【摘要】：當(dāng)前我國(guó)空氣污染等公共環(huán)境問(wèn)題突出,公眾的環(huán)境需求得不到滿足。政府作為環(huán)境公共事務(wù)的安排者和公共環(huán)境的治理主體,理應(yīng)深入分析當(dāng)前環(huán)境問(wèn)題背后的原因,承擔(dān)起公共環(huán)境治理的責(zé)任。在公共環(huán)境治理中,地方政府面臨著區(qū)域環(huán)境的整體性與屬地環(huán)境公共治理碎片化的矛盾,各地方政府間圍繞公共環(huán)境治理展開(kāi)合作成為公共管理的應(yīng)有之義。鑒于此,本文在理論分析的基礎(chǔ)上,從公共環(huán)境治理區(qū)域合作的關(guān)鍵機(jī)理出發(fā),設(shè)定并完善了府際公共環(huán)境治理區(qū)域合作機(jī)制,包括地方政府在合作中的行為原則和規(guī)制操作,以及推動(dòng)合作實(shí)現(xiàn)的相關(guān)機(jī)制。通過(guò)論證,以期能推動(dòng)政府在公共環(huán)境治理上的合作,提升地方政府公共環(huán)境治理的效率,改善環(huán)境質(zhì)量,滿足公眾對(duì)環(huán)境的基本需求。本文按照“發(fā)現(xiàn)、提出問(wèn)題—分析問(wèn)題—形成假設(shè)—論證假設(shè)—得出結(jié)論”的研究路徑,各章節(jié)之間也是遵循這個(gè)邏輯來(lái)安排,論文包括以下幾個(gè)部分:首先是導(dǎo)論,說(shuō)明問(wèn)題的提出即選題的背景及依據(jù),分析國(guó)內(nèi)外研究現(xiàn)狀,厘定相關(guān)概念,明確本文的研究?jī)?nèi)容、思路及采取的研究方法,闡明本文研究的理論意義和現(xiàn)實(shí)意義。其次是機(jī)制的完善部分,通過(guò)分析現(xiàn)狀及問(wèn)題,闡述政府在公共環(huán)境治理領(lǐng)域合作的機(jī)理,并通過(guò)對(duì)機(jī)理的梳理,分析對(duì)應(yīng)的組織體系、規(guī)制、制度及實(shí)現(xiàn)機(jī)制,完善政府公共環(huán)境治理區(qū)域合作機(jī)制。該部分是本文的主體部分。再次是機(jī)制論證部分,該部分分別從科學(xué)性、合理性、適用性三個(gè)方面來(lái)論證府際公共環(huán)境治理區(qū)域合作機(jī)制的機(jī)理確定、規(guī)制選擇和實(shí)現(xiàn)設(shè)計(jì)。其中,科學(xué)性論證從機(jī)制的客觀性即是否能更好地反映客觀現(xiàn)實(shí)展開(kāi),合理性論證從機(jī)制的價(jià)值理性切入,適用性論證從機(jī)制是否與公共環(huán)境治理等領(lǐng)域與要素的特性一致著手。最后是結(jié)論部分,總結(jié)本文研究得出的基本結(jié)論,同時(shí)指出本文研究中存在的不足,分析并明確今后的研究方向。
[Abstract]:At present, the public environmental problems such as air pollution in China are prominent, and the environmental needs of the public can not be met. As the arranger of environmental public affairs and the main body of public environment governance, the government should deeply analyze the reasons behind the current environmental problems and bear the responsibility of public environmental governance. In the public environmental governance, the local government is facing the contradiction between the integrity of the regional environment and the fragmentation of the territorial environmental public governance, and the cooperation among the local governments around the public environmental governance has become the proper meaning of the public management. In view of this, on the basis of theoretical analysis, starting from the key mechanism of regional cooperation in public environmental governance, this paper sets up and perfects the regional cooperation mechanism of inter-governmental public environmental governance, including the behavior principles and regulatory operations of local governments in cooperation. And the relevant mechanisms to promote the realization of cooperation. Through the demonstration, we hope to promote the cooperation of the government in public environmental governance, improve the efficiency of local government public environmental governance, improve the environmental quality, and meet the basic needs of the public for the environment. In this paper, according to the research path of "finding, analyzing problems, forming hypotheses, argumentation hypotheses and drawing conclusions", each chapter is also arranged according to this logic. The paper includes the following parts: first of all, the introduction. This paper explains the background and basis of the topic, analyzes the research status at home and abroad, determines the relevant concepts, clarifies the research content, ideas and research methods adopted in this paper, and expounds the theoretical and practical significance of this study. Secondly, it is the perfect part of the mechanism. by analyzing the present situation and problems, this paper expounds the mechanism of government cooperation in the field of public environmental governance, and through combing the mechanism, analyzes the corresponding organizational system, regulation, system and realization mechanism. We will improve the regional cooperation mechanism for government public environmental governance. This part is the main part of this paper. The third is the mechanism demonstration part, which demonstrates the mechanism determination, regulation selection and realization design of the regional cooperation mechanism of inter-governmental public environmental governance from three aspects: scientific, reasonable and applicable. Among them, the scientific argumentation can better reflect the objective reality from the objectivity of the mechanism, and the rationality argument can be cut into the value rationality of the mechanism. Applicability argument starts from whether the mechanism is consistent with the characteristics of public environmental governance and other fields and elements. The last part is the conclusion, which summarizes the basic conclusions of this paper, points out the shortcomings of this study, and analyzes and clarifies the research direction in the future.
