【摘要】：改革開放三十年,民營經(jīng)濟(jì)取得了突飛猛進(jìn)的發(fā)展。民營經(jīng)濟(jì)在促進(jìn)經(jīng)濟(jì)發(fā)展、增加財政收入,解決就業(yè)人口等方面做出了重大貢獻(xiàn)。港閘區(qū)作為南通市主城區(qū)之一,港閘人傳承百年前張謇先生的創(chuàng)業(yè)精神,歷經(jīng)兩次創(chuàng)業(yè)高潮,大力創(chuàng)辦個體工商戶和民營企業(yè),民營經(jīng)濟(jì)取得了豐碩成果。2013年港閘區(qū)個體工商戶達(dá)15000戶,私營企業(yè)9000多家,民營經(jīng)濟(jì)成為港閘區(qū)主流經(jīng)濟(jì)。政府在推動、支持、引導(dǎo)民營經(jīng)濟(jì)過程中,發(fā)揮了巨大的作用,政府行為深刻影響著地方民營經(jīng)濟(jì)的發(fā)展。然而在轉(zhuǎn)型升級的現(xiàn)階段,服務(wù)型政府建設(shè)還沒有到位,政府職能還沒有完全轉(zhuǎn)變,為企業(yè)服務(wù)的手段仍需創(chuàng)新。政府行為仍然制約著民營經(jīng)濟(jì)的發(fā)展。本文首先介紹了民營經(jīng)濟(jì)與政府行為的概念、內(nèi)涵,著重介紹了兩大理論基礎(chǔ)：新公共管理理論與政府干預(yù)理論,對民營經(jīng)濟(jì)發(fā)展中政府職能定位和行為方式進(jìn)行了論述。其次,結(jié)合港閘區(qū)實(shí)際,詳細(xì)介紹了港閘區(qū)民營經(jīng)濟(jì)發(fā)展的現(xiàn)狀及主要特點(diǎn),政府促進(jìn)民營經(jīng)濟(jì)發(fā)展的做法。重點(diǎn)論述了港閘區(qū)民營經(jīng)濟(jì)發(fā)展的四個發(fā)展階段,以及各階段政府行為的演變。文章又從內(nèi)外因素兩方面對港閘區(qū)政府在促進(jìn)民營經(jīng)濟(jì)發(fā)展中存在的問題進(jìn)行分析。在此基礎(chǔ)上,通過蘇南模式和溫州模式兩種模式中政府行為經(jīng)驗(yàn)進(jìn)行闡述,詳細(xì)論述兩種模式的特點(diǎn)、民營經(jīng)濟(jì)發(fā)展特征、政府職能的具體表現(xiàn),進(jìn)而得出相應(yīng)啟示：政府要正確處理和市場關(guān)系,正確行使職能；政府要彌補(bǔ)市場缺陷,主動作為,激發(fā)企業(yè)活力。最后結(jié)合港閘實(shí)際,就港閘區(qū)政府在促進(jìn)民營經(jīng)濟(jì)發(fā)展中提出政策建議：一是要轉(zhuǎn)變政府職能,優(yōu)化民營經(jīng)濟(jì)發(fā)展環(huán)境；二是要注重企業(yè)軟實(shí)力打造,引導(dǎo)民營企業(yè)加強(qiáng)文化建設(shè)；三是創(chuàng)新服務(wù)手段,改善對民營企業(yè)金融服務(wù)；四是正確引導(dǎo)企業(yè)增強(qiáng)內(nèi)生動力,提高企業(yè)核心競爭力。
[Abstract]:Thirty years of reform and opening up, private economy has made rapid development. Private economy has made great contribution in promoting economic development, increasing financial income and solving the problem of employed population. As one of the main urban areas of Nantong City, the port gate people passed on the entrepreneurial spirit of Mr. Zhang Jian 100 years ago, and after two upsurge of entrepreneurship, they vigorously established individual industrial and commercial households and private enterprises. In 2013, there were 15000 individual industrial and commercial households and more than 9000 private enterprises in the port sluice area, and the private economy became the mainstream economy of the port gate area. The government has played a great role in the process of promoting, supporting and guiding the private economy, and the government behavior has deeply affected the development of the local private economy. However, at the present stage of transformation and upgrading, the construction of service-oriented government has not been put in place, the functions of government have not been completely changed, and the means of serving enterprises still need to be innovated. Government behavior still restricts the development of private economy. This paper first introduces the concept and connotation of private economy and government behavior, emphasizes on two theoretical bases: new public management theory and government intervention theory, and discusses the government function orientation and behavior mode in the development of private economy. Secondly, combining with the actual situation of the port gate area, this paper introduces in detail the present situation and main characteristics of the development of the private economy in the port gate area, and the measures of the government to promote the development of the private economy. This paper mainly discusses the four stages of the development of private economy and the evolution of government behavior in each stage. The article also analyzes the problems existing in promoting the development of private economy from the internal and external factors. On this basis, through the South Jiangsu model and Wenzhou model of the two models of government behavior experience to elaborate on the characteristics of the two models, private economy development characteristics, the specific performance of government functions, Then draw the corresponding enlightenment: the government should deal with the relationship with the market correctly and exercise the function correctly; The government should make up for the market defect, take the initiative to act, stimulate the enterprise vigor. Finally, combined with the reality of the port gate, the government of the port gate area in promoting the development of private economy put forward policy recommendations: first, to change the functions of the government, optimize the development environment of private economy; The second is to focus on enterprise soft power, guide private enterprises to strengthen cultural construction; third, innovative service means to improve the financial services to private enterprises; fourth, correctly guide enterprises to enhance endogenous power, improve the core competitiveness of enterprises.
