【摘要】：財(cái)政經(jīng)營(yíng)性補(bǔ)貼方式改革是進(jìn)行特定產(chǎn)業(yè)扶持和經(jīng)濟(jì)調(diào)節(jié)的創(chuàng)新舉措,但關(guān)系到改革成敗一個(gè)焦點(diǎn)問題即以政府監(jiān)管還是企業(yè)自治為導(dǎo)向的沖突。本文基于中國(guó)南方某省2015—2016年實(shí)施的200個(gè)財(cái)政補(bǔ)貼項(xiàng)目,采用回歸分析等方法的實(shí)證檢驗(yàn)表明:政府監(jiān)管強(qiáng)度對(duì)財(cái)政投資乘數(shù)、補(bǔ)貼資金使用績(jī)效和企業(yè)經(jīng)營(yíng)業(yè)績(jī)均產(chǎn)生顯著負(fù)面影響。究其原因,政府監(jiān)管導(dǎo)向要求在投入環(huán)節(jié)進(jìn)行嚴(yán)格的項(xiàng)目遴選,在實(shí)施環(huán)節(jié)強(qiáng)化財(cái)務(wù)控制與業(yè)務(wù)監(jiān)督,在目標(biāo)環(huán)節(jié)確保財(cái)政資金安全及優(yōu)先償付。這與企業(yè)經(jīng)營(yíng)、投資決策的風(fēng)險(xiǎn)性和時(shí)效性截然相悖,是造成改革"遇冷"和"遇阻"的關(guān)鍵。為推進(jìn)該項(xiàng)改革與提升補(bǔ)貼績(jī)效,最重要的是明確資金管理導(dǎo)向,包括界定其法律屬性,厘清政府和企業(yè)的責(zé)任邊界,特別是給予企業(yè)更多資金支配的自主權(quán)。
[Abstract]:The reform of financial management subsidies is an innovative measure to support specific industries and regulate the economy. However, a key issue related to the success or failure of the reform is the conflict between government supervision and corporate autonomy. This paper is based on 200 financial subsidy projects implemented in 2015-2016 by a province in southern China. The empirical test of regression analysis shows that the intensity of government supervision has a significant negative impact on the financial investment multiplier, the performance of the use of subsidized funds and the operating performance of enterprises. The guidance of government supervision requires strict project selection in the input link, strengthening financial control and business supervision in the implementation link, and ensuring the safety and priority payment of financial funds in the target link. The risk and timeliness of investment decision are contradictory, which is the key to the "unexpected" and "obstructed" reform. In order to promote the reform and improve the performance of subsidies, the most important thing is to clarify the direction of capital management, including defining its legal attributes. To clarify the boundaries of government and corporate responsibilities, especially to give them more financial autonomy.
