省直管縣改革背景下義烏市政府公共服務(wù)能力研究
[Abstract]:It is an attempt to reform the grass-roots government in our country and a more effective flat management mode to adapt to the new public management theory. Zhejiang Province, as the leading beneficiary of the system reform of the county directly in charge of the province, from insisting on the fiscal system of the county directly in charge of the province, to the reform of expanding the power of the strong county, and then to the present expansion of the power and the strong county, its gradual practical reform presents a unique endogenous evolution logic. Yiwu City, as one of the pilot projects in the direct administration of counties in Zhejiang Province, has become the most powerful county in the country after several years of reform, and its practical reform model is also the one closest to that of the provinces directly in charge of counties. It represents the transition from the financial system to the administrative system. Up to 2012, more than 1000 counties in more than 26 provinces have carried out the reform of the provinces and counties directly in charge of the county. The status quo of the capacity of government public service in these reforms is the logical starting point of the research. Under the background of the reform, this paper studies the scientific evaluation system of Yiwu municipal government's public service ability, according to input, output and effect through literature reading and empirical investigation. In the four fields of medical and health, social security and infrastructure construction, the current situation of capacity building of public services in Yiwu is investigated. Through the combination of qualitative and quantitative methods, this paper deeply analyzes the problems and causes of the public service capacity of the Yiwu municipal government under the background of the reform of the directly administered counties in the province, and finally, from strengthening the transformation of functions, perfecting the financial system and clarifying the division of duties and responsibilities, The paper discusses and puts forward the countermeasures and suggestions to improve the public service ability of county-level government comprehensively and systematically in four latitudes of improving performance appraisal. The aim is to provide reference and reference for the construction of public service capacity of county-level governments in our country.
