【摘要】：江蘇省蘇州市經(jīng)濟發(fā)達,體育事業(yè)發(fā)展相對成熟,是江蘇省第一批公共體育服務體系示范區(qū)的城市之一,同時也是全國體育產(chǎn)業(yè)聯(lián)系點城市,公共體育服務體系基本建立。近年來蘇州市政府也在不斷地出臺支持政策并投入資金引導體育社團參與到公共體育服務體系建設(shè)中,體育社團迎來了發(fā)展的“黃金時代”。本文采用文獻資料法、實地調(diào)查法和訪談法,以研究蘇州市體育社團供給公共體育服務的現(xiàn)狀為研究目的。首先,分析了蘇州市體育社團的發(fā)展概況。蘇州市體育社團有著良好的外部發(fā)展環(huán)境,形成了穩(wěn)定的43個體育社團,可分六大類型,即體育管理類、運動項目類、體育人群類、體育設(shè)施類、體育指導類和體育文化類;其管理體制依然是自上而下的行政管理,各社團內(nèi)部管理水平不一。其次,結(jié)合蘇州市已經(jīng)建立的公共體育服務體系和相關(guān)政策文件,分析了蘇州市體育社團供給公共體育服務的內(nèi)容,主要包括體育組織服務、活動服務、指導服務、設(shè)施服務和文化服務。蘇州市體育社團供給公共體育服務的方式,以提供志愿型公共體育服務為基本供給方式,還包括倡導公共體育服務新議題、政社合作供給公共體育服務、社企合作供給公共體育服務。通過以上分析,發(fā)現(xiàn)了蘇州市體育社團供給公共體育服務存在主要問題:供給公共體育服務的能力有限、供給公共體育服務的形式單一、供給公共體育服務的持續(xù)性不足。在此基礎(chǔ)上,對上述問題本文提出如下建議:第一,體育社團必須準確定位,在服務思想上堅持志愿服務精神,不偏離非營利性組織的性質(zhì),在服務范圍上,把重點放在體育組織服務、活動服務、設(shè)施服務、指導服務和文化服務。第二,體育社團需加強合作型供給公共體育服務的方式,要與政府在公共體育服務領(lǐng)域建立起合作伙伴關(guān)系,要樹立良好的品牌,爭取企業(yè)的支持,要把體育社團間的合作供給發(fā)展成為供給公共體育服務的方式之一,鼓勵體育社團間開展競爭,淘汰不具備競爭力的體育社團。第三,加強社團自身造血功能,明確體育社團的業(yè)務,制定考核績效的標準,加強人力資源管理,提高供給公共體育服務的能力。
[Abstract]:Suzhou, Jiangsu Province, with a developed economy and relatively mature sports development, is one of the cities in the first demonstration areas of the public sports service system in Jiangsu Province, as well as the national sports industry link point city. The public sports service system has been basically established. In recent years, the Suzhou Municipal Government has also continuously introduced support policies and invested funds to guide sports associations to participate in the construction of the public sports service system. Sports associations have ushered in a "golden age" of development. This paper adopts the methods of literature, field investigation and interview to study the present situation of sports associations providing public sports services in Suzhou. First of all, This paper analyzes the development of sports associations in Suzhou. The sports associations in Suzhou have a good external development environment, forming 43 stable sports associations, which can be divided into six types, namely, sports management, sports events, sports crowd. Sports facilities, sports guidance and sports culture; its management system is still top-down administration, and the internal management level of various associations is different. Secondly, combined with the established public sports service system and relevant policy documents in Suzhou, This paper analyzes the contents of public sports service provided by sports associations in Suzhou, including sports organization service, activity service, guidance service, facility service and cultural service. To provide voluntary public sports services as the basic mode of supply, including advocating new issues of public sports services, cooperation between government and society to provide public sports services, and cooperation between social services and enterprises to provide public sports services. The main problems of providing public sports services in Suzhou sports associations are found: the limited ability to provide public sports services, the single form of public sports services, and the lack of sustainability of public sports services. This paper puts forward the following suggestions to the above problems: first, sports associations must accurately position themselves, adhere to the spirit of voluntary service in service ideology, not deviate from the nature of non-profit organizations, and focus on the service of sports organizations in the scope of service. Activity services, facilities services, guidance services and cultural services. Second, sports associations should strengthen the cooperative mode of providing public sports services, establish a cooperative partnership with the government in the field of public sports services, and establish a good brand. To win the support of enterprises, it is necessary to develop the cooperative supply of sports associations into one of the ways of providing public sports services, encourage competition among sports associations, and eliminate sports associations that are not competitive. Third, To strengthen the hematopoiesis function of the association, to clarify the business of the sports association, to establish the standard of performance evaluation, to strengthen the management of human resources, and to improve the ability of providing public sports service.
