【摘要】：政府采購(gòu)是政府部門在市場(chǎng)經(jīng)濟(jì)中最重要的商業(yè)活動(dòng)之一,也是公共財(cái)政支出的一個(gè)重要組成部分,在公共管理中扮演著重要的角色,發(fā)揮著重要的政策功能。我國(guó)政府采購(gòu)制度自1996年試點(diǎn)開展以來(lái),取得了很大的成績(jī),但目前仍存在著諸多問(wèn)題。隨著中國(guó)加入WTO以及GPA談判的日益復(fù)雜化和多面化,中國(guó)政府采購(gòu)的運(yùn)行方式面臨著越來(lái)越多的質(zhì)疑和挑戰(zhàn)。美國(guó)是世界上最早實(shí)行政府采購(gòu)以及當(dāng)今世界政府采購(gòu)制度最為完善的國(guó)家之一。無(wú)論從立法方面還是實(shí)踐方面,美國(guó)的政府采購(gòu)均有一套相對(duì)成熟的制度體系。 本文采用多層次多目標(biāo)模糊綜合評(píng)價(jià)模型,重點(diǎn)對(duì)中美兩國(guó)的政府采購(gòu)運(yùn)行方式進(jìn)行比較研究,通過(guò)對(duì)美國(guó)政府采購(gòu)運(yùn)行方式方面的優(yōu)勢(shì)分析,對(duì)我國(guó)的相關(guān)方面提出幾點(diǎn)值得借鑒的意見。旨在為我國(guó)政府采購(gòu)運(yùn)行方式的發(fā)展和完善提供寶貴的建議,以此來(lái)彌補(bǔ)我國(guó)政府采購(gòu)運(yùn)行方式方面的缺陷和不足,有利于我國(guó)政府采購(gòu)更好更快地發(fā)展。 論文的第一章對(duì)政府采購(gòu)進(jìn)行一個(gè)整體的概述,主要介紹政府采購(gòu)的相關(guān)概念以及政府采購(gòu)的特點(diǎn)、原則和制度,并明確了政府采購(gòu)的目標(biāo)。在第二章還分別介紹了政府采購(gòu)方式研究的幾個(gè)相理論,為下面所展開的論述和研究奠定了良好的理論基礎(chǔ)；第三章,在對(duì)政府采購(gòu)有一個(gè)整體認(rèn)知的基礎(chǔ)上,對(duì)中美政府采購(gòu)的運(yùn)行方式進(jìn)行定性比較。此部分主要對(duì)中美政府采購(gòu)的幾項(xiàng)相關(guān)因素進(jìn)行定性分析和比較,具體從中美政府采購(gòu)的政策、制度、法律法規(guī)和組織機(jī)構(gòu)設(shè)置等方面進(jìn)行全面的比較,從定性的角度分析中美政府采購(gòu)運(yùn)行方式的不同；第四章,對(duì)政府采購(gòu)運(yùn)行方式的影響因素進(jìn)行了分析并在此基礎(chǔ)上建立了相應(yīng)的評(píng)價(jià)指標(biāo)體系。最后,運(yùn)用多層次多目標(biāo)模糊綜合評(píng)價(jià)模型對(duì)中美政府采購(gòu)運(yùn)行方式的評(píng)價(jià)指標(biāo)進(jìn)行了對(duì)比分析,得出結(jié)論；第五章,分析總結(jié)了美國(guó)政府采購(gòu)運(yùn)行方式對(duì)我國(guó)的借鑒。論文的這一部分首先對(duì)我國(guó)政府采購(gòu)在運(yùn)行方式上存在的問(wèn)題進(jìn)行了深刻的剖析,然后由此展開論述了美國(guó)政府采購(gòu)的運(yùn)行方式對(duì)于我國(guó)的啟示和借鑒作用。
[Abstract]:Government procurement is one of the most important commercial activities of government departments in the market economy. It is also an important part of public financial expenditure. It plays an important role in public administration and plays an important policy function. China's government procurement system has made great achievements since it was carried out in 1996, but there are still many problems. With China's entry into WTO and the increasingly complicated and multifaceted negotiation of GPA, the operation of Chinese government procurement is facing more and more questions and challenges. The United States is one of the earliest countries in the world to implement government procurement and the most perfect system of government procurement in the world. In terms of legislation and practice, American government procurement has a relatively mature system. In this paper, the multi-level and multi-objective fuzzy comprehensive evaluation model is adopted, and the comparative study on the operation mode of government procurement between China and the United States is carried out, and the advantages of the operation mode of the government procurement in the United States are analyzed. To our country's relevant aspect puts forward several points to draw lessons from the opinion. The purpose of this paper is to provide valuable suggestions for the development and improvement of the operation mode of our government procurement, so as to make up for the defects and deficiencies in the operation mode of our government procurement, and to help our government procurement develop better and faster. The first chapter gives a general overview of government procurement, mainly introduces the related concepts of government procurement, the characteristics, principles and systems of government procurement, and defines the objectives of government procurement. In the second chapter, it also introduces several theories of government procurement research, which lays a good theoretical foundation for the following discussion and research; The third chapter, on the basis of a general understanding of government procurement, qualitatively compares the operation mode of Chinese and American government procurement. This part mainly makes qualitative analysis and comparison of several relevant factors in Sino-US government procurement, and makes a comprehensive comparison from the policies, systems, laws and regulations, and organizational setup of Sino-US government procurement. From the qualitative point of view, the paper analyzes the different operation modes of Chinese and American government procurement; The fourth chapter analyzes the influencing factors of government procurement operation mode and establishes the corresponding evaluation index system. Finally, the multi-level and multi-objective fuzzy comprehensive evaluation model is used to compare and analyze the evaluation indexes of Chinese and American government procurement operation mode, and the conclusion is drawn. In the fifth chapter, the American government procurement operation mode is analyzed and summed up for reference to our country. This part of the thesis firstly analyzes the problems existing in the operation mode of our government procurement, and then discusses the enlightenment and reference function of the operation mode of American government procurement to our country.
