我國(guó)公民參與城市社區(qū)治理研究

【摘要】:如今關(guān)于城市社區(qū)治理和公民參與社區(qū)治理的研究愈來愈多,這一話題已經(jīng)成為研究公共管理理論的熱門。從大范圍來看,社區(qū)發(fā)展逐漸出現(xiàn)國(guó)際化的潮流,世界上很多國(guó)家都開展了社區(qū)治理,這在很多方面對(duì)我國(guó)社區(qū)的建設(shè)和發(fā)展產(chǎn)生了重要影響。社區(qū)是作為社會(huì)的細(xì)胞而存在的,在我國(guó)經(jīng)濟(jì)體制改革和社會(huì)結(jié)構(gòu)轉(zhuǎn)變的情況下,社區(qū)管理也出現(xiàn)了相應(yīng)的變革。因此,研究公民參與城市社區(qū)治理具有非常重要的現(xiàn)實(shí)意義。 一個(gè)國(guó)家的民主程度與這個(gè)國(guó)家的社區(qū)治理有著不可忽視的聯(lián)系,因?yàn)樯鐓^(qū)治理是基于自下而上的力量,能夠從基層動(dòng)員群眾并起到維護(hù)基層穩(wěn)定的作用,同時(shí)也為廣大基層群眾提供了參與社會(huì)公共事務(wù)管理的機(jī)會(huì)。公民參與社區(qū)治理的程度是檢驗(yàn)城市社區(qū)治理水平的有效手段。但就目前而言,我國(guó)城市社區(qū)治理實(shí)踐尚不成熟,公民在參與城市社區(qū)治理過程中還存在種種問題和障礙,如:公民參與率低、參與內(nèi)容有限、公民參與組織化程度低、公民參與總體效能低等。 就上述問題,本文從制約公民參與社區(qū)治理的原因入手,提出了解決此問題的對(duì)策。其中,對(duì)于原因的剖析可以從多個(gè)角度進(jìn)行,不但包括公民方面,還包括制度方面,前者主要指公民參與的主體意識(shí)較弱、理性不足,后者則主要指保障公民參與的機(jī)制缺失、社區(qū)的管理體制不健全、激勵(lì)機(jī)制不足。對(duì)策則從以下四個(gè)方面進(jìn)行闡述:第一,提高社區(qū)居民的參與水平,增強(qiáng)其參與意識(shí);第二,完善社區(qū)管理體制;第三,制定居民參與保障機(jī)制,促進(jìn)居民參與法制化;第四,建立公民參與城市社區(qū)治理的激勵(lì)機(jī)制。
[Abstract]:Nowadays, there are more and more researches on urban community governance and citizen participation in community governance, which has become a hot topic in the study of public management theory. On a large scale, community development gradually appears the trend of internationalization, many countries in the world have carried out community governance, which has an important impact on the construction and development of our community in many aspects. Community exists as a cell of society. Under the circumstances of economic system reform and social structure transformation, community management has also undergone corresponding changes. Therefore, the study of citizen participation in urban community governance has a very important practical significance. The degree of democracy in a country is closely related to its community governance, because community governance is based on a bottom-up force that mobilizes the masses from the grass-roots level and plays a role in maintaining stability at the grass-roots level. At the same time, it also provides an opportunity for the masses to participate in the management of social public affairs. The degree of citizen participation in community governance is an effective means to test the level of urban community governance. However, at present, the practice of urban community governance in our country is not mature, and there are still many problems and obstacles in the process of citizen participation in the process of urban community governance, such as low participation rate, limited participation content, low degree of citizen participation and organization. Low overall effectiveness of citizen participation. In view of the above problems, this paper puts forward the countermeasures to solve the problems from the reasons of restricting citizens' participation in community governance. Among them, the analysis of the reasons can be carried out from many angles, not only the citizen aspect, but also the system aspect. The former mainly refers to the weak subjective consciousness of citizen participation and the lack of rationality, while the latter mainly refers to the lack of mechanism to ensure citizen participation. The management system of the community is not perfect and the incentive mechanism is insufficient. The countermeasures are described from the following four aspects: first, to improve the level of participation of community residents, to enhance their participation awareness; second, to improve the community management system; third, to formulate a mechanism to ensure the participation of residents, and to promote the legalization of residents' participation; Fourth, the establishment of citizen participation in urban community governance incentive mechanism.
