【摘要】：隨著我國(guó)城市化進(jìn)程不斷加快，，運(yùn)用信息手段加強(qiáng)城市管理的改革迫在眉睫�！皵�(shù)字城管”作為知識(shí)經(jīng)濟(jì)、信息社會(huì)發(fā)展的必然趨勢(shì)，是未來一段時(shí)間內(nèi)城市管理的發(fā)展方向。積極推進(jìn)“數(shù)字城管”的建設(shè),對(duì)來城市發(fā)展具有十分重要的意義。圍繞福州的數(shù)字化城市管理系統(tǒng)，開展建設(shè)和運(yùn)行研究，具有現(xiàn)實(shí)意義。 本文運(yùn)用公共管理、創(chuàng)新理論、現(xiàn)代系統(tǒng)理論、機(jī)制理論、信息化技術(shù)等理論及方法，在分析了解國(guó)內(nèi)各地?cái)?shù)字化城市管理系統(tǒng)的建設(shè)實(shí)踐與發(fā)展基礎(chǔ)上，根據(jù)福州市數(shù)字化城市管理系統(tǒng)建設(shè)需求，提出福州市數(shù)字化城市管理系統(tǒng)的建設(shè)手段、運(yùn)行機(jī)制及管理辦法。全文分七大部分，第一部分對(duì)數(shù)字化城市管理相關(guān)概念、理論進(jìn)行分析歸納；第二部分對(duì)國(guó)內(nèi)數(shù)字化城市管理系統(tǒng)建設(shè)現(xiàn)狀與趨勢(shì)進(jìn)行系統(tǒng)分析；第三、四、五、六部分提出福州數(shù)字化城市管理系統(tǒng)的總體要求、建設(shè)方案、資源整合方案和運(yùn)行方案；最后，得出建設(shè)福州市數(shù)字化城市管理系統(tǒng)的結(jié)論，并提出相應(yīng)的研究展望。 本文通過分析研究福州市城市管理的現(xiàn)狀，針對(duì)福州市數(shù)字化城市管理提出了在福州市主城區(qū)實(shí)行“一級(jí)監(jiān)督、分級(jí)指揮、按責(zé)處置”的管理運(yùn)行模式，構(gòu)建隸屬于福州市政府的高位的、獨(dú)立的監(jiān)督指揮體系，并基于信息資源共享機(jī)制提出了一個(gè)整體的可實(shí)現(xiàn)的數(shù)字化城市管理系統(tǒng)建設(shè)和運(yùn)行方案，具有較強(qiáng)的實(shí)踐意義。
[Abstract]:With the acceleration of urbanization in China, it is urgent to strengthen the reform of urban management by means of information. As the inevitable trend of the development of information society, digital urban management is the development direction of urban management in the future. Actively promoting the construction of digital urban management is of great significance to the development of cities. It is of practical significance to carry out the research of construction and operation around the digital urban management system of Fuzhou. Based on the theory and method of public management, innovation theory, modern system theory, mechanism theory and information technology, this paper analyzes and understands the construction practice and development of digital urban management system in various parts of China. According to the construction demand of Fuzhou digital city management system, the construction means, operation mechanism and management method of Fuzhou digital city management system are put forward. The full text is divided into seven parts, the first part analyzes and sums up the related concepts and theories of digital urban management, the second part systematically analyzes the present situation and trend of the construction of digital urban management system in China. The third, fourth, fifth and sixth parts put forward the overall requirements, construction scheme, resource integration scheme and operation scheme of Fuzhou digital urban management system. Finally, the conclusion of building Fuzhou digital city management system is drawn, and the corresponding research prospect is put forward. Based on the analysis and study of the present situation of Fuzhou urban management, this paper puts forward the management operation mode of "first level supervision, hierarchical command and disposal according to responsibility" in Fuzhou's main urban area. It is of great practical significance to construct a high and independent supervision and command system belonging to Fuzhou Municipal Government, and to put forward an overall and realizable construction and operation scheme of digital urban management system based on the sharing mechanism of information resources.
