中國農(nóng)村信用合作社管理體制改革研究

【摘要】:2003年以來,按照理性化、規(guī)范化和市場化的原則,農(nóng)村信用合作社交給地方政府管理,以優(yōu)化農(nóng)村信用合作社運作的初始狀態(tài),改善農(nóng)村信用合作社內(nèi)外部環(huán)境。這一輪改革政策落實到位,初具成效。然而農(nóng)村信用合作社管理體制改革方面目標不明確,產(chǎn)權結構復雜化、法人治理結構形式化、管理系統(tǒng)無序化、改革模式簡單化等問題凸顯,亟待完善。 本文通過分析國外信用合作組織管理體制的典型經(jīng)驗以及中國農(nóng)村信用合作社管理體制改革的歷史,從橫向與縱向兩方面提煉當前農(nóng)村信用合作社的雙重改革目標,由此展開對雙重改革目標實現(xiàn)方式的探討:微觀角度探討股份制產(chǎn)權改革和法人治理結構完善;中觀角度探討管理系統(tǒng)優(yōu)化;宏觀角度探討多元改革模式及地區(qū)差異評價。最后提出深化農(nóng)村信用合作社管理體制改革的政策建議。 各章主要內(nèi)容如下: 第一章導論。說明本文的研究背景、選題意義;提出本文的研究思路及基本的研究方法;概括國內(nèi)外相關研究動態(tài)綜述,提出論文的可能創(chuàng)新之處。 第二章信用合作組織管理體制的國際經(jīng)驗及借鑒。通過對德國、美國、法國、日本等國家信用合作組織管理體制的考察,得出實踐中應明確中央和地方政府對農(nóng)村信用合作社管理與服務的角色定位,建立國家政策扶持和監(jiān)管下的省域農(nóng)村合作金融管理框架,著力促進農(nóng)村信用合作社多樣化發(fā)展等基本觀點。 第三章中國農(nóng)村信用合作社管理體制改革歷程。通過歷史回顧,總結農(nóng)村信用合作社管理體制改革的政府主導性。提出政府主導行為一方面來自政府汲取農(nóng)村資金、防范金融風險的需要,另一方面來自農(nóng)村信用合作社長期缺乏合作制經(jīng)濟主體的支持而生成政府主導行為需求。農(nóng)村信用合作社因此面臨政策目標和效益目標這雙重改革目標。 第四章中國農(nóng)村信用合作社管理體制雙重改革目標分析。探討農(nóng)村信用合作社管理體制的雙重改革目標:信貸支農(nóng)政策目標、可持續(xù)發(fā)展效益目標。運用VAR模型探討信貸支農(nóng)改革目標,發(fā)現(xiàn)支農(nóng)貸款對農(nóng)業(yè)經(jīng)濟發(fā)展的影響相對較弱,應加大信貸支農(nóng)效率;理論分析可持續(xù)發(fā)展改革目標,提出應著力化解不良資產(chǎn),進而把農(nóng)村信用合作社建設成多形式股份制商業(yè)金融機構。 第五章中國農(nóng)村信用合作社股份制產(chǎn)權改革。結合農(nóng)村信用合作社產(chǎn)權改革的爭議,認為在制度安排上,合作制向股份合作制進化、股份合作制向股份制進化符合現(xiàn)代商業(yè)金融的發(fā)展路徑;诔鲑Y者行為的股份制產(chǎn)權改革均衡分析表明,合作制股權價值和股東出資收益的協(xié)同作用制約著農(nóng)村信用合作社股份制產(chǎn)權改革的結果,產(chǎn)生農(nóng)村合作金融機構市場分離均衡。 第六章中國農(nóng)村信用合作社法人治理結構完善;跈C構設置、權責結構和管理環(huán)境等影響因素,運用Probit模型分兩階段計量分析樣本農(nóng)村信用合作社法人治理結構。結果顯示:社員民主管理、內(nèi)部人控制和人力資源管理對農(nóng)村信用合作社法人治理結構的影響較大,法人治理結構完善過程中需重點理順社員、職工、高級管理人員之間的權責關系。 第七章中國農(nóng)村信用合作社管理系統(tǒng)優(yōu)化。通過考察農(nóng)村信用合作社管理體系中鄉(xiāng)社式布局、縣聯(lián)社、省聯(lián)社的現(xiàn)實,認為鄉(xiāng)社式布局具有有效性和低效性、縣聯(lián)社使農(nóng)村信用合作社決策核心上移、省聯(lián)社管理權和職能定位不明確。而省政府管理縣聯(lián)社和省聯(lián)社、縣聯(lián)社管理基層社的管理系統(tǒng)有序化程度最高,可供實踐借鑒。最后提出需改變銀監(jiān)會對農(nóng)村信用合作社有權無責的金融監(jiān)管;應推動省聯(lián)社行使行業(yè)自律職能。 第八章中國農(nóng)村信用合作社多元改革模式及地區(qū)差異評價。結合農(nóng)村信用合作社改革模式方面的政策,認為農(nóng)村信用合作社轉制為農(nóng)村合作銀行或農(nóng)村商業(yè)銀行的“花錢買機制”預期設想往往會落空,縣聯(lián)社統(tǒng)一法人模式仍然可行。結合農(nóng)村信用合作社股份制產(chǎn)權改革路徑,,對陜西省樣本農(nóng)村信用合作社進行因子分析和聚類分析,得出結論:經(jīng)濟發(fā)展的不平衡性在很大程度上影響著農(nóng)村信用合作社三種改革模式的布局。 第九章深化農(nóng)村信用合作社管理體制改革的政策建議。在總結前文的基礎上,提出深化農(nóng)村信用合作社管理體制改革的政策建議:優(yōu)化農(nóng)村金融生態(tài)、構建多元化農(nóng)村金融市場、加大政策扶持力度、改善政府管理方式、推進合作金融法規(guī)建設。
[Abstract]:Since 2003, according to the rational, standardized and market-oriented principles, rural credit cooperatives to the management of local government, with the initial state optimization operation of rural credit cooperatives, improve the external environment of rural credit cooperatives. The implementation of the reform policy in place, begun to take effect. However, rural credit cooperatives reform management system goal is not clear the structure of property rights, complicated forms of corporate governance structure, management system disorder, reform model simplification problems highlight the need to be perfect.
In this paper, through the analysis of the foreign typical experience of credit cooperative organization management system and management system reform of rural credit cooperatives China history, from the horizontal and vertical two aspects to refine the dual objectives of the reform of rural credit cooperatives, the mode of implementation of the dual objectives of the reform: micro perspective of stock ownership reform and perfect corporate governance structure; study optimization of the management system of the medium view; to evaluate the difference between multiple reform mode and area macroscopic angle. Finally, deepen the reform of the management system of rural credit cooperatives policy suggestions.
The main contents of the chapters are as follows:
The first chapter is the introduction, which explains the background and significance of the research, puts forward the research ideas and basic research methods, summarizes the related research developments both at home and abroad, and puts forward the possible innovations of the paper.
The second chapter of international experience of credit cooperative organization management system and reference. According to the United States, Germany, France, Japan and other countries of the credit cooperation organization management system, clear the role that the central and local governments in the management and service of rural credit cooperatives should set a practice, the establishment of national policy support and under the supervision of the provincial rural. Cooperative financial management framework, basic ideas to promote the development of rural credit cooperatives diversification.
The third chapter Chinese rural credit cooperative management system reform process. Through the historical review, the government led summary of the reform of management system of rural credit cooperatives. The government acts on the one hand from the government to draw funds in rural areas, need to guard against financial risks, on the other hand from rural credit cooperatives lack of main economic cooperation system support and government leading generation the behavior of rural credit cooperatives facing demand. Therefore the policy goal and the benefit goal of this dual objectives of the reform.
The fourth chapter is the analysis of the management system of rural credit cooperatives Chinese dual objectives of the reform of the management system of rural credit cooperatives. The dual objectives of the reform: credit support policy, sustainable development benefits target. Using the VAR model on the goal of agriculture credit reform, found that the influence of agriculture loans to the development of agricultural economy is relatively weak, should increase the efficiency of credit support for agriculture; theoretical analysis the sustainable development objectives of the reform, we should strive to resolve non-performing assets, and the construction of rural credit cooperatives into the form of joint-stock commercial financial institutions.
The fifth chapter China rural credit cooperatives joint-stock property rights reform. Combined with the property right reform of rural credit cooperatives disputes, think in terms of institutional arrangement, cooperative joint-stock cooperative system to evolve, joint-stock cooperative system to stock evolution is consistent with the development path of modern commercial finance. Investment behavior of the joint-stock reform of property rights equilibrium analysis showed that based on the cooperation the role of cooperative equity value and shareholder income restricts the rural credit cooperatives joint-stock property rights reform results, from rural cooperative financial institutions separate market equilibrium.
The sixth chapter Chinese perfect corporate governance structure of rural credit cooperatives. Based on the organization structure and management responsibilities, factors affecting the environment, using Probit model is divided into two stages of econometric analysis sample of rural credit cooperatives in the corporate governance structure. The results showed that members of democratic management, internal control and management of human resources has great impact on the corporate governance structure of rural credit cooperatives the key to improve the corporate governance structure to rationalize the process between members, employees, senior management responsibilities.
The seventh chapter Chinese rural credit cooperative management system optimization. Through the study of rural credit cooperatives in the management system of township layout, County Association, the Provincial Association of the reality that the township agency layout is effective and low efficiency, so that the core County Association of rural credit cooperatives policy shift, the Provincial Association of management power and function location is not clear. The provincial government and the Provincial Association of county cooperative management, management system of county union grass-roots management agency ordered the highest level, to practice. Finally, the need to change the CBRC on the rural credit cooperatives have power but no responsibility for the financial supervision; should promote the provincial exercise self-discipline function.
The eighth chapter China evaluation difference of rural credit cooperatives reform mode and multi area. Combined with the model of rural credit cooperatives in terms of policy, that restructuring of rural credit cooperatives for rural cooperative banks and rural commercial banks "buy" expectations often come to nothing, the unified legal zcsu mode is still feasible. Combined with the rural credit cooperatives joint-stock property the path of reform, the rural credit cooperatives in Shaanxi province sample analysis, factor analysis and clustering conclusion: the imbalance of economic development of rural credit cooperatives reform mode of three kinds of layout to a great extent.
The ninth chapter reform of management system of rural credit cooperatives. The policy suggestions on the basis of the foregoing, proposed to deepen the reform of management system of rural credit cooperatives policy suggestions: optimization of rural financial ecology, building a diversified rural financial market, increase policy support efforts, improving government management, promote cooperative financial law construction.
