【摘要】：自從2005年《京都議定書》正式生效以來，碳金融市場在國外逐漸發(fā)展完善，而我國碳金融市場尚處于初級階段，還沒有真正意義上的市場,沒有真正意義上的碳排放交易，究竟碳金融是什么？為什么發(fā)展我國的碳金融市場？發(fā)展我國的碳金融市場存在什么問題？如何發(fā)展我國的碳金融市場？面對這些問題我國國內(nèi)尚無權(quán)威機(jī)構(gòu)和人員對碳金融市場中實踐的發(fā)展進(jìn)行過系統(tǒng)性的研究和分析。 圍繞以上問題本文研究的邏輯結(jié)構(gòu)安排如下：第一章引言，，主要提出本文研究的意義、研究的核心問題、研究的思路和論文可能的創(chuàng)新之處；第二章文獻(xiàn)綜述和文獻(xiàn)評述，主要是綜述前人研究的成果和本文對其的評述；第三章國外碳金融市場中的發(fā)展?fàn)顩r，主要是介紹外國碳金融市場中典型的四個方面的碳金融實踐：碳金融制度、碳金融組織、碳金融產(chǎn)品和碳金融體系；第四章我國碳金融市場狀況及發(fā)展碳金融市場過程中存在的問題；第五章構(gòu)建我國碳金融市場的政策建議，主要是和國外發(fā)展中的碳金融市場相比較，得出應(yīng)當(dāng)如何發(fā)展我國碳金融市場；第六章結(jié)束語，主要總結(jié)了西方發(fā)達(dá)國家發(fā)展碳金融的兩種模式：先以政府為主導(dǎo)后以市場做基礎(chǔ)和先以市場為主導(dǎo)后以政府為基礎(chǔ)。
[Abstract]:Since the Kyoto Protocol came into effect in 2005, the carbon financial market has been gradually developed and perfected in foreign countries. However, China's carbon financial market is still in its infancy, there is no real market, no real carbon emissions trading. What exactly is carbon finance? Why develop China's carbon finance market? What are the problems in developing China's carbon finance market? How to develop China's carbon finance market? In the face of these problems, there are no authoritative institutions and personnel in our country to conduct systematic research and analysis on the development of the practice in carbon finance market. The logical structure of this paper is arranged as follows: the first chapter introduces the significance of this study, the core issues of the study, the ideas of the research and the possible innovations of the paper. The third chapter introduces the development of foreign carbon finance market, mainly introduces the typical four aspects of carbon finance practices in foreign carbon finance market: carbon finance system, carbon finance organization. Carbon financial products and carbon financial system; 4th chapter of China's carbon financial market situation and development of carbon financial market problems; 5th chapter of the construction of China's carbon financial market policy recommendations, Compared with the developing carbon finance market in foreign countries, the conclusion is how to develop the carbon finance market in China. Conclusion of Chapter 6th, This paper summarizes the two modes of developing carbon finance in western developed countries: government as the leading model and market as the foundation and the market as the leading and then the government as the foundation.
