基層政府維穩(wěn)行為研究

【摘要】:改革開放以后,我國社會開始由計劃經(jīng)濟向市場經(jīng)濟轉(zhuǎn)型。幾十年來,經(jīng)濟社會發(fā)生了巨大的變化。經(jīng)濟取得了長足的發(fā)展,人民生活水平明顯提高。但是貧富差距、城鄉(xiāng)差距、弱勢群體、勞資矛盾等社會問題日益凸顯,群體性事件日益頻發(fā)。面對“穩(wěn)定壓倒一切”,基層政府為了強化維護社會穩(wěn)定能力,通過設(shè)立維穩(wěn)專項基金,成立專門的維穩(wěn)機構(gòu),從資源整合和組織架構(gòu)上強化維穩(wěn)工作;同時,還在領(lǐng)導(dǎo)干部的政績考核中加入維穩(wěn)工作實效考察,激勵領(lǐng)導(dǎo)干部的維穩(wěn)積極性。如此,從中央到地方構(gòu)建了一個立體化的“維穩(wěn)”龐大機構(gòu),從各個方面投入大量的資源,來維持整個社會的穩(wěn)定和諧。盡管如此,在全國各地,群體性事件仍然時有發(fā)生,一些地方的基層干群關(guān)系依然不夠融洽、比較緊張,導(dǎo)致基層維穩(wěn)工作陷入“越維穩(wěn)越不穩(wěn)”的怪圈。 維穩(wěn)是一項極具中國特色的、被提升到關(guān)系國家長治久安層面、帶有極強治理色彩的重要工作。而基層維穩(wěn)又是整個維穩(wěn)體制的重心和難點,尤其是在社會急劇轉(zhuǎn)型的當(dāng)代中國,基層維穩(wěn)過程中公眾利益訴求表達(dá)行為呈現(xiàn)出“數(shù)量擴大、規(guī)模增加、行為激烈、誘點多發(fā)、涉及面廣、對抗性強等特點”。基層政府是維穩(wěn)的前沿陣地,處在國家治理體系中最為脆弱的節(jié)點部位。基層政府的維穩(wěn)行為直接關(guān)系到地方治理的成敗。 本文一共分為六部分。 第一部分為引言。首先闡述本文研究的緣起及其意義,主要從基層維穩(wěn)陷入“越維越不穩(wěn)”的怪圈入手引出透視基層政府維穩(wěn)行為對于破解當(dāng)前基層社會治理、維護基層穩(wěn)定具有重要意義。然后在分析大量已有研究文獻(xiàn)的基礎(chǔ)上,對本文的研究方法、結(jié)構(gòu)安排以及可能的創(chuàng)新之處等進(jìn)行說明。 第二部分是理論基礎(chǔ)。論述維穩(wěn)生成理論中的社會轉(zhuǎn)型理論、壓力型體制理論、社會沖突理論、風(fēng)險社會理論和社會心理理論等子理論,,維穩(wěn)管理理論又包括政府治理理論、新公共管理理論和政府職能理論。 第三部分是基層政府維穩(wěn)實踐樣態(tài)與運行模式。首先,本文通過對H省四個市縣的調(diào)查研究,對基層政府維穩(wěn)現(xiàn)狀及問題進(jìn)行了概括:(1)維穩(wěn)成本高昂化(2)維穩(wěn)管理政治化(3)維穩(wěn)目標(biāo)短期化(4)維穩(wěn)責(zé)任遞增化(5)維穩(wěn)思維非理性化。其次,提出了當(dāng)前基層政府維穩(wěn)所采取兩種通用模式:網(wǎng)羅密布的嚴(yán)控型維穩(wěn)模式和底線防守的綏靖型維穩(wěn)模式。 第四部分是基層政府維穩(wěn)行為邏輯及后果。首先,闡述市場邏輯、官僚邏輯和公共性邏輯是不同基層政府維穩(wěn)行為模式背后的三大邏輯進(jìn)路;其次,認(rèn)為基層維穩(wěn)選擇“不出事”作為目標(biāo)是由市場邏輯和官僚邏輯共同形塑的結(jié)果,而公共性邏輯才能形塑“良性的社會穩(wěn)定”的基層維穩(wěn)目標(biāo);再次,指出基層政府壓力維穩(wěn)行為直接導(dǎo)致了基層權(quán)宜性治理和維穩(wěn)內(nèi)卷化的不利后果。 第五部分是基層政府維穩(wěn)行為的矯治策略。認(rèn)為基層政府維穩(wěn)行為應(yīng)從市場邏輯和官僚邏輯轉(zhuǎn)向公共性邏輯,從“不出事”目標(biāo)轉(zhuǎn)為良性的社會穩(wěn)定為目標(biāo)使命,應(yīng)從“嚴(yán)控型”和“綏靖型”維穩(wěn)模式轉(zhuǎn)向法治型維穩(wěn)模式;應(yīng)從權(quán)宜性治理轉(zhuǎn)向基層善治。從治理與善治出發(fā),構(gòu)建科學(xué)、和諧、長效的基層維穩(wěn)機制應(yīng)當(dāng)從以下方面入手:一是要樹立科學(xué)的維穩(wěn)觀;二是社會組織有效嵌入基層維穩(wěn)過程,為基層政府與民眾搭建溝通對話平臺;三是通過法治保障,將政府維穩(wěn)和公民維權(quán)置于規(guī)則和約束的框架內(nèi);四是創(chuàng)新社會管理,在基層維穩(wěn)過程中實現(xiàn)多元共治,五是構(gòu)建公平正義的基層利益協(xié)調(diào)機制。 第六部分是結(jié)論。
