Abstract The evaluation of governments’ performance is a mechanism of service and customer the highest. As government's service object, citizens, compared with other assessment subjects, have the most direct and clear perception to governments’ performance. During the process of implementing the evaluation of government performance, the countries all over the world have more and more emphasized the citizen participation and have carried on some research in theory and practice. In our country, the research on citizen participation in the evaluation of local governments is still relatively weak. Although there are some scattered research results, we have not carried on systematic research, and still have many problems to be solved. Therefore, on the foundation of fully affirming that citizen participation is an indispensable important link of the evaluation of local government performance and an important mechanism that the local government can understand citizens' demands further, this thesis analyzes the basic intension, main characteristics and functions of the citizen participation in the evaluation of local governments performance objectively, dialectically and systematically. On the basis of summing up, analyzing and summarizing the present conditions of our country citizen participation in the evaluation of local governments performance, this thesis discusses the influence factors of our country’s citizen participation in the evaluation of local governments performance from the three aspects: assessment subject, assessment object and assessment institutions. According to above mentioned, it also points out ways that can expand the citizen participation in the evaluation of local governments performance in order.
