【摘要】：當(dāng)前,我國區(qū)域法治績效考評實踐如火如荼,但各地確立的考評指標(biāo)體系和運用的考評方法五花八門、莫衷一是。幾乎所有考評指標(biāo)體系在權(quán)重測度上都沒有解決好客觀賦權(quán)問題,科學(xué)性不足;考評指標(biāo)體系內(nèi)容未及時納入黨的十八屆四中全會精神的新要求,時效性不強。長此以往,必將嚴(yán)重?fù)p害國家法治的統(tǒng)一性和權(quán)威性。依據(jù)法治建設(shè)的普遍規(guī)律和績效考評與管理的基本方法,有必要廓清法治績效考評的基本原則;選取典型性樣本進行考評體系的優(yōu)化完善;綜合運用層次分析——模糊綜合評價——數(shù)據(jù)包絡(luò)分析相結(jié)合的方法創(chuàng)新考評模型,實現(xiàn)考評的科學(xué)化。
[Abstract]:At present, the practice of regional rule of law performance appraisal is in full swing in our country, but the evaluation index system and the evaluation methods used in various places are various. Almost all the evaluation index systems have failed to solve the problem of objective weighting in weight measurement, which is not scientific enough, and the content of the evaluation index system has not been brought into the new requirements of the spirit of the fourth Plenary session of the 18 CPC Central Committee in time. In the long run, it will seriously damage the unity and authority of the country's rule of law. According to the general law of the rule of law construction and the basic methods of performance evaluation and management, it is necessary to clarify the basic principles of performance evaluation of the rule of law; Select the typical samples to optimize and perfect the evaluation system, and comprehensively use the method of AHP-fuzzy comprehensive evaluation-data envelopment analysis to innovate the evaluation model to realize the scientific evaluation.
