【摘要】：在我國經(jīng)濟發(fā)展和改革的進程中,“三農(nóng)”問題被黨和政府提高到新的高度,如何解決好“三農(nóng)”問題成為建設(shè)社會主義新農(nóng)村和我國現(xiàn)代化建設(shè)進程中的一項重大課題。而農(nóng)村基礎(chǔ)設(shè)施對于農(nóng)村經(jīng)濟的發(fā)展、農(nóng)民生活水平的提高和農(nóng)業(yè)生產(chǎn)能力的提高有著重要的影響,近年來我國雖然加大了對農(nóng)村基礎(chǔ)設(shè)施建設(shè)的財政資金投入力度,農(nóng)村的生產(chǎn)生活條件得到顯著改善,但仍不能滿足農(nóng)村發(fā)展建設(shè)的資金需求,農(nóng)村基礎(chǔ)設(shè)施投融資不足成為制約我國農(nóng)村經(jīng)濟發(fā)展的瓶頸問題,加強投融資成為農(nóng)村基礎(chǔ)設(shè)施發(fā)展的重要突破口。河南省是個農(nóng)業(yè)大省,但是由于政府債務較重其自身財力比較薄弱,投融資模式匱乏,使得農(nóng)村基礎(chǔ)設(shè)施建設(shè)滯后,嚴重影響了農(nóng)業(yè)和農(nóng)村的健康發(fā)展和農(nóng)民自身財富的增加。因此,完善投融資模式,加快農(nóng)村基礎(chǔ)設(shè)施的建設(shè)步伐,已成為河南省農(nóng)村建設(shè)的關(guān)鍵所在。文章在研究文獻的基礎(chǔ)上,利用計量經(jīng)濟學模型和案例分析法從河南省農(nóng)村基礎(chǔ)設(shè)施投融資現(xiàn)狀、農(nóng)村基礎(chǔ)設(shè)施投資效益、農(nóng)村基礎(chǔ)設(shè)施融資模式三個角度分析得出:(1)河南省農(nóng)村基礎(chǔ)設(shè)施投入不足;(2)河南省農(nóng)村基礎(chǔ)設(shè)施對農(nóng)村經(jīng)濟的產(chǎn)出彈性系數(shù)為0.5584,貢獻度較高,且不同類型的農(nóng)村基礎(chǔ)設(shè)施對農(nóng)村經(jīng)濟增長的貢獻度不同,在有限的財政資金支持下應該有層次的選擇投資方向;(3)城市基礎(chǔ)設(shè)施建設(shè)融資模式比較常見,而農(nóng)村基礎(chǔ)設(shè)施建設(shè)仍舊是傳統(tǒng)意義上的財政資金支持,不過河南省政府正積極探索合適的融資模式。在此基礎(chǔ)上,更深入系統(tǒng)的分析河南省農(nóng)村基礎(chǔ)設(shè)施投融資問題及成因,并提出有關(guān)對策建議,對河南省農(nóng)村基礎(chǔ)設(shè)施建設(shè)投融資提供一定的理論基礎(chǔ)和借鑒意義。
[Abstract]:In the process of economic development and reform in China, the issue of "agriculture, countryside and farmers" has been raised to a new level by the Party and the government. How to solve the "three rural" problem has become a major issue in the process of building a new socialist countryside and China's modernization, and rural infrastructure for the development of rural economy. The improvement of farmers' living standards and the improvement of agricultural production capacity have an important impact. In recent years, China has increased the financial investment in rural infrastructure construction. Rural production and living conditions have been significantly improved, but still can not meet the capital needs of rural development, rural infrastructure investment and financing has become a bottleneck restricting the development of rural economy. Strengthening investment and financing has become an important breakthrough in the development of rural infrastructure. Henan Province is a big agricultural province, but because the government debt is relatively heavy its own financial resources are relatively weak, the mode of investment and financing is scarce. Rural infrastructure construction lags behind, seriously affecting the healthy development of agriculture and rural areas and the increase of farmers' own wealth. Therefore, improve the mode of investment and financing, accelerate the pace of rural infrastructure construction. It has become the key of rural construction in Henan Province. Based on the research literature, this paper uses econometrics model and case analysis to analyze the present situation of investment and financing of rural infrastructure in Henan Province, and the investment benefit of rural infrastructure. The analysis of rural infrastructure financing model shows that the rural infrastructure investment is insufficient in Henan Province. 2) the output elasticity coefficient of rural infrastructure to rural economy in Henan Province is 0.5584, the contribution degree is high, and the contribution of different types of rural infrastructure to rural economic growth is different. Under the support of limited financial funds, there should be a level of choice of investment direction; The financing mode of urban infrastructure construction is more common, while rural infrastructure construction is still the traditional financial support. However, Henan Province government is actively exploring the appropriate financing model. On this basis, more in-depth and systematic analysis of Henan Province rural infrastructure investment and financing problems and causes, and put forward the relevant countermeasures and suggestions. It provides some theoretical basis and reference significance for investment and financing of rural infrastructure construction in Henan Province.
