基層政府調(diào)處化解社會(huì)矛盾問(wèn)題研究

【摘要】：當(dāng)前,隨著經(jīng)濟(jì)、社會(huì)體制的不斷變革,我國(guó)的綜合國(guó)力以及國(guó)民素質(zhì)都有了很大的提升,但也造成了社會(huì)矛盾的成倍增加,社會(huì)進(jìn)入了矛盾的凸顯期。社會(huì)矛盾不斷加劇,已經(jīng)嚴(yán)重影響了我國(guó)經(jīng)濟(jì)的發(fā)展、社會(huì)的穩(wěn)定,同時(shí)也在不斷加重著政府的維穩(wěn)負(fù)擔(dān)�；鶎诱鳛橹苯咏佑|群眾的行政部門,在調(diào)處社會(huì)矛盾中處于最前沿、最直接的位置,扮演著重要的角色,而就目前全國(guó)各地非訪、越級(jí)訪數(shù)量不斷攀升這一實(shí)際來(lái)看,我國(guó)很多的基層政府在這項(xiàng)工作上做的遠(yuǎn)遠(yuǎn)不夠。因此,本文對(duì)基層政府調(diào)處化解社會(huì)矛盾這一問(wèn)題加以探索研究。為全面梳理分析當(dāng)前基層政府在調(diào)處化解社會(huì)矛盾中存在的問(wèn)題,本文綜合運(yùn)用了文獻(xiàn)分析法、實(shí)地調(diào)研法、理論聯(lián)系實(shí)際法、多學(xué)科綜合研究法等方式,深入挖掘了社會(huì)矛盾的現(xiàn)狀及對(duì)社會(huì)的影響,并以內(nèi)蒙古西部X旗為例,分析研究了基層政府調(diào)處化解社會(huì)矛盾的方法、過(guò)程以及調(diào)處中存在的問(wèn)題。針對(duì)這些問(wèn)題,運(yùn)用公共管理的相關(guān)基礎(chǔ)理論,結(jié)合具體實(shí)際,對(duì)基層政府調(diào)處化解社會(huì)矛盾提出具體的對(duì)策和建議。本文認(rèn)為,基層政府調(diào)處化解社會(huì)矛盾,首先應(yīng)做實(shí)社會(huì)矛盾的源頭預(yù)防工作,防患于未然,盡量將矛盾隱患消滅在萌芽狀態(tài)；其次要健全社會(huì)矛盾的各種調(diào)處化解機(jī)制,控制好社會(huì)矛盾的發(fā)展；第三要強(qiáng)化政府的主體責(zé)任,切實(shí)讓政府履行好調(diào)處化解社會(huì)矛盾的職責(zé)；第四要同步跟進(jìn)法治宣傳教育,不斷提高人民的法治意識(shí)和法治觀念,使人們?nèi)罕娭鲃?dòng)維護(hù)社會(huì)公平正義、和諧穩(wěn)定。
[Abstract]:At present, with the constant change of economy and social system, the comprehensive national strength and national quality of our country have been greatly improved, but also caused the double increase of social contradictions, and the society has entered a period of contradiction. The social contradictions have seriously affected the economic development and social stability of our country, and at the same time, they are also increasing the burden of government maintenance. As the administrative departments directly in contact with the masses, the grass-roots governments are in the forefront and the most direct position in the mediation of social contradictions and play an important role. In view of the fact that the number of non-visits and leapfrogging visits in various parts of the country is constantly rising at present, Many grassroots governments in our country do not do enough in this work. Therefore, this paper probes into the problem of resolving social contradictions. In order to comprehensively sort out and analyze the problems existing in the mediation and settlement of social contradictions at the grassroots level, this paper comprehensively applies the methods of literature analysis, field investigation, theoretical and practical methods, multidisciplinary comprehensive research, etc. This paper deeply excavates the present situation of social contradiction and its influence on society, and taking X Banner in the west of Inner Mongolia as an example, analyzes and studies the methods, processes and problems existing in the mediation of grass-roots government to resolve the social contradiction. In view of these problems, this paper puts forward concrete countermeasures and suggestions for the grass-roots government to resolve the social contradictions by applying the relevant basic theories of public management and combining with the concrete practice. In this paper, the grass-roots government to resolve social contradictions, first of all, should do the social contradictions of the source prevention work, prevention in the early stages, as far as possible to eliminate the hidden dangers of contradictions in the embryonic state; Secondly, it is necessary to perfect all kinds of mechanisms to resolve social contradictions, to control the development of social contradictions, to strengthen the main responsibility of the government, and to make the government perform the duty of resolving social contradictions. Fourth, we should follow up the publicity and education of the rule of law simultaneously, constantly improve the people's awareness of the rule of law and the concept of the rule of law, so that people can take the initiative to maintain social fairness and justice, harmony and stability.
