【摘要】：縣級政府日益成為基層治理的重要主體。其中,以官僚機構(gòu)為基礎(chǔ)的常規(guī)治理因難以有效地回應(yīng)基層社會的突發(fā)、重點和難點問題,而催生了臨時機構(gòu)的形成。臨時機構(gòu)嵌入在官僚機構(gòu)的縫隙之中,優(yōu)化了政府治理結(jié)構(gòu),提高了政府治理能力,體現(xiàn)了運動型治理的組織運作的邏輯。但是,臨時機構(gòu)并未打破官僚機構(gòu)的權(quán)責(zé)邊界,運動型治理因而被導(dǎo)入一種相對有序且可控的組織架構(gòu)之中,服務(wù)于縣域政府的整體治理績效。臨時機構(gòu)與官僚機構(gòu)的"矛盾性共生"關(guān)系決定了運動型治理的合法性和必然性,因此,針對臨時機構(gòu)的行政體制改革需要把握好制度化改革與有效性治理之間的平衡。
[Abstract]:County governments are increasingly becoming the main body of grass-roots governance. Among them, the bureaucratic based conventional governance is difficult to respond effectively to the sudden, important and difficult problems of grass-roots society. But it gave birth to the formation of provisional institutions, which were embedded in the gaps of bureaucracies, optimized the structure of government governance, improved the ability of government governance, and embodied the logic of the organization operation of sports governance. The Provisional institutions did not break the bureaucracy's boundaries of authority and responsibility, leading to the introduction of sport governance into a relatively orderly and manageable organizational structure. The "contradictory symbiosis" relationship between temporary institutions and bureaucrats determines the legitimacy and inevitability of sports governance. The balance between institutional reform and effective governance should be grasped in view of the administrative system reform of provisional institutions.
