干部應(yīng)急實(shí)訓(xùn)系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:當(dāng)前我國(guó)正處于社會(huì)矛盾的凸顯期,突發(fā)事件日益成為公眾的關(guān)注焦點(diǎn),對(duì)政府的公共管理工作提出了新的更高的要求。如何應(yīng)對(duì)突發(fā)事件,提高應(yīng)急管理能力,是當(dāng)前干部培訓(xùn)工作的一項(xiàng)重要任務(wù)。在推進(jìn)“干部應(yīng)急實(shí)訓(xùn)”課程建設(shè)的過(guò)程中,急需要一整套與應(yīng)急教學(xué)過(guò)程相適應(yīng)的應(yīng)急實(shí)訓(xùn)系統(tǒng),達(dá)到資源管理和調(diào)用、課程過(guò)程推演支持、師生互動(dòng)、教學(xué)點(diǎn)評(píng)和評(píng)估等功能要求。應(yīng)急實(shí)訓(xùn)系統(tǒng)建立在應(yīng)急管理體系的基礎(chǔ)上,采用情境教學(xué)方法,圍繞應(yīng)急演練工作流引擎,包含運(yùn)維管理子系統(tǒng)、實(shí)訓(xùn)教學(xué)子系統(tǒng)、交互處置子系統(tǒng)、專(zhuān)家點(diǎn)評(píng)子系統(tǒng)等模塊,根據(jù)教學(xué)設(shè)計(jì)和實(shí)訓(xùn)過(guò)程,重新整合了干部應(yīng)急實(shí)訓(xùn)的業(yè)務(wù)流程。同時(shí),根據(jù)課程流程重組的結(jié)果,對(duì)現(xiàn)有的教學(xué)設(shè)計(jì)做出優(yōu)化,保證實(shí)訓(xùn)的各個(gè)階段按照教學(xué)的最終目標(biāo)努力。系統(tǒng)首先對(duì)應(yīng)急實(shí)訓(xùn)的業(yè)務(wù)模型進(jìn)行了分析,由此建立相適應(yīng)的技術(shù)模型,推及功能的設(shè)計(jì)及最后課程的實(shí)現(xiàn)。業(yè)務(wù)模型從用戶角色分工和協(xié)作入手,進(jìn)而對(duì)課程流程、業(yè)務(wù)特點(diǎn)進(jìn)行分析。在技術(shù)體系方面,研究了應(yīng)急演練工作流引擎在應(yīng)急實(shí)訓(xùn)系統(tǒng)的應(yīng)用,并結(jié)合應(yīng)急管理課程特點(diǎn)和內(nèi)容,重點(diǎn)在于實(shí)現(xiàn)應(yīng)急管理過(guò)程中應(yīng)急處置分工協(xié)作、應(yīng)急信息共享與應(yīng)急實(shí)訓(xùn)中子系統(tǒng)間的關(guān)聯(lián)。實(shí)現(xiàn)上,分析構(gòu)建了各個(gè)用戶角色的任務(wù),完成了應(yīng)急實(shí)訓(xùn)特色分支劇情功能的設(shè)計(jì)。干部應(yīng)急實(shí)訓(xùn)系統(tǒng)建立后,成為了應(yīng)急培訓(xùn)課程的核心環(huán)節(jié)。其在課程教學(xué)的推進(jìn)中,起到了不可替代的作用。
[Abstract]:At present, our country is in the social contradiction prominent period, the unexpected event becomes the public attention focus day by day, has put forward the new higher request to the government public management work. How to deal with emergencies and improve the ability of emergency management is an important task of current cadre training. In the course of promoting the curriculum construction of "cadre emergency training", it is urgent to need a set of emergency training system suitable to the emergency teaching process, to manage and transfer resources, to develop and support the course process, and to interact with teachers and students. Teaching evaluation and other functional requirements. Based on the emergency management system, the emergency training system adopts the situational teaching method, and revolves around the workflow engine of emergency drill, including the operation and maintenance management subsystem, the practice teaching subsystem, and the interactive disposal subsystem. According to the teaching design and training process, the expert comment subsystem reintegrates the business process of cadre emergency training. At the same time, according to the result of course process reengineering, the existing teaching design is optimized to ensure that every stage of practical training works hard according to the final goal of teaching. The system first analyzes the business model of emergency training, and then establishes a suitable technical model, the design of function and the realization of final course. The business model starts with user role division and collaboration, and then analyzes the course process and business characteristics. In the aspect of technical system, the application of workflow engine of emergency drill in emergency training system is studied, and combined with the characteristics and contents of emergency management course, the emphasis is to realize the division of labor and cooperation of emergency management in the process of emergency management. The relationship between emergency information sharing and subsystems in emergency training. In realization, the task of each user role is analyzed, and the design of the characteristic branch plot function of emergency training is completed. After the establishment of cadre emergency training system, it has become the core link of emergency training course. It plays an irreplaceable role in the course teaching.
