【摘要】：中國改革開放已有30多年，作為一個國際地位不斷提高的國家，在利用外商直接投資方面取得了令人矚目的成就。入世后，中國根據(jù)WTO的基本原則和有關(guān)規(guī)定修改或調(diào)整了外商投資的法律法規(guī)，拓寬了外商的投資領(lǐng)域，，完善了外商的投資環(huán)境，使外國投資者更加看好中國潛力巨大的市場。 韓國作為中國的近鄰，自1992年8月中韓正式建交以后，韓國對華投資額，規(guī)模迅速發(fā)展。目前，中國已成為韓國第一大投資對象國，第一大貿(mào)易伙伴和第一大出口國。韓國已成為中國第四大貿(mào)易伙伴，第四大出口對象和第三大進(jìn)口來源國。中國廉價的勞動力市場，巨大的市場規(guī)模，地理距離和種群聯(lián)系，已形成的韓國企業(yè)的聚集效應(yīng)和中國政府招商引資政策是韓國大規(guī)模投資的主要影響因素。韓國臨近吉林省，其投資對我省區(qū)域經(jīng)濟(jì)發(fā)展頗具影響力。但是我們必須清醒的認(rèn)識到，韓國企業(yè)在華投資具有不平衡性，投資一直集中于東部的環(huán)渤海地區(qū)，并逐步轉(zhuǎn)向長江三角洲地區(qū)，而對吉林省的投資，特別是對我市的投資規(guī)模卻不大，并出現(xiàn)了下降的趨勢。 針對此現(xiàn)狀，本文采用理論與實證相結(jié)合的方法，從近年來韓企對長春的投資狀況入手，深入分析韓企對華投資存在的問題，結(jié)合長春市的自然人文地理環(huán)境，產(chǎn)業(yè)結(jié)構(gòu)，尋求雙方經(jīng)濟(jì)發(fā)展的結(jié)合點，進(jìn)而發(fā)掘吸引韓方投資的潛在力產(chǎn)業(yè)，為迅速增加的韓國對華直接投資引向我市提供參考性建議，從而促進(jìn)長春市在“振興東北老工業(yè)基地”戰(zhàn)略中迅速發(fā)展。
[Abstract]:China has been reforming and opening up for more than 30 years. As a country with increasing international status, it has made remarkable achievements in utilizing foreign direct investment (FDI). After entering the WTO, China has revised or adjusted the laws and regulations on foreign investment in accordance with the basic principles and relevant regulations of the WTO, broadened the scope of foreign investment, improved the investment environment of foreign investors, and made foreign investors more optimistic about China's market with great potential. As a close neighbor of China, South Korea's investment in China has developed rapidly since August 1992, when China and South Korea formally established diplomatic relations. At present, China has become South Korea's largest investment target, the largest trading partner and the largest exporter. South Korea has become China's fourth largest trading partner, the fourth largest export target and the third largest source of imports. China's cheap labor market, huge market size, geographical distance and population connection, the agglomeration effect of Korean enterprises formed and the Chinese government's investment policy are the main influencing factors of large-scale investment in South Korea. South Korea is close to Jilin Province, and its investment has great influence on the regional economic development of our province. However, we must soberly realize that the investment of Korean enterprises in China is uneven. The investment has been concentrated in the Bohai Rim region in the east, and gradually turned to the Yangtze River Delta region, while the investment in Jilin Province, In particular, the scale of investment in our city is not large, and there is a downward trend. In view of this situation, this paper adopts the method of combining theory and demonstration, starting with the investment situation of Korean enterprises in Changchun in recent years, deeply analyzing the problems existing in the investment of Korean enterprises in China, combining the natural and humanistic geographical environment of Changchun, and the industrial structure. To seek the joint point of economic development between the two sides, and then to explore the potential industries to attract South Korean investment, so as to provide reference suggestions for the rapidly increasing Korean direct investment in China to our city. So as to promote Changchun City in the "revitalization of the old industrial base in the Northeast" strategy of rapid development.
