【摘要】：對(duì)民航單位的安全信息管理能力進(jìn)行科學(xué)有效的評(píng)價(jià)有助于提高其安全信息管理水平,進(jìn)而提升安全績(jī)效。借鑒已有信息管理研究成果,提出基于資源、過(guò)程及效果綜合視角的民航安全信息管理能力模型,并結(jié)合民航單位調(diào)研訪談構(gòu)建了由58個(gè)指標(biāo)構(gòu)成的初始指標(biāo)集,通過(guò)指標(biāo)聚類、樣本聚類、變異系數(shù)3種方法篩選得到32個(gè)代表性指標(biāo)。利用因子分析法、專家打分法、變異系數(shù)確定各指標(biāo)權(quán)重,最后通過(guò)安全信息管理能力的模擬值與安全現(xiàn)狀的相關(guān)分析驗(yàn)證各方法的有效性,并確定了評(píng)價(jià)指標(biāo)體系。
[Abstract]:The scientific and effective evaluation of the safety information management ability of civil aviation units will help to improve the level of safety information management and improve the safety performance. Based on the model of civil aviation safety information management capability from the perspective of process and effect, and combined with the investigation and interview of civil aviation units, the paper constructs an initial index set composed of 58 indexes, which is clustered by index and sample. 32 representative indexes were obtained by three methods of coefficient of variation. Factors analysis method, expert scoring method, coefficient of variation were used to determine the weight of each index. Finally, the effectiveness of each method is verified by the correlation analysis between the simulation value of security information management ability and the security status, and the evaluation index system is determined.
