[Abstract]:CIE is a wholly-owned subsidiary of large state-owned energy enterprises. In the past, trade was the main business, no project construction experience, and supplier management was in the initial stage. In the purchase of all the petrochemical storage projects under its control, there are mixed bidders, false bids, and the quality of the products and the duration of the project can not be guaranteed. The reason is the lack of supplier management. Therefore, the purpose of this paper is to construct supplier management system, optimize management scheme and improve management level. In this paper, literature research, investigation, observation, case analysis and other methods to study supplier management. Through literature collection and analysis, drawing on the supplier management theory at home and abroad and drawing on the material from the procurement management practice, this paper makes a deep investigation on the petrochemical warehousing project of CIE Company. The present situation and characteristics of supplier management in CIE Company are fully analyzed. CIE Company usually selects inviting bidding as the main purchasing method, which has a certain supplier management foundation and supplier resources. Therefore, this paper selects two cases of inviting bidding procurement to analyze, combing out three problems in the supplier management of CIE company: the main body of supplier management itself, the supplier network and database problems. Supplier access and assessment issues. Aiming at these problems, combining with the theory and practical experience of supplier management, this paper puts forward the promotion and optimization scheme of supplier management of petrochemical warehousing project of CIE Company from three angles: supplier manager, supplier and management method. That is (1) to create a highly efficient and accountable supplier management team; (2) establishing the supplier database of file information perfection, classification and grading management, and (3) establishing the supplier access and evaluation system with clear flow and perfect index. After verification in the project purchasing practice, the supplier management work is more systematic, the qualification of the bidder is improved, the supplier strengthens the self-discipline, the product quality and the time limit are guaranteed, and good results are obtained.
