【摘要】：省直管縣體制改革是我國(guó)對(duì)基層政府改革的一種嘗試，也是適應(yīng)新公共管理理論的一種更為有效的扁平化管理模式。浙江省作為省直管縣體制改革的先行受益者，從堅(jiān)持省直管縣的財(cái)政體制，，到強(qiáng)縣擴(kuò)權(quán)改革，再到目前的擴(kuò)權(quán)強(qiáng)縣，其漸進(jìn)式的實(shí)踐改革呈現(xiàn)出了一種獨(dú)特的內(nèi)生演進(jìn)邏輯。義烏市作為浙江省直管縣改革的試點(diǎn)之一，經(jīng)過(guò)幾年的數(shù)次改革已經(jīng)成為全國(guó)權(quán)力最大的縣，其實(shí)踐改革的模式也是一種最接近于省直管縣的模式，代表了我國(guó)省直管縣改革從財(cái)政體制一定會(huì)向行政體制過(guò)渡的大方向。截止2012年，全國(guó)已有超過(guò)26個(gè)省1000多個(gè)縣進(jìn)行了省直管縣的改革，這些改革試點(diǎn)的政府公共服務(wù)能力現(xiàn)狀到底如何是本課題的研究邏輯起點(diǎn)。 本文是在省直管縣這一改革背景下，通過(guò)文獻(xiàn)閱讀與實(shí)證調(diào)查，研究了義烏市政府公共服務(wù)能力，依據(jù)投入、產(chǎn)出、效果三個(gè)方面指標(biāo)設(shè)計(jì)的科學(xué)評(píng)價(jià)體系，從基礎(chǔ)教育、醫(yī)療衛(wèi)生、社會(huì)保障、基礎(chǔ)建設(shè)四個(gè)領(lǐng)域?qū)αx烏市公共服務(wù)能力建設(shè)現(xiàn)狀進(jìn)行考察，通過(guò)定性與定量相結(jié)合的方法深入剖析省直管縣改革背景下義烏市政府公共服務(wù)能力存在的問(wèn)題及原因，最后從加強(qiáng)職能轉(zhuǎn)變、完善財(cái)政體制、明確職責(zé)分工、健全績(jī)效考核四個(gè)緯度全面系統(tǒng)地探討和提出了提升縣級(jí)政府公共服務(wù)能力的對(duì)策建議，以期能夠?yàn)槲覈?guó)推行省直管縣體制改革的各地區(qū)縣級(jí)政府的公共服務(wù)能力建設(shè)提供參考和借鑒。
[Abstract]:It is an attempt to reform the grass-roots government in our country and a more effective flat management mode to adapt to the new public management theory. Zhejiang Province, as the leading beneficiary of the system reform of the county directly in charge of the province, from insisting on the fiscal system of the county directly in charge of the province, to the reform of expanding the power of the strong county, and then to the present expansion of the power and the strong county, its gradual practical reform presents a unique endogenous evolution logic. Yiwu City, as one of the pilot projects in the direct administration of counties in Zhejiang Province, has become the most powerful county in the country after several years of reform, and its practical reform model is also the one closest to that of the provinces directly in charge of counties. It represents the transition from the financial system to the administrative system. Up to 2012, more than 1000 counties in more than 26 provinces have carried out the reform of the provinces and counties directly in charge of the county. The status quo of the capacity of government public service in these reforms is the logical starting point of the research. Under the background of the reform, this paper studies the scientific evaluation system of Yiwu municipal government's public service ability, according to input, output and effect through literature reading and empirical investigation. In the four fields of medical and health, social security and infrastructure construction, the current situation of capacity building of public services in Yiwu is investigated. Through the combination of qualitative and quantitative methods, this paper deeply analyzes the problems and causes of the public service capacity of the Yiwu municipal government under the background of the reform of the directly administered counties in the province, and finally, from strengthening the transformation of functions, perfecting the financial system and clarifying the division of duties and responsibilities, The paper discusses and puts forward the countermeasures and suggestions to improve the public service ability of county-level government comprehensively and systematically in four latitudes of improving performance appraisal. The aim is to provide reference and reference for the construction of public service capacity of county-level governments in our country.
