(píng)價(jià)系統(tǒng);(4)加強(qiáng)企業(yè)碳管理,開(kāi)展碳配額分配研究,督促企業(yè)參與碳交易市場(chǎng)建設(shè),針對(duì)企業(yè)碳排放特征制定集約發(fā)展路線。
[Abstract]:The carbon dioxide emitted by human activities is the main source of carbon emissions in cities. Enterprise is the basic unit of social economy. The research on carbon emission at enterprise level is of great significance to improve the carbon verification system, to build a unified carbon trading market and to develop a low-carbon economy. Based on the investigation of 181 typical enterprises in Zhengzhou, this paper analyzes the characteristics and efficiency of carbon emission in typical industries, and discusses the driving mechanism of carbon emissions change in typical industries by using LMDI factorization analysis method. Based on entropy method, the comprehensive performance evaluation of typical industries' carbon emissions is carried out, and the scheme of carbon quota allocation for typical enterprises based on comprehensive performance of carbon emissions is put forward, and the policy recommendations for the development of low carbon industry in Zhengzhou are put forward. Zhengzhou typical industry carbon emissions and carbon emission intensity are reduced. During the research period, carbon emissions decreased from 3.374 million tons to 3.2154 million tons, and the intensity of carbon emissions decreased from 0.61 tons / 10,000 yuan in 2012 to 0.51 tons / 10,000 yuan in 2013. Energy consumption and labor input per unit of land are the main reasons for the change of industrial carbon emissions. Their contribution to carbon emissions is 1.7997 million tons and -#number1# tons, respectively, and the contribution rates are 172.72% and 60.41% respectively. The comprehensive performance level of carbon emissions of typical industries in Zhengzhou is not high. The comprehensive performance evaluation value of most industries carbon emissions is less than 0.4, and it decreases year by year. Carbon quota allocation will help reduce carbon emissions. Based on the historical method, the typical industrial carbon quota of base-line method and entropy method are 3.2154 million tons, 2.9277 million tons and 3.0021 million tons respectively, which are 0 tons, 287700 tons and 215300 tons less than the original emissions respectively. The allocation of carbon quota based on entropy weight method is helpful to reduce the carbon emission space of low performance areas and industries. The carbon quota of Dengfeng city and power thermal production and supply industry has decreased by about 10% on the basis of the original emissions. The carbon quota allocation scheme based on entropy weight method is more conducive to carbon emission reduction. Comparing and analyzing different carbon quota allocation methods, the typical enterprise carbon quota based on entropy weight method is at least 618700 tons, and the carbon quota of each enterprise is lower than the original emission. In the development of low-carbon industries in Zhengzhou, the following strategies should be considered as follows: (1) optimizing the energy structure, reducing fossil consumption in electricity generation and other industries; adjusting the industrial structure; vigorously developing automobile, computer and other industries; speeding up the process of low carbonization; and perfecting the carbon verification system. To carry out the comprehensive performance evaluation of carbon emissions of typical enterprises, to integrate the performance evaluation of carbon emissions into the production efficiency evaluation system of enterprises, to strengthen carbon management, to carry out carbon quota allocation research, and to urge enterprises to participate in the construction of carbon trading market. According to the carbon emission characteristics of enterprises to develop intensive development route.
