【摘要】：作為醫(yī)療衛(wèi)生系統(tǒng)核心主體的醫(yī)療、醫(yī)保與醫(yī)藥,經(jīng)歷了從體系分立到整體協(xié)同的發(fā)展歷史。圍繞健康資源配置,"三醫(yī)"之間達成契約治理的合作規(guī)則,最終指向健康績效,由此形成"資源配置—契約治理—健康績效"的"三醫(yī)"聯(lián)動邏輯,結成"要素整合—結構優(yōu)化—功能協(xié)同"的"三醫(yī)"內部互律機制、"三醫(yī)"之間互嵌機制與"三醫(yī)"之外互融機制,通過"自我治理—合作治理—協(xié)同治理"的路徑進行聯(lián)動優(yōu)化,最終走向健康合作治理。
[Abstract]:As the core body of the medical and health system, medical insurance and medicine have experienced a history of development from the system separation to the overall coordination. Around the allocation of health resources, the cooperation rules of contract governance between the "three doctors" have been reached, and finally pointed to health performance. As a result, the "three doctors" linkage logic of "resource allocation, contract governance and health performance" is formed. The internal law mechanism of "three doctors", the mechanism of mutual integration between "three doctors" and the mechanism of mutual fusion between "three doctors" and "three doctors", are formed by "integration of elements, optimization of structure and coordination of functions". Through "self-governance-cooperative governance-cooperative governance" path of linkage optimization, finally towards health cooperative governance.
