【摘要】：當(dāng)前,在社會的轉(zhuǎn)型時期,城市社區(qū)的發(fā)展想要跟上時代的步伐,就要注意社區(qū)各方面的問題,其中,社區(qū)公共管理就是社區(qū)非常重要的一塊,處理好社區(qū)公共管理的問題能很大的促進(jìn)社區(qū)的發(fā)展,社區(qū)公共管理是社會公共管理的一部分,它包含了社區(qū)文化、社區(qū)治安、社區(qū)教育等多方面的內(nèi)容,因此,可以分別從這些方面逐一分解社區(qū)公共管理的問題,最終達(dá)到社區(qū)公共管理的改善以及完善。優(yōu)勢視角是社會工作領(lǐng)域的一個新視角,它與“問題視角”的注重問題,只關(guān)注發(fā)現(xiàn)問題,找出問題的視角別具一格,它比較關(guān)注個人與社區(qū)的優(yōu)勢與潛能。優(yōu)勢視角強(qiáng)調(diào),每個人和社區(qū)都有自己的優(yōu)勢與資源,在遇到問題時,多關(guān)注已有的優(yōu)勢與資源,把這些充分利用起來,往往更有利于問題的解決。優(yōu)勢視角下社區(qū)公共管理發(fā)展就是聚焦于社區(qū)的優(yōu)勢與資源,發(fā)掘那些潛在的優(yōu)勢與資源,這些將推動社區(qū)公共管理的發(fā)展。本文在了解相關(guān)問題研究的基礎(chǔ)上,采用實(shí)地調(diào)查研究與文獻(xiàn)研究相結(jié)合的方法,運(yùn)用社會工作的優(yōu)勢視角,以合肥市芙蓉社區(qū)為例,對芙蓉社區(qū)公共管理發(fā)展問題進(jìn)行了分析與研究,并提出了推動其社區(qū)公共管理發(fā)展的策略,試圖探究優(yōu)勢視角下芙蓉社區(qū)公共管理發(fā)展的新途徑。本文通過對芙蓉社區(qū)公共管理需求進(jìn)行的問卷調(diào)查,對社區(qū)管委會管理人員、居委會工作人員、居民等進(jìn)行的訪談以及查閱的資料,經(jīng)過分析與整理,認(rèn)為芙蓉社區(qū)具有豐富的優(yōu)勢資源,比如自然資源和文化資源等等,但是,這些優(yōu)勢與資源長期被忽視或沒有充分利用,因此,優(yōu)勢視角下的社區(qū)公共管理發(fā)展就是要整合這些被忽視的優(yōu)勢與資源,通過社區(qū)管委會工作人員積極推行體制改革、改善社區(qū)環(huán)境以及整合社區(qū)文化資源；充分利用社區(qū)志愿者資源；提高社區(qū)居民“抗逆力”；提高社區(qū)凝聚力等方法促進(jìn)社區(qū)公共管理的發(fā)展。
[Abstract]:At present, in the period of social transformation, in order to keep up with the pace of the times, we must pay attention to all aspects of the community, among which community public management is a very important part of the community. Dealing with the problem of community public management can greatly promote the development of community. Community public management is a part of social public management, which includes community culture, community public order, community education and so on. We can decompose the problems of community public management one by one from these aspects, and finally achieve the improvement and perfection of community public management. The dominant perspective is a new perspective in the field of social work. It pays more attention to the problem with the "problem perspective". It only pays attention to finding the problem and finds out the problem. It pays more attention to the advantages and potential of the individual and the community. The advantage perspective emphasizes that everyone and the community have their own advantages and resources. When they encounter problems, they pay more attention to the existing advantages and resources, and making full use of these is often more conducive to the solution of the problem. From the perspective of advantage, the development of community public management is to focus on the advantages and resources of the community and explore those potential advantages and resources, which will promote the development of community public management. On the basis of understanding the related problems, this paper adopts the method of combining field investigation and literature research, and uses the dominant perspective of social work to take Furong Community in Hefei as an example. This paper analyzes and studies the development of Furong community public management, and puts forward some strategies to promote the development of Furong community public management, and tries to explore the new ways of the development of Furong community public management from the perspective of advantages. Through a questionnaire survey on the public management needs of Furong community, this paper analyzes and arranges the interviews and materials consulted by the managers of the community management committee, the staff of the neighborhood committee and the residents. It is considered that Furong community has rich advantages, such as natural resources and cultural resources, etc., but these advantages and resources have been ignored or not fully utilized for a long time. Therefore, The development of community public management from the perspective of advantage is to integrate these neglected advantages and resources, to actively carry out the system reform through the staff of the community management committee, to improve the community environment and to integrate the community cultural resources. Make full use of community volunteer resources, improve the "resilience" of community residents, improve community cohesion and other methods to promote the development of community public management.
