【摘要】：正一、人口因素對貴港市財(cái)政支出的影響根據(jù)貴港市2010年第六次全國人口普查數(shù)據(jù),2010年11月1日止,貴港市總?cè)丝跒?03.31萬人,約占廣西總?cè)丝诘?/10,與2000年第五次全國人口普查的459.96萬人相比,十年間共增加了43.35萬人,年平均增長0.9%。全市常住人口411.88萬人。由于人口多、人口分布和流動(dòng)以及人口年齡層次的變化,都對貴港市財(cái)政支出有巨大影響。因此,在安排財(cái)政支出時(shí),貴港市不得不把這一因素?cái)[到重要位置加以考慮。從貴港市的財(cái)政支出安排來看,涉及人口因素的財(cái)政支出項(xiàng)目較多、數(shù)量巨大。一是可直接根據(jù)人口數(shù)量測算的支出。如計(jì)劃生育支出、少數(shù)民族地區(qū)補(bǔ)助等基本公共管理與服務(wù)支出,這部分支出直接根據(jù)人口數(shù)量測算,按統(tǒng)一標(biāo)準(zhǔn)安排。

From the view of the fiscal expenditure arrangement of Guigang City, there are more and more expenditure items involving population factors. The first is the expenditure that can be measured directly according to the number of the population. Such as family planning expenditure, subsidies in minority areas and other basic public management and service expenditure, this part of the expenditure directly based on the number of population, according to the unified standard arrangement.
