“以房養(yǎng)老”的本質(zhì)及其運(yùn)行機(jī)制研究

【摘要】:2011年4月,國(guó)家統(tǒng)計(jì)局公布的第六次全國(guó)人口普查數(shù)據(jù)顯示,60歲及以上人口占我國(guó)人口總數(shù)的13.26%,人口老齡化問(wèn)題十分嚴(yán)峻。而且,“十二五”時(shí)期,隨著第一個(gè)增長(zhǎng)高峰的到來(lái),人口老齡化進(jìn)程將進(jìn)一步加快。與此同時(shí),養(yǎng)老保障體系不健全,家庭結(jié)構(gòu)發(fā)生深刻變化,這些都導(dǎo)致了全社會(huì)領(lǐng)域的養(yǎng)老問(wèn)題日益凸顯。為此,健全多支柱的養(yǎng)老保障體系,引入新的養(yǎng)老保障模式顯得尤為必要。 “以房養(yǎng)老”是社會(huì)養(yǎng)老保障體系的重要補(bǔ)充,其主要運(yùn)作形式是住房反抵押貸款,目前已被大多數(shù)的發(fā)達(dá)國(guó)家所采用。目前,學(xué)術(shù)界已開(kāi)展我國(guó)“以房養(yǎng)老”模式的探索,部分城市也開(kāi)始了試點(diǎn)。但受經(jīng)濟(jì)、社會(huì)、傳統(tǒng)文化等方面的制約,我國(guó)“以房養(yǎng)老”的理論和實(shí)踐還處在起步階段。 本文研究的核心內(nèi)容是“以房養(yǎng)老”的本質(zhì)以及“以房養(yǎng)老”模式在我國(guó)開(kāi)展所需的各種運(yùn)作機(jī)制。全文共分為五個(gè)部分:第一章為導(dǎo)論,明確本文的研究目的和意義,研究的思路和方法,以及理論的創(chuàng)新之處;第二章是本文的重點(diǎn),研究了“以房養(yǎng)老”的本質(zhì)及其理論模型;第三章具體描述了國(guó)內(nèi)外“以房養(yǎng)老”的實(shí)踐經(jīng)驗(yàn);第四章接著探討我國(guó)推行“以房養(yǎng)老”的諸多障礙;第五章也是本文重點(diǎn),在分析我國(guó)開(kāi)展“以房養(yǎng)老”的有利因素的基礎(chǔ)上,深入探討了推行住房反抵押貸款需要具備的法律、行政、金融和監(jiān)督機(jī)制,以及可以在我國(guó)推行“以房養(yǎng)老”模式的其他保障形式。
[Abstract]:In April 2011, the data of the sixth national census released by the National Bureau of Statistics showed that the population aged 60 and over accounted for 13.26 percent of the total population of our country, and the problem of population aging was very serious. Moreover, during the 12th Five-Year Plan period, with the arrival of the first growth peak, The aging process of the population will be further accelerated. At the same time, the imperfect old-age security system and the profound changes in the family structure have led to an increasingly prominent pension problem in the whole social field. The introduction of a new pension security model is particularly necessary. "providing for the aged by Housing" is an important supplement to the social old-age security system, and its main operation form is the anti-mortgage loan of housing, which has been adopted by most developed countries. At present, the academic circles have carried out the exploration of the mode of "providing for the aged by housing" in our country. Some cities have also started pilot projects, but the theory and practice of "providing for the aged by housing" is still in its infancy due to the restriction of economy, society, traditional culture and so on. The core content of this paper is the essence of "providing for the aged by Housing" and the various operational mechanisms needed for the mode of "providing for the aged by Housing" in our country. The full text is divided into five parts: chapter one is the introduction, which clarifies the purpose and significance of the research. The second chapter is the focus of this paper, which studies the essence and theoretical model of "providing for the aged by Housing", the third chapter describes the practical experience of "providing for the aged by Housing" in China and abroad. Chapter four then discusses the obstacles to the implementation of "providing for the aged by Housing" in our country. Chapter V is also the focus of this paper, on the basis of analyzing the favorable factors of "providing for the aged by Housing" in our country. This paper probes into the legal, administrative, financial and supervisory mechanisms necessary to carry out the housing anti-mortgage loan, as well as other forms of security which can be implemented in our country in the mode of "housing for the aged".
