【摘要】：近年來,我國開始嘗試在高鐵基礎(chǔ)設(shè)施領(lǐng)域運用PPP模式這一新型鐵路投融資模式。本文運用模糊綜合評價法構(gòu)建起我國高速鐵路的模糊綜合績效評價模型,并以京滬高速鐵路項目為例,對模糊綜合績效評價模型進(jìn)行實例測算。模糊綜合評價結(jié)果顯示,京滬高鐵PPP項目在項目工程質(zhì)量水平、項目時間管理水平、項目效益水平上都達(dá)到了"優(yōu)"等,在項目成本水平上則達(dá)到了"良"等,但是,在公私方資本利用水平這一指標(biāo)上僅為"差"等。
[Abstract]:In recent years, China has begun to try to use PPP mode, a new mode of railway investment and financing, in the field of high-speed railway infrastructure. In this paper, the fuzzy comprehensive performance evaluation model of high-speed railway in China is constructed by using fuzzy comprehensive evaluation method. Taking the Beijing-Shanghai high-speed railway project as an example, the fuzzy comprehensive performance evaluation model is calculated. The fuzzy comprehensive evaluation results show that the Beijing-Shanghai high-speed railway PPP project is in the level of project quality and project time management. The benefit level of the project has reached the "excellent" level, and the project cost level has reached "good" level, but in the level of public and private capital utilization, the index is only "bad" and so on.
