【摘要】：突發(fā)公共事件發(fā)生后,政府應在第一時間搶占輿論制高點,掌握輿論主動權,及時向社會公眾發(fā)布有效、客觀、公正的信息。 在我國,目前突發(fā)公共事件主要表現(xiàn)為發(fā)生時間、發(fā)生地點的不確定性,發(fā)生原因的復雜性,影響范圍的廣泛性,造成破壞的嚴重性。如何快速平息事態(tài)、維護社會的和諧穩(wěn)定是擺在政府公共管理工作面前的一個重大課題。大量事例表明,只有正確引導社會輿論才能妥善有效地處置突發(fā)公共事件�，F(xiàn)階段,在我國政府的輿論引導工作方面還存在著一些問題,例如,輿論管理模式的單一造成了信息的發(fā)布不及時、不充分,應對突發(fā)公共事件的輿論引導措施不靈活,有待進一步完善信息溝通機制。針對這些薄弱環(huán)節(jié),政府應樹立事件處置與輿論引導相結合的理念,構建并完善輿論引導機制,疏通信息渠道,主動公開事件信息,引導公眾輿論,化解公眾的負面情緒,消除公眾猜疑。同時,還應加強立法,完善輿論引導的法制體系,在今后的輿論引導工作中做到有法可依,有法必依。
[Abstract]:After public emergencies happen, the government should seize the commanding height of public opinion in the first time, grasp the initiative of public opinion and release effective, objective and impartial information to the public in time. At present, public emergencies in China are characterized by the uncertainty of the occurrence time, the place of occurrence, the complexity of the causes, the universality of the scope of influence, and the severity of the damage. How to quell the situation quickly and maintain social harmony and stability is an important subject in front of the government's public administration. A large number of examples show that only by correctly guiding public opinion can we deal with public emergencies properly and effectively. At the present stage, there are still some problems in the public opinion guidance work of our government. For example, the single mode of public opinion management causes the publication of information is not timely and sufficient, and the public opinion guidance measures to deal with unexpected public events are not flexible. Further improvement of information communication mechanism is needed. In view of these weak links, the government should set up the idea of combining incident disposal with public opinion guidance, construct and perfect the public opinion guidance mechanism, dredge the information channel, actively open the event information, guide the public opinion, dissolve the negative emotion of the public. Dispel public suspicion. At the same time, we should strengthen legislation, perfect the legal system of public opinion guidance, and make sure that there are laws to be followed and laws must be followed in the work of public opinion guidance in the future.
