【摘要】：醫(yī)療領(lǐng)域腐敗問題成為制約世界各國公共衛(wèi)生事業(yè)的主要障礙，損害了政府公共權(quán)威與威信，具有廣泛的社會影響。在我國，預(yù)防與處理醫(yī)療領(lǐng)域腐敗現(xiàn)象出現(xiàn)是公共管理的重要內(nèi)容；研究預(yù)防醫(yī)療領(lǐng)域腐敗產(chǎn)生社會原因與管理方法是解決問題的關(guān)鍵。引起了各個我國醫(yī)療領(lǐng)域腐敗問題產(chǎn)生原因深刻復(fù)雜，表現(xiàn)形式多種多樣，嚴(yán)重?fù)p害了人民群眾的切身利益，具有很強(qiáng)的社會危害性。本文重點研究如何系統(tǒng)解決醫(yī)療領(lǐng)域腐敗問題的思想以及實際措施與方法。 首先，本文立足于中國醫(yī)療體制實際情況與社會發(fā)展基本階段表現(xiàn)出來的不同特點，將醫(yī)療領(lǐng)域腐敗問題細(xì)化分解為醫(yī)藥購銷領(lǐng)域腐敗問題、醫(yī)療行業(yè)監(jiān)督中的腐敗問題和患者就醫(yī)中的腐敗問題。然后通過實證研究的方法，通過對一些醫(yī)藥代表的訪談深入了解醫(yī)藥產(chǎn)品的運行規(guī)則和行業(yè)問題，，并嘗試從醫(yī)療體制、醫(yī)療衛(wèi)生行業(yè)、政府監(jiān)督管理以及社會風(fēng)氣四個方面對醫(yī)療領(lǐng)域腐敗問題產(chǎn)生原因進(jìn)行較為系統(tǒng)的客觀分析。 其次，在文獻(xiàn)分析與實證分析的基礎(chǔ)上，找到產(chǎn)生醫(yī)療領(lǐng)域腐敗真正原因和表現(xiàn)方式；并使之與美國、英國、德國等國家在醫(yī)療體制運行、醫(yī)療腐敗懲治兩方面的經(jīng)驗進(jìn)行比較，為進(jìn)一步提出預(yù)防和解決我國醫(yī)療領(lǐng)域腐敗問題提供可以借鑒管理思想與具體方法。 最后，基于上述分析，本文認(rèn)為預(yù)防醫(yī)療領(lǐng)域腐敗現(xiàn)象出現(xiàn)是一個長期歷史過程，如果選擇有效的思想與方法可以加快治理醫(yī)療領(lǐng)域腐敗現(xiàn)象的速度和力度。因此，本文從社會文化、醫(yī)生職業(yè)道德、體制、制度、監(jiān)督機(jī)制、管理方法等方面提出預(yù)防醫(yī)療領(lǐng)域腐敗的系統(tǒng)建議，包括加強(qiáng)醫(yī)生職業(yè)道德教育、改革現(xiàn)有的醫(yī)療體制、大力推進(jìn)醫(yī)療衛(wèi)生行業(yè)信息公開透明、加強(qiáng)監(jiān)督管理懲治力度，強(qiáng)化社會風(fēng)尚引領(lǐng)等方面，逐步解決我國的醫(yī)療領(lǐng)域腐敗問題。
[Abstract]:The problem of corruption in the medical field has become the main obstacle to the public health service in the world, which has damaged the public authority and authority of the government, and has extensive social influence. In China, the prevention and treatment of corruption in the medical field is an important part of public administration, and the key to solve the problem is to study the social causes and management methods of preventing corruption in the field of medical treatment. The causes of corruption in various medical fields in our country are profound and complex, the forms of expression are various, the vital interests of the people are seriously damaged, and the social harm is very strong. This paper focuses on how to systematically solve the problem of corruption in the medical field, as well as practical measures and methods. Firstly, based on the different characteristics of China's medical system and the basic stages of social development, this paper breaks down the corruption problem in the medical field into the corruption problem in the field of medicine purchase and marketing. Corruption in medical industry supervision and corruption in patients seeking medical treatment. Then through the method of empirical research, through the interview of some pharmaceutical representatives, we deeply understand the operating rules and industry problems of pharmaceutical products, and try to explore the medical system, the medical and health industry, The causes of corruption in medical field are analyzed systematically and objectively from four aspects of government supervision and management and social atmosphere. Secondly, on the basis of literature analysis and empirical analysis, to find out the real causes and manifestations of corruption in the medical field; Compared with the experiences of the United States, Britain, Germany and other countries in the operation of medical system and the punishment of medical corruption, this paper provides a reference management thought and concrete method for further putting forward the prevention and solution of corruption in medical field of our country. Finally, based on the above analysis, this paper holds that the prevention of corruption in the medical field is a long-term historical process. If we choose effective ideas and methods, we can accelerate the speed and intensity of controlling the corruption in the medical field. Therefore, this paper puts forward some systematic suggestions on how to prevent corruption in the medical field from the aspects of social culture, doctors' professional ethics, system, supervision mechanism, management methods, etc., including strengthening doctors' professional ethics education and reforming the existing medical system. In order to solve the problem of corruption in medical field in China, we should vigorously promote the transparency of medical information, strengthen supervision, management and punishment, and strengthen the guidance of social customs and so on.
