【摘要】：食品安全一直以來(lái)都是人們所最關(guān)心的問(wèn)題之一，尤其近年來(lái)隨著生活水平的提高，人們對(duì)食品質(zhì)量的要求也越來(lái)越高。豬肉在我國(guó)居民日常食品消費(fèi)中占有重要地位，是最主要的肉類(lèi)食品來(lái)源，，同時(shí)我國(guó)也是世界上第一豬肉生產(chǎn)國(guó)和消費(fèi)國(guó)。所以豬肉食品的安全關(guān)系到國(guó)計(jì)民生，對(duì)我國(guó)來(lái)講尤為重要。但是，我國(guó)豬肉生產(chǎn)經(jīng)營(yíng)管理和國(guó)際上發(fā)達(dá)國(guó)家相比還較落后，規(guī)�；潭冗�較低，相關(guān)法律、法規(guī)還不夠健全，監(jiān)管科技手段還較落后，誠(chéng)信體系還不夠完備。以至于問(wèn)題豬肉層出不窮，嚴(yán)重危害到了廣大居民的身心健康和國(guó)民經(jīng)濟(jì)的健康發(fā)展。其中流通領(lǐng)域是這類(lèi)問(wèn)題的多發(fā)領(lǐng)域，也是豬肉安全治理的重點(diǎn)和難點(diǎn)。 本文首先介紹了天津市豬肉流通安全管理現(xiàn)狀和流通過(guò)程中存在的問(wèn)題，在通過(guò)查閱政府工作報(bào)告，走訪、調(diào)研相關(guān)企業(yè)和政府機(jī)關(guān)，獲得豐富的第一手資料的基礎(chǔ)上，對(duì)這些問(wèn)題出現(xiàn)的原因進(jìn)行了仔細(xì)分析，在結(jié)合國(guó)外發(fā)達(dá)國(guó)家豬肉流通安全管理方面經(jīng)驗(yàn)和先進(jìn)模式的基礎(chǔ)上，結(jié)合天津市的實(shí)際情況，提出了完善天津市豬肉流通安全管理的相關(guān)對(duì)策建議，逐步將天津豬肉管理體系制度化、規(guī)范化、法制化，實(shí)現(xiàn)對(duì)整個(gè)流通領(lǐng)域的全程監(jiān)管，提高在管理過(guò)程中使用的技術(shù)手段。
[Abstract]:Food safety has always been one of the most concerned issues, especially with the improvement of living standards in recent years, people's requirements for food quality are becoming higher and higher. Pork plays an important role in the daily food consumption of our country and is the most important source of meat food. At the same time, our country is also the first pork producing and consuming country in the world. So the safety of pork food related to the national economy and people's livelihood, especially important for our country. However, compared with the developed countries in the world, the management of pork production and management in our country is still relatively backward, the degree of scale is still low, the relevant laws and regulations are not perfect, the scientific and technological means of supervision are still relatively backward, and the credit system is not complete enough. As a result, problem pork emerged in endlessly, seriously endangering the physical and mental health of the majority of residents and the healthy development of the national economy. Circulation is one of the areas of this kind of problems, but also the focus and difficulty of pork safety management. This paper first introduces the present situation of pork circulation safety management in Tianjin and the existing problems in the process of circulation. On the basis of consulting government work reports, visiting and investigating relevant enterprises and government agencies, the paper obtains rich first-hand information. The causes of these problems are carefully analyzed. On the basis of the experience and advanced mode of pork circulation safety management in developed countries abroad, and the actual situation in Tianjin, This paper puts forward the relevant countermeasures and suggestions to improve the safety management of pork circulation in Tianjin, and gradually institutionalizes, standardizes and legalizes the management system of Tianjin pork, so as to realize the whole supervision of the whole circulation field. Improve the technical means used in the management process.
