【摘要】：跨界治理概念源自后新公共管理管理運(yùn)動(dòng),它是多種治理理論與模式的"集合"。其生成有著深刻的現(xiàn)實(shí)背景,包括信息科技助推,組織間互賴(lài)性,區(qū)域協(xié)作發(fā)展的需要,降低交易成本的要求,以及應(yīng)對(duì)外溢性和碎片化問(wèn)題。跨界治理研究主要指向跨地理區(qū)域、跨公私領(lǐng)域、跨行政層級(jí)和跨組織部門(mén)四個(gè)維度,宏觀、中觀、微觀三個(gè)層面。它具有豐富的理論基礎(chǔ)和廣泛的研究視角,形成了一套包含動(dòng)因理論、結(jié)構(gòu)理論、過(guò)程理論在內(nèi)的整體性理論譜系。
[Abstract]:The concept of cross-boundary governance originates from the post-new public management movement and is a collection of various governance theories and models. Its generation has profound realistic background, including information technology booster, inter-organization interdependence, the need of regional cooperation development, the requirement of reducing transaction cost, and coping with spillover and fragmentation. The research on cross-border governance mainly points to four dimensions: cross-geographical region, cross-public-private domain, cross-administrative level and cross-organizational department, macro-level, meso-scale and micro-level. It has a rich theoretical basis and a wide range of research perspectives, forming a set of holistic theory pedigree including motivation theory, structure theory and process theory.
