【摘要】：近20年來(lái),科技評(píng)價(jià)已成為許多國(guó)家現(xiàn)代科技管理的必要手段和科學(xué)決策的重要依據(jù)。本文對(duì)英國(guó)、美國(guó)、日本等國(guó)科技成果評(píng)價(jià)進(jìn)行了梳理,英國(guó)建立的REF科研質(zhì)量評(píng)價(jià)體系,美國(guó)側(cè)重于整體績(jī)效評(píng)估,日本強(qiáng)調(diào)的課題評(píng)價(jià)制度,盡管各國(guó)的科技評(píng)價(jià)制度不同,但都逐步建立了趨于社會(huì)化的成果評(píng)價(jià)體系,這些成功的做法都是值得我們學(xué)習(xí)和借鑒的。
[Abstract]:In the past 20 years, the evaluation of science and technology has become an essential means of modern science and technology management and an important basis for scientific decision-making in many countries. This paper reviews the evaluation of scientific and technological achievements in Britain, the United States, Japan and other countries. The evaluation system of REF scientific research quality established by the United Kingdom, the United States focuses on the overall performance evaluation, and the subject evaluation system emphasized by Japan. Although the scientific and technological evaluation systems are different in various countries, they have gradually established a socialized evaluation system of achievements. These successful practices are worthy of our learning and reference.
