【摘要】：本文從宏觀績(jī)效角度對(duì)學(xué)術(shù)創(chuàng)新力進(jìn)行測(cè)度,避免單純用產(chǎn)出來(lái)衡量學(xué)術(shù)創(chuàng)新力,而是基于投入來(lái)分析產(chǎn)出的效率,反映創(chuàng)新主體真正的創(chuàng)新素質(zhì)和力度。借助于數(shù)據(jù)包絡(luò)分析法,結(jié)合創(chuàng)新系統(tǒng)中的多投入和多產(chǎn)出的特點(diǎn),基于BCC模型構(gòu)建了學(xué)術(shù)創(chuàng)新力宏觀測(cè)度指標(biāo)體系。以圖書(shū)情報(bào)學(xué)科領(lǐng)域的10個(gè)院系機(jī)構(gòu)為例,進(jìn)行樣本數(shù)據(jù)獲取后并模型運(yùn)行后,得出同一學(xué)科領(lǐng)域不同創(chuàng)新主體的投入產(chǎn)出績(jī)效。通過(guò)綜合效率、技術(shù)效率、規(guī)模效率來(lái)描述創(chuàng)新主體的創(chuàng)新效率,通過(guò)規(guī)模報(bào)酬、投入不足、投入冗余以及產(chǎn)出不足、產(chǎn)出冗余來(lái)分析創(chuàng)新效率所表現(xiàn)的狀態(tài)。
[Abstract]:In this paper, the author measures the academic innovation ability from the macro performance angle, avoids measuring the academic innovation ability by the production, but analyzes the efficiency of the output based on the input. It reflects the real innovation quality and strength of the innovation subject. With the aid of data envelopment analysis, it combines the characteristics of multi-input and multi-output in the innovation system. Based on the BCC model, a macro index system of academic innovation ability is constructed. Taking 10 departments and departments in the field of library and information science as an example, the sample data are obtained and the model is run. Through comprehensive efficiency, technical efficiency, scale efficiency to describe innovation efficiency, through scale reward, input insufficiency, input redundancy and output insufficiency, we can get the input-output performance of different innovation agents in the same subject field, and describe the innovation efficiency by comprehensive efficiency, technical efficiency and scale efficiency. Output redundancy is used to analyze the state of innovation efficiency.
