哈爾濱紅腸質(zhì)量安全追溯系統(tǒng)研究

【摘要】:食品質(zhì)量安全問題不僅關(guān)系到消費者的身心健康、社會的穩(wěn)定和諧,也關(guān)系到一個國家在國際上的形象和信譽。隨著食品質(zhì)量安全事件的頻發(fā),如何有效保障食品的質(zhì)量安全,讓消費者能夠“放心購買”且買到“安全食品”成為我國乃至世界各國都高度重視的問題。紅腸食品作為一種大眾食品,其質(zhì)量安全狀況也受到廣泛關(guān)注。引發(fā)紅腸食品質(zhì)量安全問題的根本原因在于食品供應(yīng)鏈上生產(chǎn)加工企業(yè)、銷售企業(yè)、消費者、政府等監(jiān)管部門之間的信息不對稱,導(dǎo)致很多缺乏責(zé)任意識的企業(yè)能夠有機可乘。食品質(zhì)量安全追溯系統(tǒng)作為信息披露工具,可以利用信息傳遞機制增強整條食品供應(yīng)鏈信息的透明度,有效緩解信息不對稱問題。 通過對食品質(zhì)量安全管理以及食品可追溯管理等理論的梳理,同時結(jié)合國內(nèi)外有關(guān)食品質(zhì)量安全追溯系統(tǒng)構(gòu)建的理論和實踐經(jīng)驗,分析了食品質(zhì)量安全管控的主要環(huán)節(jié)和基于供應(yīng)鏈的食品安全問題發(fā)生的機理,并在此基礎(chǔ)上對食品追溯的內(nèi)容、追溯的原理以及整個追溯系統(tǒng)需要的技術(shù)支持等進行了概述,為后文系統(tǒng)分析和構(gòu)建哈爾濱紅腸質(zhì)量安全追溯系統(tǒng)奠定理論基礎(chǔ)。從微觀角度以哈爾濱紅腸供應(yīng)鏈作為研究對象,對紅腸質(zhì)量安全追溯系統(tǒng)的要素進行分析,并結(jié)合哈爾濱紅腸產(chǎn)品的特點、哈爾濱紅腸供應(yīng)鏈結(jié)構(gòu)的特點,提出了如何對紅腸質(zhì)量安全追溯系統(tǒng)中各個要素的關(guān)鍵信息進行采集和記錄,如何對追溯單元和追溯方法進行確定,并在此基礎(chǔ)上對哈爾濱紅腸質(zhì)量安全追溯系統(tǒng)進行總體規(guī)劃,基于構(gòu)建的目標(biāo)、關(guān)鍵任務(wù)和構(gòu)建原則將追溯系統(tǒng)按功能劃分為企業(yè)供應(yīng)鏈信息管理系統(tǒng)、終端查詢系統(tǒng)、政府公共數(shù)據(jù)追蹤平臺;按照紅腸供應(yīng)鏈上的主要流通加工階段分為四大追溯系統(tǒng):養(yǎng)殖企業(yè)追溯系統(tǒng)、屠宰加工企業(yè)追溯系統(tǒng)、銷售企業(yè)追溯系統(tǒng)和物流配送企業(yè)追溯系統(tǒng)。同時分析了哈爾濱紅腸質(zhì)量安全追溯系統(tǒng)在構(gòu)建實施過程中可能存在的問題和障礙,并針對這些問題提出了一些解決措施,以更好的實現(xiàn)紅腸質(zhì)量安全追溯系統(tǒng)的實施和推廣。 紅腸質(zhì)量安全追溯系統(tǒng)能夠有效實現(xiàn)紅腸供應(yīng)鏈各節(jié)點信息的傳遞和共享,滿足多方信息需求者的要求,監(jiān)督和約束紅腸生產(chǎn)加工企業(yè)的行為,從源頭保障紅腸食品的質(zhì)量安全。構(gòu)建紅腸質(zhì)量安全追溯系統(tǒng)并保證其有效實施,對提高紅腸食品的質(zhì)量安全管理水平具有重要作用。
[Abstract]:The problem of food quality and safety is not only related to the health of consumers, social stability and harmony, but also related to the image and credibility of a country in the world. With the frequent occurrence of food quality and safety events, how to effectively guarantee the quality and safety of food and how to make consumers "buy safely" and buy "safe food" has become a serious problem in our country and even all countries in the world. Red sausage food as a popular food, its quality and safety is also widely concerned. The fundamental reason for the problem of food quality and safety in red sausage is the asymmetry of information among production and processing enterprises, sales enterprises, consumers, governments and other regulatory departments in the food supply chain, which leads to many enterprises that lack the sense of responsibility to be able to take advantage of it. As a tool of information disclosure, food quality and safety traceability system can enhance the transparency of the whole food supply chain information by using the information transmission mechanism, and effectively alleviate the problem of information asymmetry. Through combing the theories of food quality safety management and food traceability management, and combining the theory and practice experience of food quality and safety traceability system construction at home and abroad, The main links of food quality and safety control and the mechanism of food safety problems based on supply chain are analyzed, and the contents, principles and technical support of the whole traceability system are summarized. It lays a theoretical foundation for the later systematic analysis and construction of Harbin Red Bowl quality and Safety tracing system. Taking Harbin Red Bowl supply chain as the research object, this paper analyzes the elements of the quality and safety traceability system of Harbin Red intestine, and combines the characteristics of Harbin Red Bowl products, and the characteristics of Harbin Red Bowl supply chain structure. This paper puts forward how to collect and record the key information of the key elements in the quality and safety traceability system of red sausage, and how to determine the traceability unit and the method of traceability. Based on the goal, key task and construction principle, the traceability system is divided into enterprise supply chain information management system and terminal query system according to its function. According to the main circulation and processing stages of red sausage supply chain, there are four major traceability systems: farming enterprise traceability system, slaughterhouse processing enterprise traceability system, sales enterprise traceability system and logistics distribution enterprise traceability system. At the same time, this paper analyzes the problems and obstacles in the construction and implementation of Harbin Red Bowl quality and Safety tracing system, and puts forward some measures to solve these problems in order to better realize the implementation and popularization of the Red Bowl quality and Safety traceability system. The red sausage quality and safety traceability system can effectively realize the transmission and sharing of information at each node of the red intestine supply chain, meet the requirements of various information demanders, supervise and restrain the behavior of the red sausage production and processing enterprises. Ensure the quality and safety of red sausage food from the source. It is very important to establish the red sausage quality and safety traceability system and ensure its effective implementation to improve the quality and safety management level of red sausage food.
