中國銀行吉林省分行中小企業(yè)貸款策略研究

【摘要】:中小企業(yè)經(jīng)過多年的發(fā)展,已成為驅動我國經(jīng)濟增長的重要力量,起到了促進經(jīng)濟發(fā)展和社會進步的積極作用,在國民經(jīng)濟發(fā)展建設中占有舉足輕重的地位。截止到2011年上半年,吉林省中小企業(yè)主營業(yè)務收入同比增長了36.4%,收入占到吉林省地區(qū)生產(chǎn)總值的49.4%,對吉林省經(jīng)濟發(fā)展貢獻度達到57%。吉林省中小企業(yè)在促進經(jīng)濟增長、緩解就業(yè)壓力方面發(fā)揮了基礎性作用,起到了維護社會穩(wěn)定的積極作用。 當前國家大力倡導銀行業(yè)等金融服務業(yè)為中小企業(yè)提供金融支持服務。商業(yè)銀行的重點發(fā)展目標和工作重心之一就是著力發(fā)展中小企業(yè)貸款業(yè)務。中小企業(yè)貸款業(yè)務已成為商業(yè)銀行新的利潤增長點。如何在激烈的競爭中拓展中小企業(yè)貸款業(yè)務發(fā)展思路,形成獨具特色的中小企業(yè)貸款產(chǎn)品,贏得市場、贏得客戶,成為商業(yè)銀行中小企業(yè)貸款業(yè)務管理的核心問題。 中國銀行吉林省分行在2010成立了中小企業(yè)中心,開始在“信貸工廠”模式下開展中小企業(yè)貸款業(yè)務。經(jīng)過近兩年的發(fā)展,吉林省分行中小企業(yè)業(yè)務快速發(fā)展,中小企業(yè)客戶授信余額及客戶數(shù)實現(xiàn)強勁增長。在發(fā)展的過程中,中國銀行中小企業(yè)業(yè)務原有的產(chǎn)品設計、業(yè)務流程、風險控制手段以及隊伍建設和激勵機制方面都存在著與業(yè)務發(fā)展不相適應的地方,需要加以改進。 針對中國銀行吉林省分行中小企業(yè)貸款業(yè)務發(fā)展中存在的問題,本文認真進行了分析,并在分析基礎上提出了加快發(fā)展中小企業(yè)貸款業(yè)務的策略設計。首先,是要加快產(chǎn)品創(chuàng)新,設計適應中小企業(yè)客戶需求的專業(yè)化金融產(chǎn)品。一是與吉林省內專業(yè)擔保機構合作,由專業(yè)擔保機構為中小企業(yè)客戶提供擔保,收取合理的擔保費用,降低中小企業(yè)融資成本,充分發(fā)揮專業(yè)擔保機構的作用,實現(xiàn)資源共享、優(yōu)勢互補。二是對生產(chǎn)經(jīng)營狀況良好、存貨占有或流轉量較大、資產(chǎn)抵押不足的中小企業(yè),采取存貨抵押擔保的方式,破解中小企業(yè)擔保難的瓶頸,盤活企業(yè)存貨類資產(chǎn),加速企業(yè)資金流轉。三是圍繞本行現(xiàn)有的核心客戶,以供應鏈為紐帶,針對核心客戶上、下游供應商對應收賬款的融資需求,設計供應鏈融資產(chǎn)品,降低了對單個供應商授信的準入門檻,有效解決了中小企業(yè)融資難的問題。四是針對中小企業(yè)貸款普遍具有的用款期限短、周轉速度快、時效要求高的特點,設計、研發(fā)針對中小企業(yè)客戶的循環(huán)額度貸款產(chǎn)品。其次,要拓展營銷渠道。明確中小企業(yè)客戶的目標定位,根據(jù)中小企業(yè)客戶行業(yè)和區(qū)域特點,制定目標客戶清單,實行“名單式營銷”,同時發(fā)揮中國銀行網(wǎng)點營銷渠道優(yōu)勢,發(fā)掘潛在客戶。第三,是要進一步優(yōu)化業(yè)務流程,增加中小企業(yè)貸款的審批權限,,提高審批效率。第四,是要進一步從行業(yè)風險、信用風險等多個維度加強風險控制。第五,是要強化隊伍建設、優(yōu)化激勵機制,來保障中小企業(yè)貸款業(yè)務的發(fā)展。
[Abstract]:After years of development, small and medium-sized enterprises have become an important force to drive China's economic growth, play a positive role in promoting economic development and social progress, and play a pivotal role in the construction of national economic development. As of the first half of 2011, the main business income of small and medium-sized enterprises in Jilin Province has increased by 36.4% compared with the same period last year, accounting for 49.4% of the GDP of Jilin Province and contributing 57% to the economic development of Jilin Province. The small and medium-sized enterprises in Jilin Province have played a fundamental role in promoting economic growth and alleviating employment pressure, and played a positive role in maintaining social stability. At present, the country strongly advocates banking and other financial services to provide financial support services for small and medium-sized enterprises. One of the key development objectives and focus of commercial banks is to focus on the development of small and medium-sized loans business. SME loan business has become a new profit growth point of commercial banks. How to expand the development of SME loan business in the fierce competition, form the unique SME loan products, win the market, win customers, become the core problem of the commercial bank SME loan business management. The Bank of China Jilin Province Branch set up the SME Center in 2010 and began to develop the SME loan business under the "credit factory" model. After nearly two years of development, the business of small and medium-sized enterprises in Jilin Branch has developed rapidly, and the credit balance and the number of customers of small and medium-sized enterprises have increased strongly. In the process of development, the original product design, business process, risk control means, team building and incentive mechanism of the small and medium-sized enterprises of Bank of China are not suitable for the business development, which need to be improved. In view of the problems existing in the development of SME loan business in Jilin Branch of Bank of China, this paper makes a serious analysis, and puts forward the strategy design of speeding up the development of SME loan business on the basis of the analysis. First of all, it is necessary to speed up product innovation and design specialized financial products to meet the needs of small and medium-sized enterprises. First, in cooperation with professional guarantee organizations in Jilin Province, professional guarantee institutions will provide guarantees for small and medium-sized enterprises' customers, collect reasonable guarantee fees, reduce the financing costs of small and medium-sized enterprises, give full play to the role of professional guarantee agencies, and realize the sharing of resources. The advantages complement each other. Second, for small and medium-sized enterprises with good production and operation, large inventory possession or circulation, and insufficient collateral of assets, the method of inventory mortgage guarantee is adopted to solve the bottleneck of SMEs' guarantee and to activate the enterprise's inventory assets. Speed up the circulation of enterprise funds. The third is to design the supply chain financing products around the existing core customers of the bank, aiming at the financing demand of the core customers and the downstream suppliers to the accounts receivable, so as to lower the threshold of access to the credit granted to the individual suppliers. Effectively solve the financing difficulties of small and medium-sized enterprises. The fourth is to design and develop the revolving quota loan product for small and medium-sized enterprises which has the characteristics of short term of use, fast turnover and high requirement of limitation. Second, to expand marketing channels. According to the characteristics of SME customer industry and region, the target customer list should be made and "list marketing" should be carried out. At the same time, the advantages of marketing channel of Bank of China network should be brought into play, and potential customers should be discovered. Third, it is necessary to further optimize business processes, increase the authority to approve small and medium-sized loans, improve the efficiency of approval. Fourth, it is necessary to further strengthen risk control from industry risk, credit risk and other dimensions. Fifth, it is necessary to strengthen team building, optimize incentive mechanism, to ensure the development of small and medium-sized loan business.
