【摘要】：船舶出口一直以來都是EXIM銀行融資支持的重點(diǎn),靈活運(yùn)用多種政策性金融方式為我國船舶出口保駕護(hù)航是EXIM銀行的重要職責(zé)。2008年全球金融危機(jī)的爆發(fā),對我國船舶工業(yè)造成了強(qiáng)烈的沖擊,在這種情況下,EXIM銀行必須根據(jù)外部環(huán)境變化有目的的動(dòng)態(tài)調(diào)整自己的戰(zhàn)略導(dǎo)向,真正成為推動(dòng)我國船舶業(yè)發(fā)展的永動(dòng)機(jī)。 本文基于銀行戰(zhàn)略供給和客戶需求匹配的觀點(diǎn),采用理論研究與案例分析相結(jié)合的方法,規(guī)劃EXIM銀行船舶業(yè)務(wù)戰(zhàn)略導(dǎo)向。論文主要研究工作如下： (1)對現(xiàn)行EXIM銀行船舶業(yè)務(wù)管理體系和戰(zhàn)略導(dǎo)向進(jìn)行了系統(tǒng)的介紹和剖析�？偨Y(jié)歸納了EXIM銀行船舶相關(guān)業(yè)務(wù)的內(nèi)容和作用,具體操作流程和管理體系,提出EXIM銀行船舶業(yè)務(wù)戰(zhàn)略在金融危機(jī)背景下難以動(dòng)態(tài)地滿足客戶需求,剛性流程與管理體系是造成這種局面的根本原因,為新戰(zhàn)略導(dǎo)向的制定奠定基礎(chǔ)。 (2)分析了金融危機(jī)背景下,EXIM銀行船舶業(yè)務(wù)戰(zhàn)略導(dǎo)向與船舶產(chǎn)業(yè)需求的不匹配。以2008年全球金融危機(jī)的爆發(fā)為時(shí)問分割點(diǎn),通過前后對比,提出金融危機(jī)后EXIM銀行船舶業(yè)務(wù)戰(zhàn)略導(dǎo)向與船舶產(chǎn)業(yè)需求的不匹配的問題,影響了我國船舶工業(yè)的可持續(xù)發(fā)展。 (3)規(guī)劃了金融危機(jī)背景下,EXIM銀行船舶業(yè)務(wù)戰(zhàn)略導(dǎo)向；并提出了相應(yīng)的支持方案。在前一章分析的基礎(chǔ)上,提出后金融危機(jī)時(shí)期,EXIM銀行應(yīng)該實(shí)施賣方信貸與買方信貸相結(jié)合的戰(zhàn)略導(dǎo)向,并從金融體系、信貸政策、風(fēng)險(xiǎn)管控和管理結(jié)構(gòu)等四個(gè)方面制定了相應(yīng)的戰(zhàn)略支持和保障體系。 本論文的研究兼具實(shí)踐與理論雙重意義。首先,論文的實(shí)踐價(jià)值在于規(guī)劃了金融危機(jī)背景下,以滿足客戶需求為目標(biāo)的EXIM銀行船舶業(yè)務(wù)新的戰(zhàn)略導(dǎo)向,既能保證EXIM銀行的資金回流和風(fēng)險(xiǎn)規(guī)避,又能促進(jìn)我國船舶工業(yè)的可持續(xù)發(fā)展；同時(shí),這一戰(zhàn)略導(dǎo)向的制定也為我國政策性金融機(jī)構(gòu)戰(zhàn)略導(dǎo)向調(diào)整提供借鑒。其次,論文的理論價(jià)值在于提出了一種銀行戰(zhàn)略供給與客戶需求匹配的觀點(diǎn),為我國政策性金融機(jī)構(gòu)相關(guān)業(yè)務(wù)戰(zhàn)略導(dǎo)向的制定與調(diào)整提供了一種新思路。
[Abstract]:The export of ships has always been the focus of the financing support of the EXIM bank. It is the important duty of the EXIM Bank to use a variety of policy finance methods to protect the export of our country. The outbreak of the global financial crisis in 2008, In this case, EXIM Bank must adjust its strategic orientation dynamically and purposefully according to the changes of external environment, and become a permanent motor to promote the development of China's shipbuilding industry. Based on the point of view of bank strategic supply and customer demand matching, this paper uses the method of combining theoretical research and case analysis to plan the strategic orientation of EXIM bank's ship business. The main research work of this paper is as follows: (1) introduce and analyze the current management system and strategic direction of EXIM bank ship business. This paper summarizes the contents and functions, the concrete operation flow and the management system of the ship related business of EXIM Bank, and puts forward that the strategy of ship business of EXIM Bank is difficult to meet the customer's demand dynamically under the background of the financial crisis. Rigid process and management system are the root causes of this situation and lay the foundation for the formulation of new strategic guidance. (2) under the background of financial crisis, the mismatch between the strategic orientation of ship business of EXIM Bank and the demand of ship industry is analyzed. With the break out of the global financial crisis in 2008, the paper puts forward the mismatch between the strategic orientation of ship business of EXIM bank and the demand of ship industry after the financial crisis, which affects the sustainable development of China's shipbuilding industry. (3) under the background of the financial crisis, the strategic orientation of EXIM bank's ship business is planned, and the corresponding supporting scheme is put forward. On the basis of the analysis in the previous chapter, the author points out that in the post-financial crisis period, EXIM bank should implement the strategic guidance of combining seller's credit with buyer's credit, and from the perspective of financial system and credit policy, The four aspects of risk control and management structure have established the corresponding strategic support and guarantee system. The research of this thesis has both practical and theoretical significance. First of all, the practical value of the paper lies in the planning of the new strategic orientation of EXIM Bank's ship business, which aims at meeting the customer's needs under the background of the financial crisis, which can ensure the return of funds and risk aversion of EXIM Bank. It can also promote the sustainable development of China's shipbuilding industry; At the same time, the formulation of this strategic guidance also provides reference for the strategic orientation adjustment of our country's policy-oriented financial institutions. Secondly, the theoretical value of the paper is to put forward a view of matching the strategic supply of banks with customer demand, which provides a new way of thinking for the formulation and adjustment of the relevant business strategy orientation of policy-oriented financial institutions in China.
