【摘要】：我國是傳統(tǒng)的農(nóng)業(yè)大國,農(nóng)產(chǎn)品總產(chǎn)量一直居于世界前列。農(nóng)產(chǎn)品加工業(yè)是農(nóng)業(yè)的發(fā)展和延伸,可以創(chuàng)造巨大的經(jīng)濟和社會價值。自改革開放以來,我國農(nóng)產(chǎn)品加工業(yè)一直發(fā)展保持著快速發(fā)展的勢頭,已逐漸成為我國經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)中不可缺少的重要組成部分。但目前農(nóng)產(chǎn)品加工產(chǎn)業(yè)發(fā)展也出現(xiàn)了諸如產(chǎn)業(yè)大而不強、技術(shù)含量較低、食品安全情況較差等一系列問題。同樣,莊河市的農(nóng)產(chǎn)品深加工產(chǎn)業(yè)在發(fā)展中也出現(xiàn)了較多困難。在此背景下,中華人民共和國農(nóng)業(yè)部頒布了《農(nóng)產(chǎn)品加工業(yè)“十二五”發(fā)展規(guī)劃》,理清了我國農(nóng)產(chǎn)品加工業(yè)在“十二五”期間的發(fā)展思路,明確了發(fā)展方向,將大力推進農(nóng)產(chǎn)品加工業(yè)的科學(xué)發(fā)展。 本文通過查閱資料和企業(yè)調(diào)研等方式,對國內(nèi)外農(nóng)產(chǎn)品加工業(yè)的發(fā)展現(xiàn)狀和相關(guān)政策進行了分析研究和總結(jié),掌握了莊河市農(nóng)產(chǎn)品深加工產(chǎn)業(yè)發(fā)展的現(xiàn)狀和存在的問題。采用SWOT分析法,客觀的分析了莊河市農(nóng)產(chǎn)品深加工產(chǎn)業(yè)發(fā)展的自身優(yōu)勢、劣勢和外部機遇、挑戰(zhàn),列出莊河市農(nóng)產(chǎn)品深加工產(chǎn)業(yè)發(fā)展的SWOT矩陣模型。最終,通過結(jié)合國家政策總導(dǎo)向以及莊河的發(fā)展實際,運用公共管理理論,對莊河市農(nóng)產(chǎn)品深加工產(chǎn)業(yè)的發(fā)展提出了一些政策建議。即政府在尊重市場規(guī)律的同時,首先要注重加強對農(nóng)產(chǎn)品深加工產(chǎn)業(yè)發(fā)展扶持政策的系統(tǒng)性。抓住農(nóng)產(chǎn)品加工業(yè)小微企業(yè)多、季節(jié)性強、資金周轉(zhuǎn)期長等特點,建立行之有效的財稅和服務(wù)支持政策體系。其次,要通過壯大龍頭企業(yè)、加大招商引資力度等措施,結(jié)合地區(qū)資源分布,合理進行產(chǎn)業(yè)布局,進一步對產(chǎn)業(yè)結(jié)構(gòu)進行轉(zhuǎn)化升級。最后,要加強對企業(yè)技術(shù)升級改造的支持力度。在完善農(nóng)產(chǎn)品深加工業(yè)標(biāo)準(zhǔn)體系,大力推進農(nóng)產(chǎn)品深加工裝備升級,加強人才培育,建設(shè)企業(yè)技術(shù)升級改造服務(wù)體系等幾個方面下功夫,增加產(chǎn)品附加值,提升莊河市農(nóng)產(chǎn)品深加工產(chǎn)業(yè)的整體水平。
[Abstract]:China is a traditional agricultural country, and the total output of agricultural products has always been in the forefront of the world. Agricultural products processing industry is the development and extension of agriculture, which can create great economic and social value. Since the reform and opening up, the development of agricultural products processing industry in China has maintained the momentum of rapid development, and has gradually become an indispensable and important part of China's economic and industrial structure. However, there are a series of problems in the development of agricultural products processing industry, such as large and weak industry, low technical content, poor food safety and so on. Similarly, Zhuanghe agricultural products deep processing industry in the development of more difficulties. Under this background, the Ministry of Agriculture of the people's Republic of China has promulgated the 12th five-year Plan for the processing of Agricultural products, clarified the development ideas of China's agricultural products processing industry during the 12th five-year Plan period, clarified the direction of development, and will vigorously promote the scientific development of agricultural products processing industry. Through consulting data and enterprise investigation, this paper analyzes and summarizes the development status and related policies of agricultural products processing industry at home and abroad, and grasps the present situation and existing problems of the development of agricultural products deep processing industry in Zhuanghe City. By using SWOT analysis method, this paper objectively analyzes the advantages, disadvantages, external opportunities and challenges of the development of agricultural products deep processing industry in Zhuanghe City, and lists the SWOT matrix model for the development of agricultural products deep processing industry in Zhuanghe City. Finally, by combining the general orientation of national policy and the development reality of Zhuanghe River, this paper puts forward some policy suggestions for the development of agricultural products deep processing industry in Zhuanghe City by using the theory of public management. That is, while respecting the law of the market, the government should first pay attention to strengthening the systematic policy of supporting the development of the deep processing industry of agricultural products. Grasp the characteristics of small and micro enterprises in agricultural products processing industry, such as large number of small and micro enterprises, strong seasonality, long capital turnover and so on, and establish an effective fiscal, taxation and service support policy system. Secondly, through strengthening the leading enterprises, increasing the intensity of attracting investment and other measures, combined with the distribution of regional resources, reasonable industrial layout, further transformation and upgrading of the industrial structure. Finally, it is necessary to strengthen the support for technological upgrading and transformation of enterprises. Efforts should be made in perfecting the standard system of deep processing industry of agricultural products, vigorously promoting the upgrading of deep processing equipment of agricultural products, strengthening the cultivation of talents, and constructing the service system of technological upgrading and transformation of enterprises, so as to increase the added value of products and enhance the overall level of agricultural products deep processing industry in Zhuanghe City.
