【摘要】:作為農(nóng)業(yè)大國,農(nóng)業(yè)的發(fā)展為我國國民經(jīng)濟(jì)發(fā)展奠定基礎(chǔ),但是農(nóng)業(yè)領(lǐng)域的生產(chǎn)項(xiàng)目高風(fēng)險(xiǎn)與低收益的特點(diǎn),決定了商業(yè)性金融機(jī)構(gòu)對農(nóng)業(yè)領(lǐng)域的資金支持是不足的。因此,為解決農(nóng)業(yè)生產(chǎn)流通領(lǐng)域資金不足的現(xiàn)狀,政府在農(nóng)業(yè)領(lǐng)域構(gòu)建了政策性金融制度,成立了我國唯一一家政策性金融機(jī)構(gòu)——中國農(nóng)業(yè)發(fā)展銀行,來實(shí)施農(nóng)業(yè)政策性金融制度,所以農(nóng)發(fā)行是我國農(nóng)業(yè)政策性金融制度的承載體。中國農(nóng)業(yè)發(fā)展銀行自1994年成立以來,經(jīng)過二十多年的不斷發(fā)展,有利的維護(hù)了國家糧食安全、市場穩(wěn)定以及農(nóng)民的收益,推動了現(xiàn)代化農(nóng)業(yè)、社會主義新農(nóng)村的建設(shè)以及城鄉(xiāng)的一體化發(fā)展。同時(shí),中國農(nóng)業(yè)發(fā)展銀行也遇到了諸多問題,如市場定位不清晰,搖擺于政策性與商業(yè)性之間;籌資機(jī)制不健全,不能滿足農(nóng)業(yè)經(jīng)濟(jì)可持續(xù)發(fā)展的要求;監(jiān)管機(jī)制比較薄弱,不利于農(nóng)發(fā)行的持續(xù)發(fā)展等,這些問題阻礙了農(nóng)發(fā)行的發(fā)展進(jìn)程。因此,要想實(shí)現(xiàn)農(nóng)發(fā)行的長期穩(wěn)定發(fā)展,必須對其進(jìn)行改革。本文采用DEA-Malmquist模型,主要通過Malmquist指數(shù)對農(nóng)發(fā)行的經(jīng)營效率進(jìn)行分析,分析出如下結(jié)果。第一,農(nóng)發(fā)行技術(shù)進(jìn)步效率降低,因?yàn)槠涫褂觅Y金的效率不高,而且經(jīng)營費(fèi)用過多;第二,農(nóng)發(fā)行在充分利用現(xiàn)代金融技術(shù)方面做得不夠;第三,農(nóng)發(fā)行處于規(guī)模不經(jīng)濟(jì)階段,如何協(xié)調(diào)內(nèi)部機(jī)構(gòu)使其在擴(kuò)大規(guī)模的同時(shí)降低平均成本是改革的重要方向。農(nóng)發(fā)行既要考慮經(jīng)濟(jì)利益,同時(shí)需要顧慮社會利益,農(nóng)發(fā)行利用其誘導(dǎo)虹吸功能,在犧牲自身經(jīng)營效率的前提下,吸引了大量商業(yè)資本和民間資本進(jìn)入相應(yīng)產(chǎn)業(yè),大大促進(jìn)了相應(yīng)產(chǎn)業(yè)的轉(zhuǎn)型與發(fā)展。本文通過對國外政策性金融機(jī)構(gòu)改革與創(chuàng)新的研究,并結(jié)合國內(nèi)農(nóng)業(yè)發(fā)展的實(shí)際情況,得出我國農(nóng)業(yè)政策性金融只能加強(qiáng)、不能削弱;本文為我國農(nóng)發(fā)行的改革發(fā)展,提出了以下措施:設(shè)置嚴(yán)格的業(yè)務(wù)風(fēng)險(xiǎn)隔離制度,實(shí)現(xiàn)業(yè)務(wù)發(fā)展機(jī)制的創(chuàng)新;引入風(fēng)險(xiǎn)轉(zhuǎn)嫁機(jī)制,實(shí)現(xiàn)風(fēng)險(xiǎn)管理機(jī)制的創(chuàng)新;加強(qiáng)對信貸投向、客戶群體、擔(dān)保方式的優(yōu)化,實(shí)現(xiàn)信貸結(jié)構(gòu)的優(yōu)化等。
[Abstract]:As a large agricultural country, the development of agriculture lays a foundation for the development of our national economy. However, the characteristics of high risk and low income of agricultural production projects determine that the financial support of commercial financial institutions to agriculture is insufficient. Therefore, in order to solve the shortage of funds in the field of agricultural production and circulation, the government has established a policy-oriented financial system in the field of agriculture and established the only policy-oriented financial institution in China, the Agricultural Development Bank of China. Therefore, Agricultural Development Bank is the bearer of agricultural policy finance system in China. Since the establishment of the Agricultural Development Bank of China in 1994, after more than 20 years of continuous development, it has advantageously maintained the national food security, the stability of the market and the income of farmers, thus promoting the modernization of agriculture. The construction of new socialist countryside and the integration of urban and rural development. At the same time, the Agricultural Development Bank of China has also encountered many problems, such as unclear market positioning, swinging between policy and commercial, imperfect financing mechanism, unable to meet the requirements of sustainable development of agricultural economy, and weak regulatory mechanism. Not conducive to the sustainable development of the Agricultural Development Bank, these problems hindered the development process of the Agricultural Development Bank. Therefore, in order to realize the long-term and stable development of Agricultural Development Bank, it must be reformed. In this paper, DEA-Malmquist model is used to analyze the management efficiency of Agricultural Development Bank through Malmquist index, and the following results are obtained. First, the efficiency of the technical progress of the Agricultural Development Bank is reduced because of its low efficiency in the use of funds and excessive operating costs; second, the Agricultural Development Bank has not done enough to make full use of modern financial technology; and third, the Agricultural Development Bank is at a stage of uneconomic scale. How to coordinate the internal organization and reduce the average cost while enlarging the scale is the important direction of the reform. The Agricultural Development Bank not only considers the economic interests, but also the social interests. The Agricultural Development Bank uses its siphon function to attract a large amount of commercial capital and private capital into the corresponding industries at the expense of its own operating efficiency. Greatly promoted the corresponding industry transformation and the development. Through the research on the reform and innovation of foreign policy-oriented financial institutions and the actual situation of domestic agricultural development, this paper concludes that the agricultural policy-oriented finance of our country can only be strengthened and can not be weakened. The following measures are proposed: to set up strict business risk isolation system to realize the innovation of business development mechanism, to introduce risk transfer mechanism, to realize the innovation of risk management mechanism, to strengthen the optimization of credit investment, customer group and guarantee mode.
