【摘要】：貧困是人類社會(huì)發(fā)展主旋律中不和諧的音域,它不僅是國(guó)家經(jīng)濟(jì)發(fā)展的桎梏,而且是社會(huì)發(fā)展的包袱。中國(guó)的貧困問題由來已久且避無可避,經(jīng)濟(jì)發(fā)展和社會(huì)發(fā)展備受其擾。為切實(shí)實(shí)現(xiàn)到2020年全部貧困地區(qū)和貧困人口齊齊邁進(jìn)全面小康社會(huì)的目標(biāo),精準(zhǔn)扶貧工作在全國(guó)正式啟動(dòng)實(shí)施。政府作為社會(huì)資源的整合者和調(diào)配者,其扶貧主體作用尤為值得重視,政府科學(xué)、有效“發(fā)力”成為推進(jìn)精準(zhǔn)扶貧工作的迫切需要。鄉(xiāng)鎮(zhèn)政府是國(guó)家最基層的政權(quán)機(jī)關(guān),其“上聯(lián)國(guó)家、下接鄉(xiāng)村社會(huì)”的獨(dú)特紐帶地位決定了它在精準(zhǔn)扶貧工作中不可替代的作用。于是,總結(jié)鄉(xiāng)鎮(zhèn)精準(zhǔn)扶貧工作的實(shí)施進(jìn)度和成效,分析鄉(xiāng)鎮(zhèn)精準(zhǔn)扶貧工作存在的問題和原因,探討推進(jìn)鄉(xiāng)鎮(zhèn)精準(zhǔn)扶貧工作的措施,成為了文章研究的重點(diǎn)。文章借助文獻(xiàn)研究法和調(diào)查研究法,以廣西欽州市沙埠鎮(zhèn)精準(zhǔn)扶貧工作作為研究對(duì)象,以精準(zhǔn)扶貧工作的動(dòng)員與宣傳、落實(shí)精準(zhǔn)識(shí)別工作、參與精準(zhǔn)幫扶方案的制定與實(shí)施、鼓勵(lì)和引導(dǎo)社會(huì)力量參與扶貧開發(fā)工作及項(xiàng)目安排和扶貧資金使用的監(jiān)管等為分析框架,結(jié)合廣西欽州市沙埠鎮(zhèn)精準(zhǔn)扶貧工作的實(shí)施現(xiàn)狀進(jìn)行分析。通過分析研究,本文認(rèn)為,廣西欽州市沙埠鎮(zhèn)政府通過加強(qiáng)宣傳、建立健全工作機(jī)制、積極形成幫扶方案、部門聯(lián)動(dòng)和明確責(zé)任等舉措使精準(zhǔn)扶貧工作初顯成效,但在實(shí)施的過程中,還存在著不足之處,比如宣傳教育力度不夠,精準(zhǔn)識(shí)別工作的開展存在阻滯,扶貧實(shí)施方案參謀力度較弱,社會(huì)力量扶貧參與度不高,扶貧項(xiàng)目、資金使用存在不到位的現(xiàn)象等,影響了精準(zhǔn)扶貧政策目標(biāo)的實(shí)現(xiàn)。引發(fā)這些問題的原因是多層面的,其中扶貧觀念轉(zhuǎn)變不到位影響了精準(zhǔn)扶貧宣傳和教育的廣度及深度,精準(zhǔn)識(shí)別程序設(shè)計(jì)上固有的缺陷阻礙了精準(zhǔn)識(shí)別工作的開展,鄉(xiāng)鎮(zhèn)政府領(lǐng)導(dǎo)干部的政績(jī)觀偏差及扶貧人才的不足約束著扶貧實(shí)施方案參謀力度的提高,社會(huì)力量參與扶貧機(jī)制的不完善導(dǎo)致了社會(huì)力量扶貧參與度不高,扶貧監(jiān)督考核效率低限制了扶貧項(xiàng)目和資源的科學(xué)、高效協(xié)調(diào)。當(dāng)前精準(zhǔn)扶貧工作存在的問題,是對(duì)精準(zhǔn)扶貧工作實(shí)現(xiàn)社會(huì)價(jià)值和公共價(jià)值的限制,最終必然削弱廣西欽州市沙埠鎮(zhèn)精準(zhǔn)扶貧工作的實(shí)際效果。因此必須積極采取措施解決這些問題,保證沙埠鎮(zhèn)精準(zhǔn)扶貧工作的有效實(shí)施。具體來講,首先要增強(qiáng)貧困主體脫貧意愿,激發(fā)自主脫貧能力;其次要把握精準(zhǔn)扶貧工作基點(diǎn),構(gòu)建有序銜接機(jī)制;三是要強(qiáng)化鄉(xiāng)鎮(zhèn)政府履職能力,提升參謀服務(wù)水平;四是要鼓勵(lì)多元主體參與,拓展社會(huì)扶貧領(lǐng)域;最后要強(qiáng)化脫貧績(jī)效考核,實(shí)現(xiàn)脫貧攻堅(jiān)動(dòng)態(tài)監(jiān)督。
[Abstract]:Poverty is a disharmonious vocal range in the main melody of human social development, which is not only the shackle of national economic development, but also the burden of social development. Economic development and social development are seriously disturbed. In order to achieve the goal of stepping into a well-off society in an all-round way by 2020, all poverty-stricken areas and poor people, The government, as the integrator and dispatcher of social resources, should pay more attention to the role of the anti-poverty main body. The government is scientific. Effective "exertion" has become an urgent need to advance the work of precision poverty alleviation. Township governments are the state's most basic organs of political power. The unique link position of "connecting rural society" determines its irreplaceable role in the work of precision poverty alleviation. Therefore, it summarizes the progress and effectiveness of the implementation of precision poverty alleviation work in villages and towns, and analyzes the problems and causes existing in the work of precision poverty alleviation in villages and towns. It is the focus of the article to discuss the measures to promote the precision poverty alleviation in villages and towns. With the help of literature research and investigation research, the paper takes the precision poverty alleviation work in Shabu Town, Qinzhou City, Guangxi Province as the research object. The analytical framework is the mobilization and propaganda of precision poverty alleviation work, the implementation of precision identification work, participation in the formulation and implementation of precision help programs, encouraging and guiding social forces to participate in poverty alleviation and development work, project arrangements and supervision of the use of poverty alleviation funds, etc. Based on the analysis of the current situation of precision poverty alleviation in Shabu Town, Qinzhou City, Guangxi, this paper believes that the government of Shabu Town, Qinzhou City, Guangxi, through strengthening propaganda, establishing and perfecting the working mechanism, and actively forming a helping program, Such measures as the linkage of departments and clear responsibilities have made the work of precision poverty alleviation effective, but in the process of implementation, there are still some shortcomings, such as insufficient publicity and education, and obstacles in the development of precision identification work. The weak staff of poverty alleviation implementation programs, the low participation of social forces in poverty alleviation, poverty alleviation projects and inadequate use of funds have affected the realization of the policy objectives of precision poverty alleviation. The causes of these problems are multifaceted. The transformation of the concept of poverty alleviation affects the breadth and depth of the precision poverty alleviation propaganda and education, and the inherent defects in the design of the precision identification program hinder the development of the precision identification work. The deviation of the political achievements of the leading cadres of township government and the shortage of the talents in poverty alleviation restrict the improvement of the staff strength of the poverty alleviation implementation program, and the imperfect participation of social forces in the poverty alleviation mechanism leads to the low participation of the social forces in helping the poor. The low efficiency of poverty alleviation supervision and assessment limits the scientific and efficient coordination of poverty alleviation projects and resources. The problems existing in the current precision poverty alleviation work are limits to the realization of social value and public value of precision poverty alleviation work. Ultimately, the actual effect of precision poverty alleviation in Shabu Town, Qinzhou City, Guangxi, will inevitably be weakened. Therefore, we must actively take measures to solve these problems and ensure the effective implementation of precision poverty alleviation work in Shabu Town. Specifically, Firstly, it is necessary to strengthen the willingness of the main body of poverty to get rid of poverty, to stimulate the ability of independent poverty eradication; secondly, to grasp the basic point of accurate poverty alleviation work and to construct an orderly linking mechanism; third, to strengthen the ability of township governments to carry out their duties, and to enhance the level of staff service; Fourth, we should encourage multiple subjects to participate and expand the field of social poverty alleviation; finally, we should strengthen the performance appraisal of poverty alleviation and realize dynamic supervision on overcoming poverty.
