FDI技術(shù)溢出、異質(zhì)吸收能力與長(zhǎng)三角城市群創(chuàng)新績(jī)效

【摘要】:在中國(guó)經(jīng)濟(jì)發(fā)展已進(jìn)入新常態(tài)的背景下,我國(guó)經(jīng)濟(jì)發(fā)展的必經(jīng)之路就是轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式從而實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)由粗放型向可持續(xù)發(fā)展的轉(zhuǎn)變。而實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的關(guān)鍵就是增強(qiáng)區(qū)域自主創(chuàng)新能力。本文將FDI技術(shù)溢出效應(yīng)和本地吸收能力結(jié)合起來(lái),研究其作用原理從而使其可以優(yōu)化實(shí)踐活動(dòng)來(lái)實(shí)現(xiàn)創(chuàng)新效益的最大化。作者發(fā)現(xiàn)學(xué)者對(duì)此研究以往都只將吸收能力作為地區(qū)技術(shù)進(jìn)步的一個(gè)影響因素,并沒(méi)有將吸收能力和技術(shù)溢出結(jié)合起來(lái)將兩者放到同等重要的地位來(lái)研究并判斷兩者綜合作用下創(chuàng)新活動(dòng)績(jī)效的變化規(guī)律。本文研究的創(chuàng)新點(diǎn)就是通過(guò)對(duì)FDI技術(shù)溢出效應(yīng)和異質(zhì)吸收能力的作用機(jī)理研究來(lái)判斷兩者共同作用下對(duì)長(zhǎng)三角城市群的創(chuàng)新績(jī)效。本文通過(guò)利用長(zhǎng)三角城市群的相關(guān)數(shù)據(jù)來(lái)研究FDI技術(shù)溢出效應(yīng)和異質(zhì)吸收能力對(duì)地區(qū)創(chuàng)新績(jī)效的影響機(jī)理,從而對(duì)長(zhǎng)三角城市群的生產(chǎn)創(chuàng)新活動(dòng)提供相關(guān)建議。文章利用長(zhǎng)三角城市群26個(gè)城市的面板數(shù)據(jù),通過(guò)搜集和分析長(zhǎng)三角城市群26個(gè)城市的科學(xué)技術(shù)存量、FDI國(guó)際技術(shù)溢出、人力資本、技術(shù)水平、教育投入、經(jīng)濟(jì)發(fā)展水平和市場(chǎng)化程度等相關(guān)數(shù)據(jù),利用OLS實(shí)驗(yàn)證實(shí)兩者對(duì)地區(qū)創(chuàng)新績(jī)效影響作用并不必然存在顯著性差異。并進(jìn)一步指出,人力資本、教育水平和地區(qū)經(jīng)濟(jì)發(fā)展水平對(duì)長(zhǎng)三角城市群各城市的創(chuàng)新績(jī)效有明顯的影響。同時(shí),本文通過(guò)研究發(fā)現(xiàn)技術(shù)溢出與吸收能力不僅在影響創(chuàng)新活動(dòng)上重要程度相當(dāng),而且由于吸收能力的異質(zhì)性才導(dǎo)致FDI技術(shù)溢出在不同地區(qū)產(chǎn)生了不同結(jié)果。人力資本存量(h)不僅可以自身促進(jìn)地區(qū)技術(shù)進(jìn)步,也可以和FDI技術(shù)溢出共同作用使FDI技術(shù)溢出效應(yīng)有更優(yōu)的作用。FDI在現(xiàn)實(shí)環(huán)境下對(duì)技術(shù)進(jìn)步的影響更為明顯并且需要合適的條件使其實(shí)現(xiàn)。FDI技術(shù)溢出效應(yīng)的成功實(shí)現(xiàn)是有條件的,不能將這些因素割裂開(kāi)來(lái)。綜上所述,地區(qū)創(chuàng)新能力的進(jìn)步不是一個(gè)因素單獨(dú)作用下的結(jié)果,只有各因素能動(dòng)的結(jié)合起來(lái)才能實(shí)現(xiàn)最優(yōu)地區(qū)創(chuàng)新績(jī)效。
[Abstract]:Under the background that China's economic development has entered the new normal, the only way for China's economic development is to change the mode of economic growth so as to realize the transformation of economic growth from extensive to sustainable development. The key to achieve sustainable economic development is to enhance the ability of regional independent innovation. In this paper, FDI technology spillover effect and local absorptive capacity are combined to study its working principle so that it can optimize its practical activities to maximize innovation benefits. The author found that the previous studies only regarded absorptive capacity as one of the influencing factors of regional technological progress. It does not combine absorptive capacity and technology spillover to study and judge the change rule of innovation activity performance under the combined action of both. The innovation of this paper is to judge the innovation performance of Yangtze River Delta urban agglomeration under the joint action of FDI technology spillover effect and heterogeneous absorption ability. Based on the relevant data of Yangtze River Delta urban agglomeration, this paper studies the influence mechanism of FDI technology spillover effect and heterogeneous absorptive capacity on regional innovation performance, thus providing relevant suggestions for the production and innovation activities of Yangtze River Delta urban agglomeration. Based on the panel data of 26 cities in the Yangtze River Delta urban agglomeration, this paper collects and analyzes the FDI international technology spillover, human capital, technological level and educational input of the 26 cities in the Yangtze River Delta urban agglomeration. Based on the relevant data of economic development level and marketization degree, using OLS experiment, it is proved that there is no significant difference in the effect of the two factors on the regional innovation performance. Furthermore, it is pointed out that human capital, education level and regional economic development level have obvious influence on the innovation performance of cities in the Yangtze River Delta urban agglomeration. At the same time, it is found that technology spillover and absorptive capacity are not only of equal importance in influencing innovation activities, but also lead to different results of FDI technology spillover in different regions because of the heterogeneity of absorptive capacity. The stock of human capital can not only promote regional technological progress on its own, The FDI technology spillover effect can also be combined with FDI technology spillover effect to make the FDI technology spillover effect more obvious in the real environment, and it needs suitable conditions to realize the successful realization of FDI technology spillover effect. These factors cannot be separated. To sum up, the progress of regional innovation ability is not the result of a single factor, only the combination of all factors can achieve the optimal regional innovation performance.
