【摘要】：中國(guó)特色社會(huì)主義公共管理體系是中國(guó)特色社會(huì)主義的重要組成部分,是公共管理中國(guó)化的最新成果。它既有理論的繼承與創(chuàng)新,又有實(shí)踐的總結(jié)與發(fā)展,既有立足于全局發(fā)展的宏觀把握,又有著眼于局部層面的具體操作,既有渾厚的歷史底蘊(yùn),又有豐富的時(shí)代內(nèi)涵,是高度政治性、理論性、指導(dǎo)性、實(shí)踐性的有機(jī)統(tǒng)一,貫穿著馬克思主義思想和黨性原則,閃耀著歷史唯物主義和辯證唯物主義理論光芒,合黨心,順民意,體現(xiàn)了當(dāng)今中國(guó)的發(fā)展大勢(shì)與世界發(fā)展進(jìn)步的潮流,對(duì)指導(dǎo)中國(guó)公共管理發(fā)展、開創(chuàng)中國(guó)特色社會(huì)主義新局面具有深遠(yuǎn)的歷史意義和重大的現(xiàn)實(shí)意義。盡管中國(guó)特色社會(huì)主義公共管理體系內(nèi)容豐富、內(nèi)涵深刻,但正如中宣部部長(zhǎng)劉奇葆2013年7月8日在《人民日?qǐng)?bào)》撰文指出的,"中國(guó)特色社會(huì)主義是由道路、理論體系、制度構(gòu)成的,是黨和人民90多年奮斗、創(chuàng)造、積累的根本成就。"《中國(guó)特色社會(huì)主義公共管理體系研究》緊緊圍繞"怎樣建構(gòu)中國(guó)特色社會(huì)主義公共管理體系"這個(gè)重大核心問題,選取"理論依據(jù)、體系建構(gòu)、存在問題以及建設(shè)對(duì)策"四個(gè)主體組成部分,提出了一系列富有創(chuàng)見的新觀點(diǎn)、新想法:堅(jiān)持人民主體地位的基本要求,建構(gòu)中國(guó)特色社會(huì)主義公民主體;全面提高黨的建設(shè)科學(xué)化水平,確�？茖W(xué)執(zhí)政、民主執(zhí)政、依法執(zhí)政;以創(chuàng)新的精神推進(jìn)政府改革,建設(shè)職能科學(xué)、結(jié)構(gòu)優(yōu)化、廉潔高效、人民滿意的服務(wù)型政府;改革社會(huì)組織管理制度,加快形成政社分開、權(quán)責(zé)明確、依法自治的現(xiàn)代社會(huì)組織體制,促進(jìn)非政府組織健康有序發(fā)展;引入"社會(huì)資本理論",創(chuàng)新官民互動(dòng)內(nèi)涵,促進(jìn)服務(wù)型政府建設(shè)中官民良性互動(dòng)關(guān)系的實(shí)現(xiàn);建構(gòu)中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的以人民代表大會(huì)制度為核心的公共管理體系結(jié)構(gòu),打造中國(guó)特色社會(huì)主義公共管理體系三重立體運(yùn)行機(jī)制。面對(duì)世界上出現(xiàn)的新事物新情況,面對(duì)世界公共管理形勢(shì)的發(fā)展變化,面對(duì)各國(guó)公共管理中出現(xiàn)的新思想新觀點(diǎn)新知識(shí),植根于中華文化沃土、反映中國(guó)人民意愿、適應(yīng)中國(guó)時(shí)代發(fā)展進(jìn)步要求的中國(guó)特色社會(huì)主義公共管理體系,唯有如此,方能永葆黨的"先鋒"本色,方能保證黨領(lǐng)導(dǎo)人民有效治理國(guó)家,方能確保中國(guó)特色社會(huì)主義道路的暢通和中華民族偉大復(fù)興"中國(guó)夢(mèng)"的實(shí)現(xiàn)。
