廣州城市生活垃圾分類與處理的政府作用研究

【摘要】：生活垃圾排放量伴隨著人類生產(chǎn)的不斷發(fā)展逐年增多，而處理垃圾需要的土地卻越來越少，垃圾對環(huán)境造成的危害也越來越不容忽視。在倡導(dǎo)綠色環(huán)保、健康低碳生活的今天，垃圾的減量化、資源化、無害化便顯得更為重要。廣州是國內(nèi)大陸地區(qū)首個(gè)全面推進(jìn)生活垃圾分類與處理工作的城市，在內(nèi)地沒有任何成熟、可借鑒經(jīng)驗(yàn)的背景下，研究廣州市政府在推進(jìn)城市生活垃圾分類與處理工作中的作用意義非凡，不僅有利于理清政府在垃圾分類處理公共服務(wù)提供過程中的管理思路，理順政府各職能部門之間工作關(guān)系，總結(jié)工作開展方式方法，規(guī)范工作程序依法依規(guī)，而且為內(nèi)地其他城市開展相關(guān)工作提供寶貴的經(jīng)驗(yàn)借鑒。 城市生活垃圾分類與處理是一項(xiàng)全社會(huì)參與的系統(tǒng)工程。本文運(yùn)用文獻(xiàn)研究、訪談等方法，通過對廣州城市生活垃圾分類與處理框架體系中政府作用現(xiàn)狀的分析，找出廣州市政府在垃圾分類與處理公共管理上的作用缺陷及導(dǎo)致缺陷的深層次原因，借鑒其他先進(jìn)城市的政府作用模式，有針對性提出強(qiáng)化廣州城市生活垃圾分類與處理政府作用的對策建議，為改善廣州市政府公共服務(wù)供給狀況、科學(xué)構(gòu)建政府公共服務(wù)供給的體制和機(jī)制等方面提供參考。 城市生活垃圾分類與處理工作由于具有非競爭非排他的特性，必然成為政府公共管理部門責(zé)無旁貸的服務(wù)內(nèi)容之一，而在工作的具體開展過程中，政府的首要任務(wù)是做好頂層設(shè)計(jì)，其次是引導(dǎo)規(guī)范和依法監(jiān)督。從廣州近4年的推進(jìn)成果來看，，政府的大包大攬、制度缺失、監(jiān)管缺位顯然降低了應(yīng)有的工作效率。本文認(rèn)為，發(fā)揮政府的規(guī)范、引導(dǎo)和監(jiān)管作用，市民本位、依法而治和有限政府才是公共管理部門在城市生活垃圾分類與處理推進(jìn)工作中的必須堅(jiān)持的不二法寶。
[Abstract]:With the continuous development of human production, the amount of domestic waste emissions is increasing year by year, but less and less land is needed to deal with garbage, and the harm caused by garbage to the environment can not be ignored more and more. In advocating green environmental protection, healthy low carbon living today, waste reduction, resource, harmless becomes more important. Guangzhou is the first city in mainland China to comprehensively promote the classification and disposal of domestic refuse. There is no maturity in the mainland, so we can learn from our experience. It is of great significance to study the role of Guangzhou Municipal Government in promoting the classification and disposal of municipal solid waste, which is not only helpful to clarify the management ideas of the government in the process of providing public services for classifying and treating municipal solid waste. In order to straighten out the working relationship among the government departments, summarize the ways and methods of the work, standardize the working procedure according to the law, and provide valuable experience for other cities in the mainland to carry out the relevant work. The classification and disposal of municipal solid waste (MSW) is a systematic project in which the whole society participates. Based on the methods of literature research and interview, this paper analyzes the current situation of the role of the government in the framework of classification and disposal of municipal solid waste in Guangzhou. To find out the function defects of Guangzhou Municipal Government in the classification and disposal of garbage and the deep-seated reasons leading to the defects, and to draw lessons from the government role model of other advanced cities. This paper puts forward countermeasures and suggestions to strengthen the classification and treatment of municipal solid waste in Guangzhou, which provides references for improving the public service supply of Guangzhou city and scientifically constructing the system and mechanism of government public service supply. Because of its non-competitive and non-exclusive characteristics, the classification and disposal of municipal solid waste (MSW) is bound to become one of the indispensable service contents of the public administration department of government, and in the process of carrying out the work, The first task of the government is to do a good job of top-level design, followed by guiding norms and legal supervision. According to the achievements of Guangzhou in the past four years, the government's great efforts, the absence of system and the lack of supervision have obviously reduced the due working efficiency. This paper holds that giving full play to the government's normative, guiding and supervising functions, citizens' standard, and governing and limited government according to law are the two magic weapons which must be adhered to by public administration departments in the work of classifying and handling municipal solid waste.
