【摘要】：自2008年金融危機席卷全球以來,我國經(jīng)濟的發(fā)展也逐漸浮現(xiàn)出一些亟待面臨解決的問題,如產(chǎn)能過剩、債臺高筑、資產(chǎn)泡沫等。因此,習近平總書記在2015年11月10日的中央財經(jīng)領(lǐng)導小組第十一次會議上提出了“供給側(cè)結(jié)構(gòu)性改革”,借此東風,供給學派的思想觀點和政策主張也再一次回到了人們的視野中。本文從供給學派的思想邏輯和理論淵源入手,沿著歷史發(fā)展的軌跡,詳細闡述了供給思想產(chǎn)生的萌芽、雛形以及形成過程。而后論述了供給學派思想在發(fā)展過程中所遭遇的挑戰(zhàn)---“凱恩斯主義”以及二者在不同經(jīng)濟、社會、歷史環(huán)境下的興衰更迭,在明晰了它們二者之間的觀點與主張后,筆者總結(jié)了供給學派思想與“凱恩斯主義”的不同之處與相同之處,也為下文對供給學派思想的進一步研究打下了基礎(chǔ)。對于供給學派思想的具體實踐應用,上世紀七八十年代的“里根經(jīng)濟學”頗具代表性,因此筆者通過對“里根經(jīng)濟學”的產(chǎn)生背景、對供給思想的運用及其績效以及“里根經(jīng)濟學”在美國的實踐中后期所面臨的難點和挑戰(zhàn)進行了詳細的論述。在對“里根經(jīng)濟學”的難點與挑戰(zhàn)的細述中,結(jié)合我國目前經(jīng)濟發(fā)展情況,對我國的供給側(cè)結(jié)構(gòu)性改革展開論述,筆者在介紹了供給側(cè)結(jié)構(gòu)性改革的產(chǎn)生背景后,論述了我國供給側(cè)結(jié)構(gòu)性改革在理論淵源、哲學思維、改革路徑以及宏觀經(jīng)濟背景、宏觀政策主張等方面與供給學派的本質(zhì)區(qū)別,闡明供給側(cè)結(jié)構(gòu)性改革并不是對供給學派思想的簡單重復,而是在運用馬克思主義政治經(jīng)濟學作為現(xiàn)實指導的基礎(chǔ)上所進行的創(chuàng)新與突破,是對供給學派思想的現(xiàn)實批判。
[Abstract]:Since the financial crisis swept the world in 2008, the economic development of our country has gradually emerged some problems that need to be solved urgently, such as overcapacity, high debt, asset bubble, etc. General Secretary Xi Jinping proposed "supply-side structural reform" at the 11th meeting of the Central Financial and Economic leading Group on November 10, 2015. The ideas and policies of the supply school return to people's view again. This article starts with the thought logic and the theory origin of the supply school, and expounds in detail the sprout of the supply thought along the track of the historical development. Then it discusses the challenges encountered by the supply-school ideology in its development-"Keynesianism" and their rise and fall in different economic, social and historical environments. After clarifying their viewpoints and opinions, the author sums up the differences and similarities between the supply school and Keynesianism. It also laid a foundation for further study of the supply-school thought below. For the concrete practical application of the supply-school thought, "Reagan economics" in the 1970s and 1980s was quite representative. Therefore, through the background of "Reagan Economics", This paper discusses in detail the application of supply thought and its performance, as well as the difficulties and challenges faced by Reagan Economics in the middle and later stages of its practice in the United States. Combined with the current economic development of our country, this paper discusses the supply-side structural reform in China. After introducing the background of the supply-side structural reform, the author discusses the theoretical origin and philosophical thinking of the supply-side structural reform in China. The essential difference between the reform path and the macroeconomic background, the macro-policy proposition and the supply-side structural reform is clarified that the supply-side structural reform is not a simple repetition of the supply-side thinking. Instead, the innovation and breakthrough based on the guidance of Marxist political economy is a realistic critique of the supply-school thought.
