【摘要】：2010年9月8日的國(guó)務(wù)院常務(wù)會(huì)議，審議并通過(guò)了《國(guó)務(wù)院關(guān)于加快和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的決定》（以下簡(jiǎn)稱決定）。至此，培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)被正式提上日程。該產(chǎn)業(yè)的長(zhǎng)遠(yuǎn)發(fā)展對(duì)我國(guó)具有重大意義。本文首先對(duì)相關(guān)理論及國(guó)內(nèi)外產(chǎn)業(yè)發(fā)展情況做簡(jiǎn)要介紹。其次，分析吉林省金融支持與戰(zhàn)略性新興產(chǎn)業(yè)培育之間的主要問(wèn)題。再次，提出金融支持體系構(gòu)建的基本原則，探索吉林省戰(zhàn)略性新興產(chǎn)業(yè)培育的金融支持體系。最后通過(guò)對(duì)該體系的設(shè)計(jì)與適當(dāng)變化，提出金融支持體系構(gòu)建的策略。 本文的主要內(nèi)容分為四大部分，共六章。 第一部分是本文的緒論（第一章），介紹了本文的選題背景和選題意義。自美國(guó)因次級(jí)貸款爆發(fā)經(jīng)濟(jì)危機(jī)以來(lái)，在經(jīng)濟(jì)全球化的背景下，危機(jī)迅速在全球蔓延開(kāi)來(lái)。各國(guó)都在尋找新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。在這樣的背景下，我國(guó)在2010年做出了關(guān)于發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的決定。戰(zhàn)略性新興產(chǎn)業(yè)以高新科技為背景，在未來(lái)將會(huì)成為我國(guó)可持續(xù)發(fā)展的中堅(jiān)力量，發(fā)展這一產(chǎn)業(yè)勢(shì)在必行。接著，給出了在此方面的相關(guān)研究現(xiàn)狀綜述，并且介紹了一些國(guó)外在金融支持方面的經(jīng)驗(yàn)。最后指出了本文的所采用的研究方法和思路。 第二部分是本文的相關(guān)理論敘述（第二章），給出了戰(zhàn)略性新興產(chǎn)業(yè)培育的概念、產(chǎn)業(yè)劃分和特點(diǎn)。描述了基于生命周期理論的戰(zhàn)略性新興產(chǎn)業(yè)業(yè)態(tài)演進(jìn)過(guò)程。在這一部分中，本文闡述了金融在戰(zhàn)略性新興產(chǎn)業(yè)培育中的作用機(jī)理。戰(zhàn)略性新興產(chǎn)業(yè)培育與金融支持體系之間的關(guān)系。 第三部分是本文的核心內(nèi)容，包括第三、四、五章。在第三章中，本文對(duì)吉林省戰(zhàn)略性新興產(chǎn)業(yè)的現(xiàn)狀做出分析，論述了吉林省戰(zhàn)略性新興產(chǎn)業(yè)培育與金融支持體系之間的關(guān)系，以及吉林省該產(chǎn)業(yè)在金融支持方面存在的問(wèn)題，并做出分析。 在第四章中，，本文首先提出金融支持體系構(gòu)建的基本原則。其次嘗試建立吉林省戰(zhàn)略性新興產(chǎn)業(yè)培育的金融支持體系。通過(guò)對(duì)目前現(xiàn)有主要支持手段（即財(cái)稅，信貸市場(chǎng)，資本市場(chǎng)和民間資本四個(gè)方面）進(jìn)行分析和創(chuàng)新，來(lái)進(jìn)一步完善這一體系。在4.2.4一節(jié)中，突出強(qiáng)調(diào)民間資本對(duì)新興產(chǎn)業(yè)的推動(dòng)作用。本文通過(guò)設(shè)計(jì)一種金融產(chǎn)品，嘗試把戰(zhàn)略性新興產(chǎn)業(yè)和民間資本鏈接在一起。這一產(chǎn)品保證了資金使用雙方對(duì)風(fēng)險(xiǎn)、利益的要求，并且使政府部門也能通過(guò)這種金融產(chǎn)品獲得一定的收入。 在第五章中，本文主要論述了吉林省戰(zhàn)略性新興產(chǎn)業(yè)培育的金融支持體系構(gòu)建策略。例如,應(yīng)該在法律法規(guī)允許的前提下，合理的進(jìn)行金融創(chuàng)新，開(kāi)發(fā)出專門針對(duì)這一產(chǎn)業(yè)發(fā)展的金融工具。在貸款的模式上，積極探索新的模式。在債券市場(chǎng)上，適當(dāng)放寬戰(zhàn)略性新興產(chǎn)業(yè)企業(yè)發(fā)行債券的門檻等。 本文的第四部分是結(jié)論部分，即第六章。在第六章中，本文認(rèn)為盡快建立并完善針對(duì)戰(zhàn)略性新興產(chǎn)業(yè)培育的金融支持體系，對(duì)于該產(chǎn)業(yè)發(fā)展是很有必要的。但從長(zhǎng)遠(yuǎn)看，僅僅是在金融方面提供支持是遠(yuǎn)遠(yuǎn)不夠的。這一產(chǎn)業(yè)的發(fā)展壯大還需要人才、相關(guān)產(chǎn)業(yè)政策等一系列要素支持。最后提出了本文的不足之處，以及未來(lái)的研究方向。
[Abstract]:September 8, 2010 the State Council executive meeting, considered and adopted the decision of < the State Council on accelerating the development of strategic emerging industries (hereinafter referred to as the decision). Thus, the cultivation and development of strategic emerging industry was formally on the agenda. The long-term development of the industry in China is of great significance. Based on the related theory and the domestic industry development the situation is introduced briefly. Secondly, analyses the main problems of Jilin province between financial support and fostering strategic emerging industries. Thirdly, put forward basic principles for constructing the system of financial support, financial support system of Jilin province to explore the cultivation of strategic emerging industries. By the end of the design of the system and put forward appropriate changes, financial support system construction strategies.
The main contents of this article are divided into four parts, including six chapters.
The first part is the introduction (Chapter one), introduces the background and significance of the topic. Since the US subprime loans because of the outbreak of the economic crisis in the background of economic globalization, the crisis spread rapidly across the globe. Many countries are looking for new economic growth point. In this context, China's on the development of strategic emerging industries in 2010. The strategic emerging industry in the background of high technology, in the future will become the backbone of China's sustainable development, it is imperative to develop this industry. Then, the related research status are given in the review, and introduces some foreign experience in financial support. Finally the research methods and ideas used in this article.
The second part is the related theory of this paper (chapter second), gives the concept of fostering strategic emerging industries, industry classification and characteristics. Describes the life cycle theory of strategic emerging industry based on industry evolution. In this part, this paper expounds the financial mechanism in strategic emerging industries in the growing relationship. Between the strategic emerging industries and financial support system.
The third part is the core content of this paper, including the third, fourth and five chapter. In the third chapter, the current situation of Jilin province strategic emerging industry analysis, discusses the relationship between strategic emerging industries in Jilin province and the cultivation of financial support system of Jilin Province, and the industry in financial support problems, and make analysis.
In the fourth chapter, this paper firstly puts forward basic principles for constructing the system of financial support. Then try to establish the system of financial support of strategic emerging industries in Jilin province. Through the cultivation of present main support means (i.e. tax, credit market, capital market and private capital four aspects) analysis and innovation, to further improve the system in the 4.2.4 section, highlighting the role of private capital in emerging industries. This paper has designed a kind of financial products, try to strategic emerging industries and private capital are linked together. This product to ensure the use of funds on both sides of the risk, interests, and the government can get some income through this financial product.
In the fifth chapter, this paper mainly discusses the strategic emerging industries in Jilin province to cultivate the financial support system construction strategy. For example, should be permitted by the laws and regulations under the premise, reasonable financial innovation, developed specifically for the industrial development of financial instruments. In the mode of lending, and actively explore new models. The bond market, appropriate to relax the strategic emerging industry enterprises to issue bonds threshold.
The fourth part is a conclusion, namely the sixth chapter. In the sixth chapter, this paper believes that as soon as possible to establish and improve the system of financial support for the cultivation of strategic emerging industries, it is necessary for the development of the industry. But in the long run, only the financial support is not enough for the development of this industry. The growing need of talent, support the relevant industrial policies and a series of elements. Finally, it discusses the shortcomings, and future research directions.
