【摘要】：外匯儲(chǔ)備對(duì)于一個(gè)國(guó)家來(lái)說(shuō)意義重大，，它作為對(duì)外貿(mào)易的主要支付手段、償還外債的主要償債手段、穩(wěn)定外匯市場(chǎng)的主要工具以及對(duì)外投資的主要支付手段在一國(guó)的對(duì)外關(guān)系中起著至關(guān)重要的作用。因此，一個(gè)國(guó)家需要持有足夠的外匯儲(chǔ)備來(lái)滿(mǎn)足上述要求，但是，如果外匯儲(chǔ)備過(guò)多，則會(huì)形成外匯儲(chǔ)備資源的浪費(fèi)，會(huì)對(duì)國(guó)內(nèi)的貨幣供應(yīng)造成影響進(jìn)而加重國(guó)內(nèi)的通貨膨脹水平，因此，確定一個(gè)適度的外匯儲(chǔ)備水平至關(guān)重要。 自1997年亞洲金融危機(jī)后，我國(guó)外匯儲(chǔ)備總量開(kāi)始增加，從1997年的139.89億美元增長(zhǎng)到2012年3月的33049.71億美元，外匯儲(chǔ)備總量位居世界第一。除此之外，外匯儲(chǔ)備持有量增速在不斷加快，從2001年起更是有加速趨勢(shì)，年均增長(zhǎng)率達(dá)到37%。我國(guó)外匯儲(chǔ)備規(guī)模的迅速擴(kuò)張己經(jīng)使得我國(guó)外匯儲(chǔ)備規(guī)模大大超過(guò)了適度外匯儲(chǔ)備規(guī)模。 針對(duì)這個(gè)問(wèn)題，本文分別利用比例法、回歸分析法、成本收益法對(duì)我國(guó)適度外匯儲(chǔ)備規(guī)模進(jìn)行了實(shí)證分析，并在充分的借鑒了國(guó)內(nèi)外關(guān)于適度外匯儲(chǔ)備規(guī)模理論的基礎(chǔ)之上，結(jié)合中國(guó)近年來(lái)對(duì)外貿(mào)易、對(duì)外償債、對(duì)外投資以及現(xiàn)行匯率政策的最新國(guó)情，對(duì)相關(guān)模型的參數(shù)、結(jié)構(gòu)進(jìn)行了相關(guān)的修改，以確定中國(guó)適度外匯儲(chǔ)備規(guī)模，進(jìn)而通過(guò)對(duì)比我國(guó)實(shí)際外匯儲(chǔ)備規(guī)模水平，以確定我國(guó)外匯儲(chǔ)備規(guī)模現(xiàn)狀，最后在結(jié)合我國(guó)外匯儲(chǔ)備規(guī)模的影響因素的基礎(chǔ)之上，給出了外匯儲(chǔ)備規(guī)模管理的相關(guān)政策建議。
[Abstract]:Foreign exchange reserves are of great significance to a country. As the main means of payment for foreign trade, foreign exchange reserves are the main means of paying off foreign debts.The main instruments of stabilizing the foreign exchange market and the main means of payment of foreign investment play a vital role in a country's foreign relations.Therefore, a country needs to hold sufficient foreign exchange reserves to meet the above requirements. However, if the foreign exchange reserves are excessive, it will result in a waste of foreign exchange reserves.It will have an impact on the domestic money supply and thus increase the level of domestic inflation, so it is essential to determine a moderate level of foreign exchange reserves.Since the Asian financial crisis in 1997, the total foreign exchange reserves of China began to increase, from 13.989 billion dollars in 1997 to 3.304971 trillion dollars in March 2012. The total amount of foreign exchange reserves ranks first in the world.In addition, the growth rate of foreign exchange reserve holdings has been accelerating since 2001, with an average annual growth rate of 37%.The rapid expansion of China's foreign exchange reserves has made the scale of China's foreign exchange reserves greatly exceed the moderate scale of foreign exchange reserves.In order to solve this problem, this paper uses proportional method, regression analysis method and cost-income method to analyze the scale of appropriate foreign exchange reserve in China, and based on the theory of appropriate foreign exchange reserve at home and abroad.According to the latest situation of China's foreign trade, foreign debt service, foreign investment and current exchange rate policy in recent years, the parameters and structure of the relevant models have been modified to determine the scale of China's moderate foreign exchange reserves.Then, by comparing the actual level of foreign exchange reserve in China, this paper determines the present situation of foreign exchange reserve scale of our country. Finally, on the basis of combining the influencing factors of foreign exchange reserve scale of our country, the paper puts forward some relevant policy suggestions on the scale management of foreign exchange reserve.
