【摘要】：什么是服務(wù)型政府?如何打造服務(wù)型政府是當(dāng)前中國(guó)公共管理理論和實(shí)踐界共同關(guān)注的焦點(diǎn)。借鑒國(guó)際、國(guó)內(nèi)相關(guān)研究成果,新加坡南洋理工大學(xué)南洋公共管理研究生院開(kāi)發(fā)了連氏中國(guó)服務(wù)型政府指數(shù),對(duì)服務(wù)型政府的內(nèi)涵和外延進(jìn)行了界定,并于2011年4月至6月間,與上海交通大學(xué)國(guó)際與公共事務(wù)學(xué)院通力合作,以此指數(shù)為依據(jù),通過(guò)對(duì)市民和企業(yè)的電話訪談,對(duì)中國(guó)32個(gè)主要城市(直轄市、計(jì)劃單列市、部分省會(huì)城市和重要城市)的服務(wù)型政府的建設(shè)情況進(jìn)行了測(cè)評(píng)。文章旨在匯報(bào)此次調(diào)查的結(jié)果,并結(jié)合調(diào)查結(jié)果對(duì)當(dāng)前中國(guó)地方服務(wù)型政府建設(shè)的狀況進(jìn)行分析并提出政策建議。
[Abstract]:What is a service-oriented government? How to build a service-oriented government is the focus of public management theory and practice in China. Drawing on relevant international and domestic research results, the Graduate School of Public Administration of Nanyang Institute of Technology of Singapore has developed Lien's China Service Government Index, which defines the connotation and extension of service-oriented government, and between April and June 2011, In collaboration with the School of International and Public Affairs, Shanghai Jiaotong University, based on this index, 32 major cities in China (municipalities directly under the Central Government, separately planned cities) were selected through telephone interviews with citizens and enterprises. The construction of service-oriented government in some provincial capitals and important cities was evaluated. The purpose of this paper is to report the results of this survey, and to analyze the current situation of the construction of local service-oriented government in China and put forward some policy suggestions.
