【摘要】：降低藥品流通成本、提高藥品流通績效是當(dāng)前新醫(yī)改和醫(yī)藥產(chǎn)業(yè)發(fā)展的關(guān)鍵所在。依托SCP范式理論和384家藥品流通企業(yè)的數(shù)據(jù)對(duì)藥品流通市場運(yùn)營績效進(jìn)行實(shí)證分析,研究發(fā)現(xiàn):流通縱向競爭關(guān)系中的多環(huán)節(jié)、長渠道制約著流通績效的提升;流通橫向競爭關(guān)系中各個(gè)流通環(huán)節(jié)缺乏競爭性導(dǎo)致了流通的低績效;企業(yè)的信息化水平和內(nèi)部激勵(lì)機(jī)制與流通績效呈顯著正相關(guān)。據(jù)此,在新一輪醫(yī)改中應(yīng)該提升藥品流通產(chǎn)業(yè)集中度,加速行業(yè)整合,壓縮流通環(huán)節(jié)。同時(shí)積極推進(jìn)"醫(yī)藥分離",增強(qiáng)流通環(huán)節(jié)的競爭性,在藥品價(jià)格形成中凸顯市場機(jī)制的調(diào)節(jié)作用,規(guī)范和完善招標(biāo)采購制度來減少流通環(huán)節(jié)。也應(yīng)注重企業(yè)的信息化建設(shè)和激勵(lì)機(jī)制的完善等以提升藥品流通績效。
[Abstract]:Reducing the cost of drug circulation and improving the performance of drug circulation are the key to the development of the new medical reform and pharmaceutical industry. Based on the SCP paradigm theory and 384 drug circulation enterprises' data, the paper makes an empirical analysis on the operational performance of the drug circulation market. It is found that the long channel restricts the promotion of circulation performance, and the lack of competition in each circulation link leads to the low performance of circulation. The informatization level and internal incentive mechanism of enterprises are significantly positively correlated with circulation performance. Therefore, in the new round of medical reform, the concentration degree of pharmaceutical circulation industry should be improved, and the integration of the industry should be accelerated. At the same time, we should actively promote the "separation of medicines", enhance the competitiveness of the circulation links, and highlight the regulatory role of the market mechanism in the formation of drug prices. In order to improve the performance of drug circulation, we should standardize and perfect the bidding and purchasing system to reduce the circulation links, and should also pay attention to the information construction of enterprises and the improvement of incentive mechanism.
