【摘要】：城市社區(qū)是城市的細(xì)胞和基礎(chǔ)，與社會各方面聯(lián)系密切，是社會問題最敏感、最集中的地方。而城市社區(qū)建設(shè)則是社會經(jīng)濟發(fā)展到一定階段的必然要求，是21世紀(jì)中國城市社會整合的主要載體和社會整合的基礎(chǔ)工程。生態(tài)文明城市社區(qū)建設(shè)是經(jīng)濟體制轉(zhuǎn)型的必然要求、社會結(jié)構(gòu)變化的客觀要求和生活品質(zhì)提高的內(nèi)在要求，故城市社區(qū)的生態(tài)文明建設(shè)具有必要性。對生態(tài)文明城市社區(qū)建設(shè)評價是一項復(fù)雜的工作，涉及城市社區(qū)的自然、經(jīng)濟、社會等方面內(nèi)容。 論文從生態(tài)文明的視角出發(fā)，在總結(jié)國內(nèi)外關(guān)于社區(qū)及城市社區(qū)建設(shè)等相關(guān)研究的基礎(chǔ)上，根據(jù)低碳經(jīng)濟理論、可持續(xù)發(fā)展理論、新公共管理理論和新公共服務(wù)理論，運用層次分析法，構(gòu)建了生態(tài)文明城市社區(qū)建設(shè)評價指標(biāo)體系和模型，并以張家口市為例開展生態(tài)文明城市社區(qū)建設(shè)實證研究。通過張家口市生態(tài)文明社區(qū)建設(shè)的評價結(jié)果顯示，目前張家口市城市社區(qū)建設(shè)處于類生態(tài)文明城市社區(qū)階段，，其生態(tài)功能有欠缺，但居住環(huán)境優(yōu)美，規(guī)劃和基礎(chǔ)設(shè)施基本符合國家要求，這正與張家口市城市社區(qū)建設(shè)總體狀況相吻合。 在當(dāng)前大力推進生態(tài)文明建設(shè)背景下，以張家口與北京聯(lián)合申奧為契機，在生態(tài)文明社區(qū)建設(shè)“樹模型”的指導(dǎo)下，以張家口市“十二五”規(guī)劃建設(shè)為手段，以建設(shè)和諧張家口市為目標(biāo)，論文提出加強政府重視程度、建立生態(tài)補償機制、提高公眾生態(tài)意識、推進環(huán)境綜合治理、完善民眾參與機制的對策和建議，以全面推進張家口市生態(tài)文明城市社區(qū)建設(shè)，切實解決影響和制約生態(tài)文明城市社區(qū)建設(shè)的問題。
[Abstract]:Urban community is the cell and foundation of the city, which is closely related to all aspects of society, and is the most sensitive and concentrated place for social problems. The construction of urban community is the inevitable requirement of the social economic development to a certain stage, and is the main carrier and the basic project of the social integration of Chinese cities in the 21st century. The construction of ecological civilization urban community is the inevitable requirement of the economic system transformation, the objective requirement of the social structure change and the inherent requirement of improving the quality of life, so the ecological civilization construction of the city community has the necessity. The evaluation of ecological civilization urban community construction is a complex work, involving the natural, economic, social and other aspects of the urban community. From the perspective of ecological civilization, based on the summary of domestic and foreign research on community and urban community construction, according to low-carbon economy theory, sustainable development theory, new public management theory and new public service theory. The evaluation index system and model of community construction of ecological civilization city are constructed by using the analytic hierarchy process, and an empirical study on community construction of ecological civilization city is carried out with Zhangjiakou city as an example. According to the evaluation results of Zhangjiakou's ecological civilization community construction, at present, Zhangjiakou city community construction is in the stage of quasi-ecological civilization city community, its ecological function is deficient, but the living environment is beautiful. The planning and infrastructure basically meet the national requirements, which is in line with the overall situation of urban community construction in Zhangjiakou. Under the current background of vigorously promoting the construction of ecological civilization, taking Zhangjiakou and Beijing as an opportunity to jointly bid for the Olympic Games, under the guidance of the "tree model" for the construction of ecological civilization communities, and taking the 12th Five-Year Plan and Construction of Zhangjiakou City as the means, Aiming at building a harmonious Zhangjiakou City, the paper puts forward some countermeasures and suggestions to strengthen the government's attention, to establish the ecological compensation mechanism, to improve the public's ecological consciousness, to promote the comprehensive management of the environment, and to perfect the mechanism of popular participation. In order to promote the construction of ecological civilized city community in Zhangjiakou City, the problems that affect and restrict the construction of ecological civilization city community can be solved.
